City Commissioner Al Garcia,Chairman,called the meeting to order at 2:03 PM.John Buckner called roll. Nine of eleven counties were present and 20 of 35 possible voting representatives were present. There was a quorum of the meeting representatives. 2. APPROVAL OF MINUTES OF THE DECEMBER 9, 2016 MEETING A motion was made by Mayor Ehmann to approve the December 9, 2016 meeting minutes. The motion was seconded by Judge Simpson. The minutes were approved by unanimous vote. 3. TREASURER'S REPORT John Buckner presented this report for the month of December 2016. Commissioner Cantu made a SCANNED Minutes • Page 2 January 27, 2017 motion to approve the Treasurer's Report for December 2016. His motion was seconded by Michael Willow. The Treasurer's Report for December 2016 was approved by unanimous vote of the members present before the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS • A. CHAIRMAN'S REPORT 1. Confirmation of Committee Appointments No appointments were recommended for this meeting. 2. Special Recognition of a Retiring Staff Member Chairman Al Garcia presented Betty Lamb a plaque on behalf of the Coastal Bend Council of Governments. He expressed appreciation to her for 43 years of dedicated service to the CBCOG and the Coastal Bend Region. Chairman Garcia noted that she has served as Director of the Area Agency on Aging for the past 27 years. Her actual retirement is scheduled at the end of February 2017. Ms. Lamb received a standing ovation from the attendees at this CBCOG membership meeting. B. COUNCIL ON AGING REPORT This item was presented by Mrs. Frances Morrow, Chairman of the Council on Aging. RESOLUTION NO. 2986 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO ACCEPT A GRANT FROM THE WELLMED CHARITABLE FOUNDATION TO IMPLEMENT AN ACADEMIC- PRACTICE COLLABORATIVE WITH DEL MAR COLLEGE -DEPARTMENT OF NURSING EDUCTION, THE POST ACUTE MEDICAL SPECIALTY HOSPITAL OF CORPUS CHRISTI AND THE AAA FAMILY CAREGIVER SUPPORT PROGRAM WITH THE_PURP_OSE OF IMPROVING CARE FOR PERSONS WITH DEMENTIA IN LONG TERM CARE SETTINGS IN THE AMOUNT OF $10,000 FOR THE PROJECT PERIOD JANUARY 2, 2017 THROUGH AUGUST 31, 2017. Judge Mills moved for the adoption of Resolution No. 2986. His motion was seconded by Ms. Pat Eldridge. Resolution No. 2986 was adopted by unanimous vote. C.NOMINTING COMMITTEE REPORT Nomination of CBCOG Officers and Executive Board for 2017 Judge Loyd Neal, Chairman of the Nominating Committee presented this report. Judge Neal reported that the committee met on January 18 and recommends the following officers and executive board members for 2017: Minutes Page 3 January 27, 2017 Officers Chairman Judge C. H. Mills, Aransas County First Vice Chairman Commissioner Margie Gonzalez, Jim Wells County Second Vice Chairman Commissioner Nina Trevino, San Patricio County Secretary Commissioner Mike Pusley,Nueces County Treasurer Judge Ricardo Carrillo, Duval County Past Chairman City Commissioner Al Garcia,Kleberg County Executive Board Judge Loyd Neal,Nueces County Judge Jim Huff, Live Oak County Judge Terry Simpson, San Patricio County_ Judge Stephanie Moreno, Bee County Commissioner Fred Nardini, San Patricio County Judge Pedro Trevino, Jim Wells County Elsa Saenz,Nueces County Councilman Ben Molina,Nueces County Commissioner Roy Cantu, Kleberg County Commissioner Ann Lopez, Refugio County Tom Tagliabue,Nueces County M. Brent Ocker,Nueces County Advisory Member Rebecca Klaevermann, San Patricio County Municipal Water District Judge Simpson made a motion to elect the officers and executive board as recommended by the Nominating Committee. His motion was seconded by Mayor Ehmann. The officers and executive board members were elected by unanimous vote. At this point,Judge Mills presented a plaque to City Commissioner Al Garcia in appreciation for his service as CBCOG Chairman for the past 2 years, 1/30/2015 to 1/27/2017. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS 1. Mr. Robert Peche, an Economic Development Representative with the U.S. Department of Economic Development (EDA) gave a presentation on the history and funding programs of the EDA. He works within the south Texas area of the 5 state region of EDA [Arkansas, Louisiana, Texas, Oklahoma and New Mexico]. The headquarters for this region is in Austin, Texas. He reviewed applicant eligibility criteria and how proposals and applications were processed each year. 2. Mr. William Green, Interim Director of the Developmental Services Department with the City of Corpus Christi outlined the steps that were taken in reaching a settlement agreement with Petro Waste Environmental LP regarding a permit for a proposed oil and gas disposal site near Choke Canon Reservoir. The City was one of several protesters having standing in the protest of this permit being issued by the Texas Railroad Commission. Mr. Green noted that in order for the City to drop its protest of the permit for this facility, PWE had to agree Minutes Page 4 January 27, 2017 to several performance conditions addressing storm water, pre-construction, construction, operations and closure of the facility. The agreement addressing these issues was signed by both PWE and Corpus Christi in mid-January 2017. 6. ADJOURN There being no further business,the meeting adjourned at 2:50 P. M.
