COASTAL BEND COUNCIL OF GOVERNMENTS

CALL TO ORDER •
1. In the absence of Judge Burt Mills, City Commissioner Al Garcia,Past Chairman, called the meeting
to order at 2:03 PM. John Buckner called roll. Nine of eleven counties were present and 20 of 35
voting representatives were present. There was a quorum present.
2. APPROVAL OF MINUTES OF THE JANUARY 27, 2017 MEETING
A motion was made by Mayor Wax to approve the January 27, 2017 meeting minutes. The
motion was seconded by Mike Willow. The minutes were approved by unanimous vote.
3. TREASURER'S REPORT
John Buckner presented reports for the months of January and February 2017. Judge Neal made a
motion to approve the Treasurer's Reports for January and February 2017. His motion was seconded
by Mike Willow. The Treasurer's Reports for January and February 2017 were approved by
unanimous vote of the members present at the end of the meeting.

4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS
A. CHAIRMAN'S REPORT
Confirmation of Committee Appointments
The following persons were appointed to CBCOG advisory committees:
COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY(CEDS) COMMITTEE
Ana Martinez, Duval County
Ann Matula, San Patricio County
William DeLibero, Bee County
Douglas Dowler, San Patricio County
Commissioner Trevino moved to confirm these appointments to the CEDS Committee. Her motion
was seconded by Mayor Ehmann. The appointments were confirmed by unanimous vote.
There were 4 additional appointments introduced by City Commissioner Al Garcia that were not
included in the meeting agenda that was mailed.
PUBLIC PROTECTION COMMITTEE
Mayor Sally Lichtenberger, City of San Diego
Charlie Stroleny, Live Oak County Sheriff's Department
Lt. David Martinez, City of Gregory Police Department
Ronald Smithwick, Duval County
Judge Simpson moved to confirm these appointments. His motion was seconded by Mayor Wax. The
appointments were confirmed by unanimous vote.
B. HOMELAND SECURITY ADVISORY COMMITTEE REPORT
This item was presented by John Buckner on behalf of the committee.
RESOLUTION NO. 2987
A RESOLUTION AUTHORIZING THE EXCUTIVE DIRECTOR TO SUBMIT AN APPLICATION TO
THE OFFICE OF THE GOVERNOR,HOMELAND SECURITY GRANTS DIVISION TO CONTINUE
THE REGIONAL PLANNING GRANT.
Judge Simpson moved for the adoption of Resolution No. 2987. His motion was seconded by
Commissioner Trevino. Resolution No. 2987was adopted by unanimous vote.
5. ANNOUNCEMENTS AND NON-ACTION ITEMS
Christopher Boyce, Nueces County Emergency Management Coordinator (EMC) introduced

himself as the new EMC for Nueces County and noted that he was a new voting
representative to the CBCOG for Nueces County. He also introduced two staff that were
present from the Nueces County Office of Emergency Management, Melissa Mungia and Lauren
Sanchez. Mr. Boyce announced that the Coastal Bend Hurricane Conference was going to be
held on May 3 and 4, 2017 in Robstown and the registration fee is $35 per person. He noted this
would be a good conference for local governments to attend in preparation for the upcoming
hurricane season.
6. ADJOURN
There being no further business, the meeting adjourned at 2:14 P. M.
Duly adopted at a meeting of the Coastal Bend Council of Governments this 28th day of April
2017.
