CALL TO ORDER City Commissioner Al Garcia, Chairman, called the meeting to order at 2:05 PM. John Buckner called the roll. Eight of eleven counties were represented and the attendees included 25 out of 35voting representatives. A quorum was present. Minutes Page 2 April 1, 2016 2. APPROVAL OF MINUTES OF THE JANUARY 29, 2016 MEETING. A motion was made by Councilman Patrick Rios to approve the January 29, 2016 meeting minutes. Mayor Perkins seconded the motion. Mayor Nelda Martinez noted she was listed as Mayor Nelda Garcia in the Members Present list on the first page of the minutes. The correction was noted and would be made to the hard copy. The minutes, as corrected, were approved by unanimous vote. 3. TREASURER'S REPORT John Buckner presented this report for the months of January and February 2016. He referred to the first page of the two reports and summarized the transactions, account balances and interest earned. Upon a motion by Commissioner Cantu, seconded by Judge Huff, the January and February Treasurer's reports were approved by unanimous vote of the members present at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS There were no action items. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS 1. John Buckner presented information the Texas Land Commissioner's Coastal Resiliency Advisory Group. Commissioner George P. Bush is seeking input from the 5 councils of government along the Texas coast for nominations to be included in a 15 member advisory group. The composition of the group will include representatives of local government, business and industry from the coastal counties. His intent is to build a coalition of coastal leaders who will offer advice on how to best preserve and protect the coastal environment. Commissioner Bush wants the COG's to recommend 3 persons: one will be an elected or government official from a county or city, another form a coastal conservation or regional planning organization and a third should be from a . ., regional port or member of the coastal business community. Applications are available plus additional information at the General Land Office web site: www.glo.texas.gov/coast/coastal-management/forms/index.html. Applications are due at the CBCOG office by April 15. Chairman Al Garcia appointed an ad hoc committee to review the applications that will be delivered .1 Minutes Page 3 April 1, 2016 to the CBCOG for consideration. Members are: City Commissioner Al Garcia, Chairman, Commissioner Ann Lopez, Judge C, H. Mills, Judge Terry Simpson, and Judge Loyd Neal. This committee will meet during the week of April 18 and their report will be sent with the CBCOG agenda on April 22, 2016 for the membership meeting on April 29, 2016. 2. Mr. Bennett Sandlin, Executive Director of the Texas Municipal League gave presentation on the potential impact on local governments of any property tax caps that will likely come out of the next session of the Texas Legislature. He said a Texas Senate Select Committee on Property Tax Reform and Relief has held public meetings across Texas already and at least 2 more are scheduled. He encouraged local government leaders to consider attending these public hearings and provide testimony on how such caps would create enormous burdens on local government budgets. 3. Judy Telge with the Coastal Bend Center for Independent Living announced that an Affordable Housing Summit will be held on April 21, 2016 from 8 am to 4:30 pm at the Center for Economic Development, Del Mar College. She said to call 361-883-8461 for more information. 6. ADJOURN With no further business, the meeting adjourned at 2:40 PM.
