CALL TO ORDER
1. Judge Burt Mills, CBCOG Chairman called the meeting to order at 2:00 PM. John Buckner
called roll. Seven of eleven counties were represented and 24 of 35 voting representatives were
in attendance. A quorum was present.
2. APPROVAL'OF MINUTES OF THE JUNE 30, 2017 MEETING
A motion was made by Commissioner Ann Lopez to approve the June 30, 2017 meeting
minutes. The motion was seconded by Mayor Wax. The minutes were approved by unanimous
vote.
3. TREASURER'S REPORT
John Buckner presented reports for the months of June, July and August 2017. Mayor Wax
made a motion to approve the Treasurer's Reports for June,July and-August 2017. His motion
was seconded by Michael Willow. The Treasurer's Reports for June, July and August 2017
were approved by unanimous vote at the end of the meeting.
4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS

Confirmation of Committee Appointments

A motion was made by City Commissioner Al Garcia to confirm these appointments.
His motion was seconded by Mayor Wax. The appointments were confirmed by unanimous
vote.
B. REGIONAL SOLID WASTE ADVISORY COMMITTEE REPORT
Theresa Finch presented this report on behalf of the committee.
1. RESOLUTION NO. 2997
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO APPLY TO THE
TEXAS COMMISSION ON ENVIRONMENTAL QUALITY FOR A FISCAL YEAR 2018
AND 2019 REGIONAL SOLID WASTE GRANT IN THE AMOUNT OF $277,046
($138,523 FOR FY 2018 AND $138,523 FOR FY 2019) TO ADDRESS REGIONAL SOLID
WASTE MANAGEMENT COORDINATION AND PLAN IMPLEMENTATION
ACTIVITIES.
Mr. Ocker moved for the adoption of Resolution No.2997. His motion was seconded by Mayor
Ehmann. Resolution No. 2997 was adopted by unanimous vote of the members present.
2. RESOLUTION NO. 2998
A RESOLUTION AUTHORIZING THE COASTAL BEND REGIONAL SOLID WASTE
GRANT REGIONAL PROJECTS FUNDING PLAN FOR FISCAL YEARS 2018 AND 2019.
Mayor Wax made a motion to adopt Resolution No. 2998. Mayor Ehmann seconded the
motion. Resolution No. 2998 was adopted by unanimous vote.
C. PUBLIC PROTECTION COMMITTEE REPORT
Lucia Rios presented this report on behalf of the committee.
RESOLUTION NO. 2999
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO SUBMIT AN
APPLICATION FOR FUNDING IN THE AMOUNT OF $294,879 FOR THE
CONTINUATION OF LAW ENFORCEMENT TRAINING THROUGH
IMPLEMENTATION OF THE FORTY-SEVENTH ANNUAL TRAINING ACADEMY TO
THE OFFICE OF THE GOVERNOR'S CRIMINAL JUSTICE DIVISION.
Mayor Ehmann moved for the adoption of Resolution No. 2999. Her motion was seconded by
Mayor Wax. Resolution No. 2999 was adopted by unanimous vote.
D. COUNCIL ON AGING REPORT
Ms. Frances Morrow presented this report on behalf of the Council on Aging.

1. RESOLUTION NO. 3000
A RESOLUTION AMENDING THE AREA AGENCY ON AGING'S FISCAL YEAR
2017 REGIONAL BUDGET FROM THE TEXAS HEALTH AND HUMAN SERVICES
(HHS) TOTALING $2,876,518 INCLUDING FISCAL YEAR 2016 CARRYOVER
FUNDS IN THE AMOUNT OF $130,312 PROGRAMED INTO VARIOUS OLDER
AMERICANS ACT ACTIVITIES AND REVISING LOCAL MATCH BUDGETED.
Mike Willow moved for the adoption of Resolution No. 3000. His motion was seconded by
Judge Moreno. Resolution No. 3000 was adopted by unanimous vote.
2. RESOLUTION NO. 3001
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE A
ONE YEAR CONTRACT AMENDMENT WITH THE TEXAS DEPARTMENT OF
AGING AND DISABILITY SERVICES TO SUPPORT THE COASTAL BEND AGING
AND DISABILITY RESOURCE CENTER WHOSE PURPOSE IS TO IMPROVE
ACCESS TO LONG TERM CARE SERVICES AND SUPPORT OPTIONS FOR
OLDER PERSONS AND PERSONS OF ALL AGES WITH DISABILITIES IN THE
ELEVEN COUNTY COASTAL BEND REGION WITH FUNDING TOTALING
$223,380 FOR THE PROJECT PERIOD SEPTEMBER 1, 2017 THROUGH AUGUST
31, 2018.
Tom Tagliabue made a motion to adopt Resolution No. 3001. Mike Willow seconded this
motion. Resolution No. 3001 was adopted by unanimous vote.
3. RESOLUTION NO. 3002
A RESOLUTION AUTHORIZING ITS EXECUTIVE DIRECTOR TO EXECUTE AN
EDUCATION SERVICE CENTER-REGIONAL 20 PARTICIPATION COMMITMENT FOR
2017-2018 IN BEHALF OF SEVEN COASTAL BEND SENIOR NUTRITION PROGRAMS
ALLOWING SUBSTANTIAL SAVINGS TO BE REALIZED BY VOLUME PURCHASING
OF SPECIFIC COMMODITY ITEMS.
City Commissioner Al Garcia made a motion to adopt Resolution No. 3002. Judge Moreno
seconded the motion. Resolution No. 3002 was adopted by unanimous vote.
5. ANNOUNCEMENTS AND NON-ACTION ITEMS
A. Mr. Jeff Miller with the Texas General Land Office (GLO) gave a presentation on the
role that agency would play in the Hurricane Harvey disaster recovery. He noted that
Governor Abbott asked Commissioner George P. Bush of the General Land Office to assist
in the recovery efforts. The GLO has negotiated an agreement with the Federal Emergency
Management Agency that outlined the programs and funding mechanisms that would
provide for immediate disaster assistance in the realm of housing needs caused by
Hurricane Harvey. He added that the GLO was forming a partnership with Councils of
Government in the affected regions to work with local officials to determine which
program options would best address the needs of individuals impacted by the storm.

There was significant exchange between Mr. Miller and persons in attendance regarding
assistance to be provided due to the disaster.
At this point, Judge Stephanie Moreno asked if a committee could be appointed to work
with the COG staff to coordinate how the anticipated program elements would evolve.
Judge Mills appointed Judge Moreno (Bee County), himself(Aransas County), Judge Terry
Simpson (San Patricio County), Judge Robert Blaschke (Refugio County), Mayor C. J.
Wax (Rockport) as members and the Reverend Beth Tatum of the Coastal Bend Disaster
Recovery Group as an ex officio member. After the meeting, Judge Mills added Judge
Loyd Neal (Nueces County) as a member. He named Judge Stephanie Moreno to be
chairman of the committee. [The CBCOG staff will consult with Judge Moreno to
coordinate a meeting of the-committee as soon as possible.]
B. Mr. William Koontz, Public Information Officer with the U.S. Small Business
Administration provided information on how his agency provided federal disaster loans for
business of all sizes, private nonprofits, homeowners and renters. He outlined how they
would coordinate with FEMA and insurance entities to secure low interest loans for
housing damaged by Hurricane Harvey. He reviewed the eligibility criteria in order to
secure these loans.

There being no further business, the meeting adjourned at 3.01 PM.
Duly adopted at a meeting of the Coastal Bend Council of Governments this 27th day of
