1. CALL TO ORDER
City Commissioner Al Garcia, Chairman, called the meeting to order at 2:01 PM. John Buckner
called the roll. Ten of eleven counties were represented and the attendees included 29 out of
35voting representatives. A quorum was present.
2. APPROVAL OF MINUTES OF THE APRIL 1, 2016 MEETING.

A motion was made by Judge Carrillo to approve the April 1, 2016 meeting minutes. Judge Neal

seconded the motion. The minutes were approved by unanimous vote.
3. TREASURER'S REPORT
John Buckner presented this report for the month of March 2016. He referred to the first page of the
report and summarized the transactions, account balances and interest earned. Upon a motion by
Judge Mills, seconded by Mike Willow,the March Treasurer's report was approved by unanimous
vote of the members present at the end of the meeting.
4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS
A. CHAIRMAN'S REPORT
The following advisory committee recommendations are presented for confirmation:
TO THE COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY COMMITTEE:
J.J. Johnson, Consultant,recommended by Judge Pedro Trevino, Jim Wells County

A motion was made by Pat Eldridge to confirm these recommendations. Mayor Wax seconded
the motion. The recommended committee members were confirmed by unanimous vote.
TO THE COUNCIL ON AGING:
Krystal Ware,Nueces County
(Recommended by the Council on Aging)
Commissioner Cantu made a motion to confirm this recommendation. The motion was seconded
by Mike Willow. The recommendation was confirmed by unanimous vote.
B. PUBLIC PROTECTION COMMITTEE REPORT
Mr. David Towler of the Public Protection Committee presented this report.
1. RESOLUTION NO. 2968
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS
FOR THE JUVENILE JUSTICE AND DELINQUENCY PROGRAMS SOLICITATION TO THE
OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION,AND THE JUVENILE
JUSTICE AND DELINQUENCY APPLICATIONS INCLUDE: DUVAL COUNTY,NUECES
COUNTY, SAN PATRICIO COUNTY, AND FLOUR BLUFF INDEPENDENT SCHOOL DIST.

Mayor Wax made a motion to approve Resolution No. 2968. His motion was seconded by
Commissioner Cantu. Resolution No. 2968 was adopted by unanimous vote.
2. RESOLUTION NO. 2969
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR
THE GENERAL VICTIMS—DIRECT SERVICES PROGRAMS SOLITICATION TO THE
OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION AND THE GENERAL
VICTIM ASSISTANCE—DIRECT SERVICES PROGRAM APPLICATIONS INCLUDE: CITY
OF CORPUS CHRISTI,KLEBERG AND KENEDY COUNTIES DA OFFICE,NUECES
COUNTY CSCD, AND NEW LIFE REFUGE MINISTRIES.
Judge Simpson moved for the adoption of Resolution No. 2969. Commissioner Lopez seconded
this motion. Resolution No. 2969 was adopted by unanimous vote.
3. RESOLUTION NO. 2970
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS
FOR THE VIOLENCE AGAINST WOMEN JUSTICE AND TRAINING PROGRAM
SOLICITATION TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION
AND THE PROGRAM APPLICATIONS INCLUDE: CITY OF CORPUS CHRISTI, DUVAL
COUNTY,NUECES COUNTY,NUECES COUNTY CSCD, AND RIO GRANDE VALLEY
EMPOWERMENT ZONE CORPORATION.
After the resolution was introduced, Pat Eldridge with the City of Corpus Christi spoke and said
the City of Corpus Christi wanted to introduce a substitute resolution that would reduce the first
ranked application of Duval County by$18,809 and give this to the 3rd ranked application of
Corpus Christi. This would allow the Corpus Christi project to continue as it had already been
ongoing for 17 years. Otherwise, it would have to shut down the program.
Judge Carrillo of Duval County spoke on behalf of the Duval County application outlining a
number of concerns he had about the CBCOG accepting this type of amendment especially since
the Duval County application had been ranked number one by the committee. Chairman Al Garcia
allowed other member government representatives present express their views on this matter in
order that information could be considered as the applications were not provided the membership,
only the Public Protection Committee. Mayor Nelda Martinez, Police Chief Mike Markle, and
Assistant Fire Chief Richie Quintero of Corpus Christi spoke on the need for the City's application
to be funded. County Judge Pedro Trevino, County Judge Imelda Buena, Commissioner Margie
Gonzalez and Commissioner Roy Cantu spoke in support of the Duval County application.
In the end, a motion was made and seconded to allow an amendment to Resolution No. 2970 so that
requested funding could be shifted from Duval County's application and added to the Corpus
Christi application. This motion failed by voice vote.
A motion was made and seconded to adopt Resolution No. 2970 as presented in the agenda with
the ranking of Duval County,Nueces County and Corpus Christi as 1,2 and 3 respectively. This
motion passed by voice vote with no votes expressed in opposition

