CALL TO ORDER
1. Judge Burt Mills, CBCOG Chairman called the meeting to order at 2:00 PM. John Buckner
called roll. Nine of eleven counties were represented and 26 of 35 voting representatives were

in attendance. A quorum was present.
2. APPROVAL OF MINUTES OF THE SEPTEMBER 29, 2017 MEETING
A motion was made by Mayor Ehmann to approve the September 29, 2017 meeting minutes.
The motion was seconded by Judge Simpson. The minutes were approved by unanimous vote.
3. TREASURER'S REPORT
John Buckner presented the report for the month of September 2017. A motion was made by
Pat Eldridge to approve the Treasurer's Report for September 2017. Tom Tagliabue seconded
the motion. The Treasurer's Report for September 2017 was approved by unanimous vote.
4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS
A. CHAIRMAN'S REPORT
Confirmation of Committee Appointments
No appointments were recommend for consideration at this meeting.
Judge Mills reported it was time to appoint the Budget Committee to review and recommend
the CBCOG annual budget for Calendar Year 2018. He said the same Budget Committee that
served for the Calendar Year 2017 Budget was being appointed again. For the record,the
members are:M. Brent Ocker, Chairman, Judge Loyd Neal, Judge Jim Huff, Commissioner
Nina Trevino, City Commissioner Al Garcia, Judge Stephanie Moreno, Tom Tagliabue, Judge
C. H. Mills, Judge Ricardo Carrillo, Judge Terry Simpson, Commissioner Roy Cantu and
Commissioner Margie Gonzalez. The Committee would meet and make its recommendation to
the CBCOG membership at the December 15, 2017 meeting.
B. EXECUTIVE DIERCTOR'S REPORT
John Buckner presented this report.
1. RESOLUTION NO. 3003
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO PREPARE AND
SUBMIT AN APPLICATION TO THE U.S. DEPARTMENT OF COMMERCE,
ECONOMIC DEVELOPMENT ADMINISTRATION AND TO EXECUTE ALL
DOCUMENTS PERTAINING TO AN APPLICTION TO CONTINUE THE COASTAL
BEND ECONOMIC DEVELOPMENT PROGRAM WITH A GRANT IN THE AMOUNT
OF $210,000(TOTAL COST$262,500) FOR THE CALENDAR YEARS 2018 THROUGH
2020.
Tom Tagliabue moved for the adoption of Resolution No. 3003. His motion was seconded
By Mayor Ehmann. Resolution No. 3003 was adopted by unanimous vote of the members
present.

2. RESOLUTION NO. 3004
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE AN
INTERLOCAL AGREEMENT WITH THE TEXAS GENERAL LAND OFFICE FOR
THE PROVISION OF DIRECT HOUSING ASSISTANCE, UNDER SECTION 408 OF
THE STAFFORD ACT, TO INDIVIDUALS AND HOUSEHOLDS WHO ARE
DISPLACED FROM THEIR PRE-DISASTER RESIDENCES, OR WHOSE PRE-
DISASTER PRIMARY RESIDENCES ARE RENDERED UNINHABITABLE AS A
RESULT OF DAMAGE CAUSED BY HURRICANE HARVEY, AND WHO ARE
UNABLE TO MEET THE EXPENSES ASSOCIATED WITH PROCURING HOUSING
BY ANY OTHER
Judge Simpson made a motion to adopt Resolution No. 3004. Councilman Garza seconded the
motion. Resolution No. 3004 was adopted by unanimous vote.
C. PUBLIC PROTECTION COMMITTEE REPORT
Ms.Pat Eldridge,Chairman of the Public Protection Committee presented this report on behalf
of the committee.
RESOLUTION NO. 3005
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE A
CONTRACT WITH DEL MAR COLLEGE TO PROVIDE TRAINING FACILITIES,
INSTRUCTORS AND CLASSES FOR THE 2017-2019 COASTAL BEND REGIONAL
TRAINING ACADEMY FOR THE AMOUNT OF $287,133.
Judge Simpson moved for the adoption of Resolution No. 3005. His motion was seconded by
Tom Tagliabue. Resolution No. 3005 was adopted by unanimous vote.
D. COUNCIL ON AGING REPORT
Ms. Frances Morrow presented this report on behalf of the Council on Aging.
1. RESOLUTION NO. 3006
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE A
CONTRACT WITH THE TEXAS HEALTH AND HUMAN SERVICES FOR THE FY2018
COASTAL BEND AGING AND DISABILITY RESOURCE CENTER RESPITE FOR FAMILY
CAREGIVERS_SUPPORT IN THE ELEVEN COUNTY COASTAL BEND REGION IN THE
AMOUNT OF $17,626 FOR THE PROJECT PERIOD SEPTEMBER 1, 2017 THROUGH
AUGUST 31, 2018.
Judge Simpson moved for the adoption of Resolution No. 3006. Judge Huff seconded his
Motion. Resolution No. 3006 was adopted by unanimous vote.

