CALL TO ORDER City Commissioner Al Garcia,Chairman, called the meeting to order at 2:04 PM.John Buckner called the roll.Eight of eleven counties were represented and the attendees included 24 out of 35 voting representatives. 2. APPROVAL OF MINUTES OF THE JANUARY 30,2015 MEETING. A motion was made by Judge Neal to approve the minutes of the January 30,2015 meeting. Mayor Pro Tern Ehmann seconded this motion.The minutes of the January 30 meeting were approved by unanimous vote of the members present. 3. TREASURER'S REPORT John Buckner presented this report for the months of January and February 2015. He referred to the first page of both reports and summarized the transactions, account balances and interest earned. Upon a motion by Councilman Kieschnick, seconded by Mayor Pro Tern Ehmann, the January and February 2015 Treasurer's Reports were approved by unanimous vote of the members present at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS SCANNED A _ 's ` - \ ii Minutes Page 2 March 27,2015 A. CHAIRMAN'S REPORT Confirmation of Committee Appointments The following persons were appointed to a CBCOG advisory committee: COUNCIL ON AGING: Ms.Ana Martinez,Duval County Ms.Anita West, San Patricio County Ms. Christine Orobio,Rural Nueces County (All recommended by the Council on Aging) Judge Mills made a motion to confirm these appointments. Judge Neal seconded the motion. The appointments were confirmed by unanimous vote of the'members present. B. EXECUTIVE DIRECTOR'S REPORT John Buckner presented this report. RESOLUTION NO.2938 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO SUBMIT AN APPLICATION TO THE OFFICE OF THE GOVERNOR,CRIMINAL JUSTICE DIVISION,FOR FUNDING TO CONTINUE LAW ENFORCEMENT TRAINING THROUGH IMPLEMENTATION OF THE FORTY-SEVENTH ANNUAL TRAINING ACADEMY. Commissioner Cantu made a motion to approve Resolution No.2938. Councilman Rios seconded his motion.Resolution No. 2938 was adopted by unanimous vote of the members present. C. COUNCIL ON AGING REPORT Betty Lamb presented this report. 1. RESOLUTION NO. 2939 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO SUBMIT AN APPLICATION TO THE CITY OF CORPUS CHRISTI FOR A 2015 COMMUNITY DEVELOPMENT BLOCK GRANT IN THE AMOUNT OF$200,000 TO PROVIDE SERVICES TO REMOVE ARCHITECTUAL BARRIERS AT 35 SINGLE RESIDENTIAL OWNER-OCCUPIED HOMES WHERE LOW AND MODERATE INCOME INDIVIDUALS WITH DISABILITIES RESIDE. Mr.Tagliabue made a motion to adopt Resolution No. 2939. Councilman Kieschnick seconded his motion. Resolution No.2939 was adopted by unanimous vote of the members present. 2. RESOLUTION NO.2940 A RESOLUTION AMENDING THE AREA AGENCY ON AGING'S FISCAL YEAR 2014 REGIONAL BUDGET FROM THE TEXAS DEPARTMENT OF AGING AND DISABILITY Minutes Page 3 March 27,2015 SERVICES (DADS) TOTALING $2,937,225 INCLUDING THE ADDITION OF THE FINAL CONTRACT AWARD OF $55,244 PROGRAMED INTO VARIOUS OLDER AMERICANS ACT ACTIVITIES, AND ADJUSTED PROGRAM INCOME AND LOCAL MATCH BUDGETED. Judge Mills moved for the adoption of Resolution No. 2940. His motion was seconded Commissioner Lopez. Resolution No.2940 was adopted by unanimous vote of the members present. D. HOMELAND SECURITY ADVISORY COMMITTEE REPORT R.J. Thomas presented this report. He said at the previous CBCOG meeting on January 30 that any additional projects the committee might consider for funding should more money be allocated — -- would-be-brought-back to-the CBCOG-for-consideration. The following-resolution-addresses-that matter. RESOLUTION NO. 2941 A RESOLUTION ALLOCATING FY 2015 STATE HOMELAND SECURITY GRANT FUNDING IN THE COASTAL BEND REGION. Mayor Pro Tem Ehmann then moved for the adoption of Resolution No.2941. Commissioner Lopez seconded this motion. Resolution No. 2941 was adopted by unanimous vote of the members present. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Councilmember Beverly Bolner of Port Aransas announced that the City of Port Aransas had recently adopted a"No Plastic Bag"ordinance. She was hoping that other cities in the Coastal Bend Region would do the same in the interest of the environment,etc. 6. ADJOURN With no further business,the meeting adjourned at 2:25 PM.
