CALL TO ORDER Judge C.H.Mills, CBCOG 2nd Vice Chairman, called the meeting to order at 2:05 PM.John Buckner called the roll. Seven of eleven counties were represented and the attendees included 20 out of 35 voting representatives. 2. APPROVAL OF MINUTES OF THE SEPTEMBER 26,2014 MEETING. A motion was made by Councilman Kieschnick to approve the minutes of the September 26,2014 meeting. Mayor Pro Tern Ehmann seconded this motion.The minutes of the September 26 meeting were approved by unanimous vote of the members present. 3. TREASURER'S REPORT Commissioner Nina Trevino presented this report. The report covered the months of September, October and November 2014. She referred to the first page of each report and summarized the transactions,account Balances and interest earned. Upon a motion by Judge Huff, seconded by Commissioner Lopez,the September,October and November 2014 Treasurer's Report was approved by unanimous vote of the members present at the end of the meeting. SCANNEP Minutes Page 2 December 12,2014 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments The following persons were appointed to CBCOG advisory committees: County Commissioner Margie Gonzalez of Jim Wells County was recommended for the Regional Solid Waste Advisory Committee. Jamie Coronado with the 36th Judicial District Juvenile Probation Department,Interim Police Chief Josh Olivarez with the City of Orange Grove and Officer Jimmy Wilson with the Robstown Police Department were recommended for Public Protection Committee appointment. The following recommendation, Deputy Charles Kirk of Kenedy County, was not on the agenda list but was recommended by Judge Louis Turcotte of Kenedy County to be a member of the Homeland Security Advisory Committee. Commissioner Nina Trevino made a motion to confirm these appointments. Commissioner Ann Lopez seconded this motion. The five appointments were confirmed by unanimous vote of the members present. Judge Mills reported that Judge Simpson was unable to attend the meeting today but he had provided a list of appointees to the CBCOG Nominating Committee for 2015 Officers and Executive Board members. The appointed Nominating Committee Members are: Judge Loyd Neal, Chairman, Judge Terry Simpson, Commissioner Nina Trevino, Councilman Lee Roy Kieschnick, Commissioner Margie Gonzalez, City Commissioner Al Garcia, Bill Hennings, Judge C.H. Mills, Commissioner Carlos Villarreal and Josie Herro. B. EXECUTIVE DIRECTOR'S REPORT John Buckner presented this report. RESOLUTION NO.2933 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO PREPARE AND SUBMIT AN APPLICATION TO THE U.S. DEPARTMENT OF COMMERCE,ECONOMIC DEVELOPMENT_ADMINISTRATION AND.T.O.EXECUTEALL_DOCUMENTS PERTAINING _ _— TO AN APPLICTION TO CONTINUE THE COASTAL BEND ECONOMIC DEVELOPMENT PROGRAM WITH A GRANT IN THE AMOUNT OF $180,000 (TOTAL COST$225,000)FOR THE CALENDAR YEARS 2015 THROUGH 2018. Mr. Ocker moved for the adoption of Resolution No.2933.His motion was seconded by Commissioner Trevino. Resolution No.2933 was adopted by unanimous vote of the members present. C. BUDGET COMMITTEE REPORT Consideration of the Calendar Year 2015 Budget Mr.Brent Ocker, Chairman of the Budget Committee presented this report. He reported that the Budget Committee met on December 3 to review the material with the CBCOG staff. Mr. Ocker highlighted several budget items the membership needed to consider before adopting the 2015 budget. One was that the budget was prepared with a 3%cost of living salary increase on January 1,2015. Also,the operating Minutes Page 3 December 12,2014 budget included$12,000 to secure one CBCOG automobile to replace an old 1997 Chevrolet Lumina. Mr. Ocker made a motion to accept and approve the 2015 CBCOG Budget as presented. Judge Huff seconded this motion. The CBCOG 2015 Calendar Year Budget was approved and accepted by unanimous vote of the members present. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS On behalf of the CBCOG'staff,Theresa Finch recognized John Buckner's 44 years of service to the Coastal Bend Region,38 of those years serving as CBCOG Executive Director. He was presented with a very nice engraved pocket watch in appreciation of his service to the region and support of the CBCOG staff. 6. ADJOURN With no further business,the meeting adjourned at 2:31 PM. Duly adopted at a meeting of the Coastal Bend Council of Governments this 23rd day of January 2015.
