Thomas 1. CALL TO ORDER Judge Terry Simpson,Chairman, called the meeting to order at 2:05 PM.John Buckner called the roll. Ten of eleven counties were represented and the attendees included 25 out of 35 voting representatives. 2. APPROVAL OF MINUTES OF THE DECEMBER 12,2014 MEETING. A motion was made by Commissioner Lopez to approve the minutes of the December 12,2014 meeting. Judge Neal seconded this motion.The minutes of the December 12 meeting were. approved by unanimous vote of the members present. SCANNED - A Minutes Page 2 January 30,2015 3. TREASURER'S REPORT John Buckner presented this report. The report covered the month of December 2014. He referred to the first page of the report and summarized the transactions, account balances and interest earned. Upon a motion by Commissioner Cantu, seconded by Mayor Wax, the December 2014 Treasurer's Report was approved by unanimous vote of the members present at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments The following person was appointed to a CBCOG advisory committee: Davis Merrell,Del Mar College Regional Training Academy (Recommended by the Public Protection Committee) Councilman Kieschnick made a motion to confirm this appointment. Michael Willow seconded the motion. The appointment was confirmed by unanimous vote of the members present. B. COUNCIL ON AGING REPORT Mr.Rudy Cantu presented this report. 1. RESOLUTION NO.2934 A RESOLUTION APPROVING THE AREA AGENCY ON AGING'S ANNUAL PLANNING BUDGET FOR ADMINISTRATIVE FUNCTIONS, DIRECT SERVICES, VENDOR SERVICES AND CONTRACTED ACTIVITIES IN SUPPORT OF PLANNED ACTIVITIES AND SERVICES BASED ON FISCAL YEAR 2015 ESTIMATED FUNDING FROM TITLE III OLDER AMERICANS ACT, STATE GENERAL REVENUE FUNDS AND OTHER FEDERAL SOURCES TOTALING $2,838,396. Commissioner Trevino moved for the adoption of Resolution No.2934.Her motion was seconded by Commissioner-Cantu. Resolution-No,-2934-was-adopted by unanimous vote of the members present. — — — — 2. RESOLUTION NO.2935 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO SUBMIT A GRANT APPLICATION TO THE TEXAS DEPARTMENT OF AGING AND DISABILITY SERVICES ON BEHALF OF THE AREA AGENCY ON AGING TO PROVIDE COASTAL BEND MEDICARE ELIGIBLE INDIVIDUALS WITH ENHANCED OUTREACH AND EDUCATION REGARDING THEIR HEALTH INSURANCE BENEFITS IN THE AMOUNT OF$20,846 FOR THE PROJECT PERIOD SEPTEMBER 30,2014 THROUGH SEPTEMBER 29,2015. Commissioner Cantu moved for the adoption of Resolution No.2935. His motion was seconded by Judge Mills. Resolution No.2935 was adopted by unanimous vote of the members present. 3. RESOLUTION NO.2936 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO SUBMIT A GRANT APPLICATION-TO THE TEXAS DEPARTMENT OF AGING AND DISABILITIES IN BEHALF OF , J r Minutes Page 3 January 30,2015 THE COASTAL BEND AGING AND DISABILITIES RESOURCE CENTER TO PROVIDE COASTAL BEND MEDICARE ELIGIBLE INDIVIDUALS WITH ENHANCED OUTREACH AND EDUCATION REGARDING THEIR HEALTH INSURANCE BENEFITS IN THE AMOUNT OF$9,559 FOR THE PROJECT PERIOD SEPTEMBER 30,2014 THROUGH SEPTEMBER 29,2015. Commissioner Trevino moved for the adoption of Resolution No.2936. Mayor Pro Tern Ehmann seconded this motion. Resolution No. 2936 was adopted by unanimous vote of the members present. C. HOMELAND SECURITY ADVISORY COMMITTEE REPORT R.J. Thomas presented this report. He noted that since the committee met and made its recommendations regarding funding,the state advised the CBCOG that additional funding was going to be made available to fund projects in the FY 2015 grant. He said any additional projects that the committee might recommend for funding would be brought back to the CBCOG for consideration. RESOLUTION NO. 2937 A RESOLUTION ALLOCATING FY 2015 STATE HOMELAND SECURITY GRANT FUNDING IN THE COASTAL BEND REGION. It was noted that the resolution in the agenda was shown as Resolution No.2936 and that was the number of the previous resolution. Mayor Pro Tem Ehmann moved to correct the resolution number to 2937. This motion was seconded by Commissioner Trevino. The resolution number was changed to 2937 by unanimous vote. Mayor Pro Tem Ehmann then moved for the adoption of Resolution No.2937. Commissioner Trevino seconded this motion. Resolution No.2937 was adopted by unanimous vote of the members present. D. NOMINATING COMMITTEE REPORT Judge Loyd NeAl, Chairman of the Nominating Committee presented this report. There being none,Judge Neal moved to have the Nominating Committee's report accepted as presented. Mayor Pro Tem Ehmann seconded this motion. The 2015 CBCOG Officers and Executive Board members were elected as presented. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Mr.Rudy Cantu,Chairman of the Council on Aging,reported that there were a number of vacancies on the Council on Aging from throughout the region. A letter had gone out to the county judges in the region asking for nominations to be considered for the Council on Aging.He hoped to have these vacancies filled soon. 6. ADJOURN With no further business,the meeting adjourned at 2:35 PM. Duly adopted at a meeting of the Coastal Bend Council of Governments this 27th day of February 2015.
