CALL TO ORDER Judge Terry Simpson, CBCOG Chairman, called the meeting to order at 2:03 PM. John Buckner called the roll. Six of eleven counties were represented and the attendees included 21 out of 35 voting representatives. 2. APPROVAL OF MINUTES OF THE JULY 25,2014 MEETING. A motion was made by Commissioner Fred Nardini to approve the minutes of the July 25,2014 meeting Commissioner Roy Cantu seconded this motion. The minutes of the July 25 meeting were approved by unanimous vote of the members present. 3. TREASURER'S REPORT Commissioner Nina Trevino presented this report. The report covered the months of July and August 2014. She referred to the first page of each report and summarized the transactions,account balances and the interest earned. Upon a motion by Mayor Wax, seconded by City Commissioner Al Garcia,the July and August 2014 SCANNED Minutes Page 2 September 26,2014 Treasurer's Report was approved by unanimous vote of the members present at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments No appointments to advisory committees were receive for consideration. B. COUNCIL ON AGING REPORT Mr.Harry Alfeo,Chairman of the Council on Aging presented this report. 1. RESOLUTION NO.2929 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO ACCEPT A GRANT AWARD FROM THE COASTAL BEND COMMUNITY FOUNDATION TO ASSIST IN MEETING THE 25 PERCENT LOCAL MATCH REQUIREMENT FOR THE NATIONAL FAMILY CAREGIVERS SUPPORT PROGRAM IN THE AMOUNT OF$7,500 FOR THE PROJECT PERIOD OCTOBER 1,2014 THROUGH SEPTEMBER 30,2015. Commissioner Trevino moved for the adoption of Resolution No.2929. The motion was seconded by Mayor Wax. Resolution No.2929 passed by unanimous vote. 2. RESOLUTION NO. 2930 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE A CONTRACT WITH THE TEXAS DEPARTMENT OF AGING AND DISABILITY SERVICES TO SUPPORT THE COASTAL BEND AGING AND DISABILITY RESOURCE CENTER WHOSE PURPOSE IS TO IMPROVE ACCESS TO LONG TERM CARE SERVICES AND SUPPORT OPTIONS FOR OLDER PERSONS AND PERSONS OF ALL AGES WITH DISABILITIES IN THE ELEVEN COUNTY COASTAL BEND REGION IN THE AMOUNT OF $179,887 FOR THE PROJECT PERIOD SEPTEMBER_1,_201-4THROUGH AUGUST-31-,201-5. — — — — — Commissioner Trevino moved for the adoption of Resolution No.2930. The motion was seconded by Mayor Pro Tern Ehmann. Resolution No.2930 passed by unanimous vote. 3. RESOLUTION NO. 2931 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE FISCAL YEAR 2015 AMENDMENTS TO CURRENT CONTRACTS AND VENDOR AGREEMENTS WITH LOCAL SERVICE PROVIDERS FOR THE PROJECT PERIOD OCTOBER 1, 2014 THROUGH SEPTEMBER 30, 2015 SUPPORTING OLDER AMERICAN'S ACT NUTRITION PROGRAMS IN THE PLANNING AMOUNT OF $1,649,860. Commissioner Trevino moved for the adoption of Resolution No. 2931. Mayor Pro Tern Ehemann seconded the motion. Resolution No. 2931 passed by unanimous vote. Minutes Page 3 September 26,2014 C. REGIONAL SOLID WASTE ADVISORY COMMITTEE REPORT City Commissioner Diane Leubert, Chairman of Solid Waste Advisory Committee presented this report. RESOLUTION NO. 2932 A RESOLUTION AUTHORIZING FUNDING OF SOLID WASTE PROJECTS IN THE COASTAL BEND REGION FROM FY 2015 SOLID WASTE FUNDS RECEIVED UNDER A GRANT FROM THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY. — — Commissioner Trevino moved for the adoption of Resolution No-2932: The-resolution was-seconded-by-—- -- - Commissioner Cantu. Resolution No.2932 was adopted by unanimous vote. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Ms. Charlene Heydinger,Executive Director,gave a presentation on Property Assessed Clean Energy [PACE]. This is a new mechanism to finance facility upgrades at commercial, industrial and multifamily residential properties through the leveraging of energy and water conservation efforts. It is an innovative financing program designed to enable owners of commercial and industrial properties to obtain low-cost, long-term loans for water conservation, energy-efficiency improvements and renewable retrofits. 6.
