CALL TO ORDER
1. City Commissioner Al Garcia,Chairman,called the meeting to order at 2:04 PM.John Buckner called
roll. Eight of eleven counties were present and 20 of 35 possible voting representatives were present.
A quorum was present.
2. APPROVAL OF MINUI'hS OF THE OCTOBER 28,2016 MEETING
A motion was made by Judge Simpson to approve the October 28,2016 meeting minutes.The
motion was seconded by Mayor Wax.The minutes were approved by unanimous vote.
3. TREASURER'S REPORT
John Buckner presented this report for the months of October and November 2016.Referring to page one
of both reports,he summarized the transactions, account balances and interest earned.Upon
a motion by Commissioner Lopez and seconded by Mayor Ehmann,the October and November
Treasurer's Reports were approved by unanimous vote of the members present before the end of the
meeting.

1. Confirmation of Committee Appointments
The following advisory committee recommendations were presented for confirmation:
TO THE HOMELAND SECURITY ADVISORY COMMITTEE:
Christopher A.Boyce,Nueces County
Mayor Ehmann made a motion to confirm this appointment. Commissioner Cantu seconded the
motion.This appointment was confirmed by unanimous vote.
TO THE PUBLIC PROTECTION COMMITTEE:
Ronald Smithwick,Duval County
David Martinez, City of Gregory
Charles Stroleny,Live Oak County
Judge Simpson made a motion to confirm these appointments.Mayor Wax seconded the motion.
The appointments were confirmed by unanimous vote.
Chairman Garcia reported that it was time to appoint the Nominating Committee for 2017 Executive
Board members and Officers. He appointed the following CBCOG member government representatives:
Judge Loyd Neal, Chairman, Judge Terry Simpson, Commissioner Nina Trevino, Councilman Lee Roy
Kieschnick, Commissioner Margie Gonzalez, City Commissioner Al Garcia, Tom Tagliabue, Judge C.
H.Mills,Commissioner Roy Cantu,Judge Stephanie Silvas,Judge Jim Huff,and Judge Ricardo Carrillo.
He noted the committee would meet around the middle of January 2017 and make its report at the January
membership meeting.
B. HOMELND SECURITY ADVISORY COMMITTEE
This item was presented by John Buckner.
1. Consideration of a Request from the Homeland Security Advisory Committee to Adopt
the CBCOG HSAC Policies,Bylaws and Procedures
Upon a motion by Judge Simpson, seconded by Mayor Ehmann,these Committee policies,bylaws
and procedures were adopted by unanimous vote.
2. RESOLUTION NO.2984
A RESOLUTION ADOPTING UNIFIED THREAT AND HAZARD IDENTIFICATION AND
RISK ASSESSMENT(THIRA)WITH ACCOMPANING STATE PREPAREDNESS REPORT
(SPR).
Upon a motion by Judge Simpson, seconded by Judge Huff,Resolution No.2984 was adopted by
unanimous vote.
C. COUNCIL ON AGING REPORT
Ms.Frances Morrow presented this item.

RESOLUTION NO.2985
A RESOLUTION APPROVING THE AREA AGENCY ON AGING'S ANNUAL
PLANNING BUDGET FOR ADMINISTRATIVE FUNCTIONS, DIRECT SERVICES,
VENDOR SERVICES AND CONTRACTED ACTIVITIES IN SUPPORT.OF PLANNED
ACTIVITIES AND SERVICES BASED ON FISCAL YEAR 2017 ESTIMATED FUNDING
FROM TITLE III OLDER AMERICANS ACT, STATE GENERAL REVENUE FUNDS AND
OTHER FEDERAL SOURCES TOTALING $2;863,552.
Judge Simpson moved for the adoption of Resolution No. 2985. His motion was seconded by
Commissioner Cantu. Resolution No. 2985 was adopted by unanimous vote of the members present.
D. BUDGET COMMITTEE REPORT
Mr. Brent Ocker, Chairman of the Budget Committee presented this report.
Consideration of the Proposed 2017 CBCOG Budget
Mr. Ocker reported that the Budget Committee met on November 28, 2016 and 9 of 12 members
were in attendance. He noted that the committee had reviewed the draft budget and the 2017 annual
budget included a 3% cost of living salary increase effective January 1, 2017. Mr. Ocker stated the
Budget Committee at the November 28 meeting recommended its approval by the membership.
Mr.Ocker moved for approval and acceptance of the Calendar Year 2017 CBCOG Budget. His motion
was seconded by Judge Simpson. The 2017 annual budget was accepted by unanimous vote of the
members present.
5. ANNOUNCEMENTS AND NON-ACTION ITEMS
There was nothing to report under this addenda item.
6. ADJOURN
There being no further business,the meeting adjourned at 2:23 P.M.
Duly adopted at a meeting of the Coastal Bend Council of Governments this 27th-day of January
2017.