4. RESOLUTION NO. 2971
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON JUSTICE
ASSISTANCE GRANT APPLICATIONS FOR THE CRIMINAL JUSTICE PROGRAMS
SOLICITATION TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION,
AND THE CRIMINAL JUSTICE PROGRAM APPLICATIONS INCLUDE: CITY OF ALICE,
CITY OF ROBSTOWN,DUVAL COUNTY,KENEDY COUNTY SHERIFF'S OFFICE, AND
NUECES COUNTY.
A motion was made by Judge Simpson, seconded by Judge Mills to adopt Resolution No. 2971.
Resolution No. 2971 was adopted by unanimous vote of the members present.
C. HOMELAND SECURITY ADVISORY COMMITTEE REPORT
R. J. Thomas presented this report on behalf of the committee.
RESOLUTION NO. 2972
A RESOLUTION SUBMITTING A PRIORITIZED LIST OF PROJECTS FOR FY 2016
HOMELAND SECURITY GRANTS FUNDING TO THE HOMELAND SECURITY GRANTS
DIVISION (HSGD) OF THE GOVERNOR'S OFFICE.
Mayor Martinez moved for the adoption of Resolution No. 2972 and Commissioner Roy Cantu
seconded. Resolution No. 2972 was adopted by unanimous vote of the members present.
R. J. Thomas then introduced a related resolution that was not included with the agenda mailing but
was made available to the membership when they entered the meeting.
RESOLUTION NO. 2974
A RESOLUTION AUTHORIZING THE EXCUTIVE DIRECTOR TO SUBMIT AN
APPLICATION TO THE OFFICE OF THE GOVERNOR, HOMELAND SECURITY GRANTS
DIVISION TO CONTINUE THE REGIONAL PLANNING GRANT.
Mike Willow made a motion to adopt Resolution No. 2974. Mayor Wax seconded the motion.
Resolution No. 2974 was adopted by unanimous vote of the members present.
D. COUNCIL ON AGING REPORT
Ms. Frances Morrow, Chairman of the Council on Aging presented this report.
RESOLUTION NO. 2973
A RESOLUTION RECOMMENDING APPROVAL AND SUBMISSION OF THE AREA
AGENCY ON AGING - AREA PLAN FOR FISCAL YEARS 2017-2019 TO THE TEXAS
DEPARTMENT OF AGING AND DISABILITY SERVICES FOR PLANNED OLDER

AMERICANS ACT PROGRAM SERVICES TO SUPPORT NEEDS OF OLDER COASTAL
BEND INDIVIDUALS, THEIR FAMILY MEMBERS AND/OR OTHER CAREGIVERS.
Judge Mills made a motion to adopt Resolution No. 2973. Mike Willow seconded the
motion. Resolution No. 2973 was adopted by unanimous vote of the members present.
E. AD HOC COMMITTEE TO RECOMMEND MEMBERS TO THE COASTAL RESILIENCY
ADVISORY GROUP
Chairman Al Garcia presented this report.
Ad hoc Committee Recommendations for Coastal Resiliency Advisory Grow
CBCOG Chairman Al Garcia reported that 5 applications were received for consideration. The 5
member committee he appointed at the April 1, 2016 membership reviewed the applications and
communicated their choices via email and phone to the CBCOG office. The committee recommends
Judge Burt Mills for the elected government official category, Jeffrey Pollack for the coastal
conservation or regional planning organization category and Aaron Horine for the reginal port or
coastal business community.
Mayor Martinez made a motion to accept these recommendations from the committee. Mr. Willow
seconded this motion. The recommendations for the Coastal Resiliency Advisory Group were
accepted by unanimous vote of the members present.
5. ANNOUNCEMENTS AND NON-ACTION ITEMS
Chairman Garcia thanked all who helped celebrate the CBCOG's 50th anniversary after the April 1,
2016 membership meeting.

There being no further business,the meeting adjourned at 2:52 PM.
