1. CALL TO ORDER
City Commissioner Al Garcia, Chairman,called the meeting to order at 2:00 PM. John Buckner
called the roll. Ten of eleven counties were represented and the attendees included 24 out of 35
voting representatives.
2. APPROVAL OF MINUTES OF THE APRIL 24, 2015 MEETING.
A motion was made by Commissioner Cantu to approve the minutes of the April,24,2015 meeting.

Commissioner Lopez seconded this motion.The minutes of the April 24 meeting were approved.
3. TREASURER'S REPORT
John Buckner presented this report for the months of April and May 2015. He referred to the first
page of the reports and briefly summarized the transactions, account balances and interest earned.
Upon a motion by Mr. Willow, seconded by Mayor Wax, the April and May 2015 Treasurer's
Reports was approved by unanimous vote of the members present at the end of the meeting
4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS
A. CHAIRMAN'S REPORT
Confirmation of Committee Appointments
The following persons were appointed to a CBCOG advisory committee:
COUNCIL ON AGING:
Judge Rudy Madrid,Kleberg County
Ms.Linda Falwell-Stover,Nueces County
Ms. Inez Garcia,Nueces County
(All recommended by the Council on Aging)
Mayor Wax made a motion to confirm the appointments to the Council on Aging. Commissioner
Lopez moved to second the motion. The appointments were confirmed by unanimous vote.
B. EXECUTIVE DIRECTOR'S REPORT
1. Consideration of the Comprehensive Annual Financial Report for Fiscal Year Ending December 31
2014(Attachment B-1)
John Buckner introduced Mr. John Shepard, Collier,Johnson and Woods,who presented this report.
Mr. Shepard addressed the important elements of the report for calendar year 2014. Judge Simpson
made a motion to approve the audit. His motion was seconded by Commissioner Nardini,The
Comprehensive Annual Financial Report for calendar year 2014 was approved by unanimous vote of
the members present.
2. RESOLUTION NO.2948
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO AMEND THE CURRENT
BANK DEPOSITORY CONTRACT BETWEEN AMERICAN BANK AND THE COASTAL
BEND COUNCIL OF GOVERNMENTS AND EXTEND IT TO JULY 31,2018.
John Buckner presented this report.
Judge Simpson moved for the adoption of Resolution No.2948. His motion was seconded by
Commissioner Cantu. Resolution No.2948 was adopted by unanimous vote of the members present.

C. EMERGENCY COMMUNICATIONS ADVISORY COMMITTEE REPORT
John Buckner presented this report.
RESOLUTION NO. 2949
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTORS TO SUBMIT THE COASTAL
BEND COUNCIL OF GOVERNMENTS FY2016-2017 STAGE TWO 9-11- STRATEGIC PLAN,
SECTION B,TO THE COMMISSION ON STATE EMERGENCY COMMUNICATIONS (CSEC)
AS REQUIRED BY SUBCHAPTER 771.055 OF THE HEALTH AND SAFETY CODE.
Upon a motion by Judge Simpson, seconded by Mayor Wax,Resolution No.2949 was adopted by
unanimous vote of the members present.D. COUNCIL ON AGING REPORT
Mr. Rudy Cantu, Chairman of the Council on Aging presented this report.
1. RESOLUTION NO.2950
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO SUBMIT A
CONTINUING GRANT APPLICATION IN THE AMOUNT OF$78,246 TO THE TEXAS
DEPARTMENT OF AGING AND DISABILITY SERVICES TO PROVIDE COASTAL BEND
MEDICARE ELIGIBLE INDIVIDUALS INFORMATION, COUNSELING AND ASSISTANCE
ON HEALTH INSURANCE MATTERS DURING THE PROJECT PERIOD APRIL 1,2015
THROUGH MARCH 31,2016.
Judge Simpson made a motion to adopt Resolution No.2950. Mayor Pro Tem Ehmann seconded his
motion.Resolution No.2950 was adopted by unanimous vote of the members present.
2. RESOLUTION NO.2951
A RESOLUTION AUTHORIZING ACCEPTANCE OF GRANT FROM THE COASTAL BEND
WALK FOR MEMORY COALITION IN THE AMOUNT OF$10,000 TO BE USED FOR
RESPITE SERVICES FOR CAREGIVERS OF VICTIMS OF ALZHEIMER'S AND RELATED -
DISEASES WITHIN THE ELEVEN COUNTY COASTAL BEND REGION FOR THE PROJECT
PERIOD JUNE 1,2015 THROUGH MAY 31,2016.
Commissioner Cantu moved for the adoption of Resolution No.2951. His motion was seconded by
Judge Carrillo. Resolution No.2951 was adopted by unanimous vote of the members present.
3. RESOLUTION NO. 2952
A RESOLUTION APPROVING AN AREA AGENCY ON AGING ALLOCATION PLAN
SUPPORTING OLDER AMERICANS ACT PROGRAM ACTIVITIES TOTALING AN
ESTIMA 1'bD FUNDING AMOUNT OF$2,601,681 IN THE ELEVEN COUNTY COASTAL
BEND REGION DURING FISCAL YEAR 2016- OCTOBER 1, 2015 THROUGH SEPTEMBER
30,2016.
Judge Huff made a motion to adopt Resolution No.2952. His motion was seconded by Mr. Willow.

Resolution No.2952 was adopted by unanimous vote of the members present.
5. ANNOUNCEMENTS AND NON-ACTION ITEMS
Penny Redington,Executive Director of the Texas Association of Regional Councils(TARC) and
Ginny Lewis,Associate Director of the Texas Association of Regional Councils gave presentations
on how TARC supported Council of Governments in the state arena and also commented on the
activities and results of the last session.of the Texas Legislature.
6. ADJOURN
With no further business,the meeting adjourned at 2:50 PM.
