1. CALL TO ORDER
City Commissioner Al Garcia, Chairman, called the meeting to order at 2:00 PM.John Buckner
called the roll. Nine of eleven counties were represented and the attendees included 25 out of 35
voting representatives.
2. APPROVAL OF MINUTES OF THE MARCH 27,2015 MEETING.
A motion was made by Councilman Kieschnick to approve the minutes of the March 27,2015 meeting.
Commissioner Cantu seconded this motion.The minutes of the March 27 meeting were approved.
3. TREASURER'S REPORT
John Buckner presented this report for the month of March 2015. He referred to the first page of the report
and summarized the transactions, account balances and interest earned. Upon a motion by Commissioner
Cantu, seconded by Mayor Martinez,the March 2015 Treasurer's Report was approved by unanimous vote of
the members present at the end of the meeting.

4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS
A. CHAIRMAN'S REPORT
Confirmation of Committee Appointments
The following persons were appointed to a CBCOG advisory committee:
COUNCIL ON AGING:
Ms.Rebecca Mays,Aransas County
Ms.Pamela Larson, San Patricio County
Ms.Elsa Paez,Jim Wells County
Mr.Ernesto Morales,Jim Wells County
Mr.Dean Fleming,Brooks County
(All recommended by the Council on Aging)
REGIONAL SOLID WASTE ADVISORY COMMITTEE
Mr.Ned Cherry,Environmental Enforcement Officer,Nueces County
Mr.Robert Brake, City of Aransas Passs
(Recommended by Regional Solid Waste Advisory Committee)
Mayor Martinez made a motion to confirm the appointments to the Council on Aging. Commissioner Cantu
seconded the motion. The appointments were confirmed by unanimous vote.
Mr.Willow moved to confirm the appointments to the Solid Waste Advisory Committee. Mayor Pro Tem
Ehmann seconded this motion which passed by unanimous vote.
B. EXECUTIVE DIRECTOR'S REPORT
Request for Approval to add$8,000 from Local Funds to Auto Purchase Line Item in Adopted Calendar Year
2015 Budget
John Buckner presented this report.
After a brief discussion,Judge Simpson made a motion to approve this request. Commissioner Lopez
seconded the motion.The request to add$8,000 to the auto purchase line item in the budget was approved by
unanimous vote of the members present.
C. COUNCIL ON AGING REPORT
Mr.Rudy Cantu,Chairman of the Council on Aging presented this report.
1. RESOLUTION NO. 2942
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO AMEND THE COASTAL
BEND AGING AND DISABILITY RESOURCE CENTER CONTRACT WITH THE TEXAS

DEPARTMENT OF AGING AND DISABILITY SERVICES, ADDING AN ADDITIONAL $36,476
TO THE ORIGINAL CONTRACT AMOUNT FOR THE PROJECT PERIOD SEPTEMBER 1, 2014
THROUGH AUGUST 31, 2015. (TOTAL AMENDED CONTRACT AMOUNT $216,363).
Commissioner Cantu made a motion to adopt Resolution No.2942. Judge Huff seconded his motion.
Resolution No.2942 was adopted by unanimous vote of the members present.
2. RESOLUTION NO.2943
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO ACCEPT A GRANT IN THE
AMOUNT OF$24,725 FROM THE TEXAS DEPARTMENT OF AGING AND DISABILITY SERVICES
FOR HOME MODIFICATIONS FOR THE PROJECT PERIOD MARCH 1,2015 THROUGH AUGUST
31,2015 FOR TARGETED OLDER RESIDENTS IN THE ELEVEN-COUNTY COASTAL BEND
- REGION.
Councilman Patrick Rios moved for the adoption of Resolution No. 2943. His motion was seconded by
Councilman Kieschnick. Resolution No.2943 was adopted by unanimous vote of the members present.
D. PUBLIC PROTECTION COMMITTEE REPORT
Richard Bullock presented this report. He noted that when the committee met at the time the
CBCOG meeting agenda was being mailed. Copies of the resolutions under consideration with
committee recommendations were available on yellow paper and these were distributed to the
members present.
1. RESOLUTION NO. 2944
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE
GENERAL JUSTICE AND DELINQUENCY PROGRAMS SOLICITATION TO THE OFFICE OF THE
GOVERNOR,CRIMINAL JUSTICE DIVISION,AND THE JUVENILE JUSTICE AND DELINQUENCY
APPLICATIONS INCLUDE:DUVAL COUNTY,NUECES COUNTY AND SAN PATRICIO COUNTY.
Councilman Kieschnick moved for the adoption of Resolution No.2944. Judge Huff seconded his motion.
Resolution No.2944 was adopted by unanimous vote of the members present.
2. RESOLUTION NO.2945
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE
GENERAL VICTIMS—DIRECT SERVICES PROGRAMS SOLITICATION TO THE OFFICE OF THE
GOVERNOR,CRIMINAL JUSTICE DIVISION AND THE GENERAL VICTIM ASSISTANCE—
DIRECT SERVICES PROGRAM APPLICATIONS INCLUDE: CITY OF CORPUS CHRISTI,DUVAL
COUNTY,FAMILY COUNSELING SERVICES,INC.,KLEBERG AND KENEDY COUNTIES DA
OFFICE,NUECES COUNTY—CSCD,RIO GRANDE VALLEY EMPOWERMENT ZONE
CORPORATION AND WOMEN'S SHELTER OF SOUTH TEXAS.
Commissioner Cantu moved for the adoption of Resolution No.2945. Mr.Tagliabue seconded this motion.
Resolution No.2945 was adopted by unanimous vote.
3. RESOLUTION NO.2946
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE
VIOLENT CRIMES AGAINST WOMEN CRIIVIINAL JUSTICE AND TRAINING PROJECTS—

DOMESTIC VIOLENCE, SEXUAL ASSAULT,DATING VIOLENCE AND STALKING PROGRAM
SOLICITATION TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION AND THE
PROGRAM APPLICATIONS INCLUDE: CITY OF CORPUS CHRISTI,DUVAL COUNTY,NUECES
COUNTY—CSCD,AND RIO GRANDE VALLEY EMPOWERMENT ZONE CORPORATION.
Judge Huff moved for the adoption of Resolution No. 2946. His motion was seconded by Mayor Pro Tern
Ehmann. Resolution No.2946 was adopted by unanimous vote.
4. RESOLUTION NO. 2947
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON JUSTICE ASSISTANCE
GRANT APPLICATIONS FOR THE CRIMINAL JUSTICE PROGRAMS SOLICITATION TO
THE OFFICE OF THE GOVERNOR,CRIMINAL JUSTICE DIVISION,AND THE CRIMINAL JUSTICE
PROGRAM APPLICATIONS INCLUDE: CITY OF ALICE,CITY OF BEEVILLE,BROOKS COUNTY
DUVAL COUNTY,NUECES COUNTY AND CITY OF ROCKPORT.
Mayor Martinez moved for the adoption of Resolution No. 2947. Her motion as seconded by
Commissioner Lopez. Resolution No. 2947 was adopted by unanimous vote.
5. ANNOUNCEMENTS AND NON-ACTION ITEMS
Commander Michael Alanis, Corpus Christi Police Department presented information on the risks and
concerns associated with high speed chases in populated areas. He gave information on the evolvement of
the current CCPD policy on vehicle pursuit and what the emergency driving policies are included in the
police department's policy manual.

With no further business,the meeting adjourned at 2:55 PM.