2. RESOLUTION NO. 3007
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO AMEND FISCAL
YEAR 2018 SUB-RECIPIENT AND CONTRACT AGREEMENTS (PREVIOUSLY
REFERRED TO AS CONTRACTS AND VENDOR AGREEMENTS) WITH LOCAL
SERVICE PROVIDERS FOR THE PROJECT PERIOD OCTOBER 1, 2017 THROUGH
SEPTEMBER 30, 2018 SUPPORTING OLDER AMERICAN'S ACT NUTRITION
PROGRAMS IN THE PLANNING AMOUNT OF $1,707,276.
Judge Simpson made a motion to adopt Resolution No. 3007. Commissioner Lopez
seconded this motion. Resolution No. 3007 was adopted by unanimous vote.
5. ANNOUNCEMENTS AND NON-ACTION ITEMS
1. Mr. Shelby Simms with Workforce Solutions presented information on a grant they
received from the U.S. Department of Labor that would provide temporary employment for
individuals out of work or under employed in the Hurricane Harvey impacted area who are
qualified under the rules of the program. The work would be for public sector employment,
not private. Unique Employment Services would be employer of record for this project and
the entity to contact for employment opportunities. Mr. Simms introduced Ray de los
Santos with the firm of Santos McBain who would be providing outreach for this project.
Mr. de los Santos also reported that Judge Arnold Saenz had passed away on October 22,
2017. Judge Saenz was the former county judge of Jim Wells County and recently worked
as city administrator of the City of Three Rivers, Texas. He also served as Chairman of the
Coastal Bend Council of Governments for a two year term and also as a consultant with the
firm of Santos McBain.
2. Ms. Judy Telge with Coastal Bend Center for Independent Living and Ms. Valerie
Lefler with Mobility Now spoke of an ongoing program that was starting in the Coastal
Bend Region to provide supplemental transportation services in rural areas. It was their
intent to provide low cost transportation services in rural areas and also to coordinate with
other ongoing transportation services to maximize the opportunities for persons to secure
necessary transportation.
3. Mr. Bobby Petty with the U.S. Small Business Administration explained how the SBA
worked its disaster assistance loans and how FEMA worked with them. He noted that over
55,000 applications have been requested but only about 8,500 have been returned for
processing. He asked local officials to encourage their constituents to return the
applications. Also, the deadline for applications to be submitted had been extended to
November 24, 2017.
4. Ms. Tamika Exford with FEMA presented information on upcoming deadlines for
applications for disaster assistance. She noted October 31, 2017 was the deadline for local
government officials to request public assistance funds. Also, November 7 was the

deadline of transitional shelter assistance. She requested local officials to contact her for
various informational items that would outline what assistance is available from FEMA.
5. Ms. Theresa Finch reported on an upcoming Texas Water Development Board (TWDB)
workshop at the CBCOG office on November 30, 2017 starting at 10:00 am. She noted that
3 different funds would be addressed that are administered by the TWDB: the Clean Water
State Revolving Fund; the Disaster Recovery Response Emergency Relief and Urgent Need
Funding; the Clean and Drinking Water State Revolving Funds; and, the Stormwater and
Mitigation Funding through the Clean Water State Revolving Fund. Eligible projects and
eligible applicants were listed on handout materials at the back of the meeting room. Ms.
Finch noted that workshop attendance was free but interested_per-sons--needed to register on— —the TWDB website.

There being no further business, the meeting adjourned at 2:46 PM.
