CALL TO ORDER City Commissioner Al Garcia, Chairman, called the meeting to order at 2:00 PM.John Buckner called the roll. Nine of eleven counties were represented and the attendees included 26 out of 35 voting representatives. A quorum was determined to be present. 2. APPROVAL OF MINUTES OF THE DECEMBER 11,2015 MEETING. A motion was made by Councilman Kieschnick to approve the December 11,2015 meeting minutes. Commissioner Pusley seconded the motion. The December 11,2015 meeting minutes were approved by unanimous vote. SCANNED } . L Minutes Page 2 January 29,2016 3. TREASURER'S REPORT John Buckner presented this report for the month of December 2015. He referred to the first pages of the two reports and briefly summarized the transactions,account balances and interest earned. Upon a motion by Mr. Ocker, seconded by Mr. Willow,the December 2015 Treasurer's Report was approved by unanimous vote of the members present at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments Chairman Garcia presented the following recommendation for advisory committee membership. Mr. Michael Willow,Bee County Emergency Management Coordinator,to the CBCOG Emergency Management Advisory Committee. Upon a motion by Judge Simpson, seconded by Commissioner Gonzales,the appointment was confirmed by unanimous vote. B. COUNCIL ON AGING REPORT Ms.Frances Morrow,Chairman of the Council on Aging,presented this report. RESOLTION NO. 2966 A RESOLUTION APPROVING THE FINAL FISCAL YEAR 2015 BUDGET AMENDMENT FOR THE AREA AGENCY ON AGING TITLE III PROGRAM FUNDED BY THE TEXAS DEPARTMENT OF AGING AND DISABILITY SERVICES (DADS) TOTALING $3,054,466 INCLUDING ADDING THREE FINAL CONTRACT AWARDS TOTALING $46,515 AND MAKING OTHER FINAL ADJUSTMENTS RELATING TO PROGRAM INCOME AND LOCAL MATCH. Upon a motion by Commissioner Cantu, seconded by Mr. Ocker,Resolution No.2966 was adopted by unanimous vote. C. REGIONAL SOLID WASTE MANAGEMENT ADVISORY COMMITTEE REPORT Ms.Theresa Finch,CBCOG Environmental Coordinator presented this report. RESOLUTION NO.2967 A RESOLUTION AUTHORIZING THE COASTAL BEND REGIONAL SOLID WASTE GRANT IMPLEMENTATION PROJECT FUNDING PLAN FOR FISCAL YEARS 2016 AND 2017. Judge Simpson made a motion to adopt Resolution No. 2967. His motion was seconded by Judge Mills. Resolution No. 2967 was adopted by unanimous vote of the members present. D. NOMINATING COMMITTEE REPORT Judge Loyd Neal, Chairman of the Nominating Committee,presented this report. .fl r Minutes Page 3 January 29,2016 Nomination of CBCOG Officers and Executive Board for 2016 The following member government representatives were recommended as officers: Chairman City Commissioner Al Garcia,Kleberg County First Vice Chairman Judge C.H.Mills,Aransas County Second Vice Chairman Commissioner Margie Gonzalez, Jim Wells County Secretary Commissioner Nina Trevino, San Patricio County Treasurer Commissioner Mike Pusley,Nueces County Past Chairman Judge Terry Simpson, San Patricio County Judge Neal made a motion to approve the Nominating Committee's recommendation for 2016 officers. His motion was seconded by Councilman Kieschnick. The CBCOG 2016 officers were elected by unanimous vote of the members present. The following member government representatives were recommended to serve on the Executive Board: Judge Loyd Neal,Nueces County Judge Jim Huff,Live Oak County Commissioner Oscar Ortiz,Nueces County Judge Stephanie Silvas,Bee County Commissioner Fred Nardini, San Patricio County Judge Pedro Trevino,Jim Wells County Elsa Saenz,Nueces County Mayor Nelda Martinez,Nueces County Commissioner Roy Cantu,Kleberg County Commissioner Ann Lopez,Refugio County Tom Tagliabue,Nueces County M.Brent Ocker,Nueces County Advisory Member: Rebecca Klaevermann, San Patricio Municipal Water District Judge Neal made a motion to approve the Nominating Committee's recommendation for the 2016 executive board. His motion was seconded by Commissioner Pusley. The CBCOG executive board for 2016 were elected by unanimous vote of the members present. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Mayor Nelda Martinez and Tom Tagliabue commented on the need for property tax reform and relief. The imposition of revenue caps on cities was of great concern. The Texas Senate Select Committee on Property Tax Reform is holding public hearings in Texas on this matter. One was held in San Antonio on January 27th and the next one will be on February 11,2015 in Harlingen, Texas. Mayor Martinez asked that CBCOG members consider providing testimony at the Harlingen,Texas public hearing. John Buckner was asked to send out information to CBCOG members on this subject from the Texas Municipal League(TML). Tom Tagliabue provide TML information that is included with N. Minutes Page 4 January 29,2016 these meeting minutes and are copied on"yellow"paper. Chairman Garcia reminded the members present that the CBCOG would be 50 years old on March 23, 2016. He had been discussing the matter with COG staff and Tom Tagliabue with the City of Corpus Christi. Since the 4th Friday in March(25th)was a holiday for the CBCOG[Good Friday] it was decided to have the March meeting on April 1,2016,that being the next Friday.Tom Tagliabue contacted the Corpus Christi Police Officers Association that is a block down Leopard Street from the CBCOG office and a conference room there was available on April 1 from 3 to 5 pm. Chairman Garcia appointed Judge Terry Simpson, Commissioner Nina Trevino and Tom Tagliabue to an ad hoc CBCOG Birthday Committee. This committee would work with the CBCOG staff to coordinate the event on April 1. 6. ADJOURN With no further business,the meeting adjourned at 2:26 PM.
