Thomas Frank Garcia Betty Lamb CALL TO ORDER 1. City Commissioner Al Garcia,Chairman,called the meeting to order at 2:05 PM.John Buckner called roll. Ten of eleven counties were present and 28 of 35 possible voting representatives were in attendance. A quorum was present. 2. APPROVAL OF MINUTES OF THE AUGUST 26, 2016 MEETING A motion was made by Judge Simpson to approve the August 26, 2016 meeting minutes. This motion was seconded by Commissioner Nardini. The minutes were approved by unanimous vote. Minutes Page 2 October 28,2016 3. TREASURER'S REPORT John Buckner presented this report for the months of August and September 2016. He referred to page one of both reports and summarized the transactions,account balances and interest earned.Upon a motion by Mr.Ocker and seconded by Commissioner Lopez,the August and September Treasurer's Report were approved by unanimous vote of the members present at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT 1. Confirmation of Committee Appointments No recommendations for committee confirmation were available for this meeting. Chairman Garcia reported that it was time to appoint the CBCOG Budget Committee for the calendar year 2017 budget. The following CBCOG member government representatives were appointed: Mr. Brent Ocker, Chairman, Judge Loyd Neal, Judge Jim Huff, Commissioner Nina Trevino, City Commissioner Al Garcia, Judge Stephanie Silvas, Mr. Tom Tagliabue, Judge C. H. Mills, Judge Ricardo Carrillo,Judge Terry Simpson, Commissioner Roy Cantu and Commissioner Margie Gonzalez. B. COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY COMMITTEE REPORT This report was presented by Richard Bullock. RESOLUTION NO. 2979 A RESOLUTION APPROVING THE CBCOG'S 2016 COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY AND AUTHORIZING THE EXECUTIVE DIRECTOR TO SUBMIT IT TO THE U.S. DEPARTMENT OF COMMERCE ECONOMIC DEVELOPMENT �ADMINISTRATIOZL(EDA).TQMEE'LTHE_REQUIREMENTS_OEBEINf AN,ECONOMIC __ DEVELOPMENT DISTRICT(EDD) FOR THE COASTAL BEND REGION. Judge Simpson made a motion to approve Resolution No.2979.His motion was seconded by Judge Huff Resolution No. 2979 was approved by unanimous vote of the members present. B. COUNCIL ON AGING REPORT This report was presented by Ms. Frances Morrow, Chairman of the Council on Aging 1. RESOLUTION NO. 2980 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO AMEND FISCAL YEAR 2017 SUB-RECIPIENT AND CONTRACT AGREEMENTS (PREVIOUSLY REFERRED TO AS CONTRACTS AND VENDOR AGREEMENTS)WITH LOCAL SERVICE PROVIDERS FOR THE PROJECT PERIOD OCTOBER 1, 2016 THROUGH SEPTEMBER 30, 2017 SUPPORTING OLDER AMERICAN'S ACT NUTRITION PROGRAMS IN THE PLANNING AMOUNT OF Minutes Page 3 October 28, 2016 $1,720,554. On a motion by Judge Simpson and seconded by Mr. Willow, Resolution No. 2980 was approved by unanimous vote of the members present. 2. RESOLUTION NO 2981 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO ACCEPT A GRANT AWARD FROM THE COASTAL BEND COMMUNITY FOUNDATION TO ASSIST IN MEETING THE 25 PERCENT LOCAL MATCH REQUIREMENT FOR THE NATIONAL FAMILY CAREGIVERS SUPPORT PROGRAM IN THE AMOUNT OF $10,000 FOR THE PROJECT PERIOD OCTOBER 1, 2016 THROUGH SEPTEMBER 30, 2017. On a motion by Judge Simpson and seconded by Commissioner Nardini, Resolution No. 2981 was approved by unanimous vote of the members present. 3. RESOLUTION NO. 2982 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE A CONTRACT AMENDMENT WITH THE TEXAS DEPARTMENT ON AGING AND DISABILITY SERVICES FOR THE FY2017 EXTENSION OF THE TEXAS LIFESPAN RESPITE CARE PROGRAM FOR RESPITE AND OTHER SUPPORT SERVICES FOR FAMILY CAREGIVERS IN THE ELEVEN COUNTY COASTAL BEND REGION IN THE AMOUNT OF $112,500 FOR THE PROJECT PERIOD SEPTEMBER 1, 2016 THROUGH AUGUST 31, 2017. Commissioner Nardini moved for the adoption of Resolution No. 2982. His motion was seconded by Mr. Willow. Resolution No. 2982 was adopted by unanimous vote of the members present. 4. RESOLUTION NO. 2983 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE A ONE YEAR CONTRACT AMENDMENT WITH THE TEXAS DEPARTMENT OF AGING AND DISABILITY SERVICES TO SUPPORT THE COASTAL BEND AGING AND DISABILITY RESOURCE CENTER WHOSE PURPOSE IS TO IMPROVE ACCESS TO LONG TERM CARE SERVICES AND SUPPORT OPTIONS FOR OLDER PERSONS AND PERSONS OF ALL AGES WITH DISABILITIES IN THE ELEVEN COUNTY COASTAL BEND REGION WITH FUNDING TOTALING $210,042 FOR THE PROJECT PERIOD SEPTEMBER 1, 2016 THROUGH AUGUST 31, 2017. Upon a motion by Judge Silvas to adopt Resolution No. 2983, seconded by Judge Simpson, Resolution No. 2983 was adopted by unanimous vote of the members present. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Richard Bullock and Judge Huff reported on an upcoming "Future of the Region" conference that will be held in San Antonio on November 14 and 15,2016. It will be held at the University of Texas San Antonio downtown campus. This conference has been held in different locations over the past Minutes Page 4 October 28, 2016 20 years or so and local officials have met to discuss local government needs. Proposed solutions would be developed and presented to our area legislative representatives for consideration in the upcoming session of the Texas Legislature in January 2017.Judge Huff who is the current chairman of the Future of the Region board asked the CBCOG representatives present to consider attending this conference. 6. ADJOURN There being no further business,the meeting adjourned at 2:25 P. M. Duly adopted at a meeting of the Coastal Bend Council of Governments this 9th day of December 201.6.
