Judge Burt Mills, CBCOG Chairman, called the meeting to order at 2:05 PM. John Buckner called the roll and there were 8 out of 11 counties represented and 20 of 35 votes were present. A quorum was noted as being present. 2. APPROVAL OF MINUTES OF THE DECEMBER 15,2017 MEETING A motion was made by Mayor Pro Tem Rios and his motion was seconded by Mike Willow. The minutes of the December 15, 2017 meeting were approved by unanimous vote. 3. TREASURER'S REPORT John Buckner presented the report for the month of December 2017. A motion was made by SCANNED Minutes Page 2 January 26, 2018 Commissioner Cantu to approve the Treasurer's Report for December. His motion was seconded by Commissioner Gonzalez. The Treasurer's Report for December 2017 was approved by unanimous vote at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments The following persons were presented for confirmation: To the Comprehensive Economic Development Strategy Committee (CEDS) Virginia Herring, Live Oak County Russell Franques, Texas A&M Corpus Christi Iain Vasey, Corpus Christi Regional Economic Development Corporation • A motion was made by Mr. Tagliabue to confirm these appointments. City Commissioner Al Garcia seconded this motion. These appointments to the CEDS Committee were confirmed by unanimous vote. As Officers of the Advisory Council on Aging(serving 2-year terms) Cindy Payne,Nueces County, Chairman Jesus Leija,Nueces County, Vice Chairman Gloria Cureton, San Patricio County, Secretary A motion was made by Commissioner Cantu, seconded by Commissioner Gillespie to • confirm these appointments. Officers for the Council on Aging were confirmed by unanimous-vote. - B. EXECUTIVE DIRECTOR'S REPORT John Buckner presented this item and called on Richard Bullock to provide background on the intent and expectations of what may result if this grant is received by the CBCOG. RESOLUTION NO. 3012 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO PREPARE AND SUBMIT AN APPLICATION TO THE U. S. DEPARTMENT OF COMMERCE, ECONOMIC DEVELOPMENT ADMINISTRATION,AND TO EXECUTE ALL DOCUMENTS PERTAINING TO AN APPLICATION TO HIRE A REGIONAL DISASTER RECOVERY MANAGER WITH A GRANT IN THE AMOUNT OF $180,000 (TOTAL COST$225,000) FOR A TWO YEAR PERIOD. Richard Bullock explained that the Economic Development Administration was going to make Minutes Page 3 January 26, 2018 available special funding for Economic Development Districts that were impacted by Hurricane Harvey. If funded,the COG would hire staff to assist impacted local governments in the implementation of locally generated disaster recovery projects. It was noted that a $45,000 local match was needed to secure this grant and the CBCOG did not have a sufficient fund balance to provide match funds. Richard Bullock explained that contacts have been initiated with some private sector and non-governmental entities to determine if financial assistance could be provided to support the required match. As of January 26,no commitments have been received for local match. However, if sufficient non-CBCOG local match could not be provided, this project was going nowhere. City Commissioner Garcia moved for the adoption of Resolution No. 3012. Commissioner — -- -- -Cantu-seconded the-motion. Resolution No-3012-was-adopted by unanimous-vote. ----- - — -- --- C. COUNCIL ON AGING REPORT This report was given by Ms. Viola Monrreal,Area Agency on Aging Director on behalf of the Council on Aging Chairman. RESOLUTION NO. 3013 A RESOLUTION RECOMMENDING APPROVAL AND SUBMISSION OF AN AMMENDMENT TO THE AREA PLAN FOR FISCAL YEARS 2017-2019 TO THE TEXAS HEALTH AND HUMAN SERVICES COMMISSION FOR PLANNED OLDER AMERICANS ACT PROGRAM SERVICES TO SUPPORT NEEDS OF OLDER COASTAL BEND INDIVIDUALS, THEIR FAMILY MEMBERS AND/OR OTHER CAREGIVERS. THE AMMENDMENT WOULD INCLUED A NEW PROGRAM, TAI CHI FOR ARTHRITIS FOR FALL PREVENTION. THE TAI CHI FOR ARTHRITIS FOR FALL PREVENTION IS AN EVIDENCE BASED PROGRAM THAT WOULD GO INTO EFFECT JANUARY 1, 2018. Mayor Pro Tem Patrick Rios moved for the adoption of Resolution No. 3013. Mr. Willow seconded the motion. Resolution No. 3013 was adopted by unanimous vote of the members. C. NOMINATING COMMITTEE REPORT Nomination of CBCOG officers and Executive Board for 2018 Judge Mills reported that the committee met on January 16 and recommends the following officers and executive board members for 2018: Officers Chairman Judge C. Mills,Aransas County First Vice Chairman Commissioner Margie Gonzalez,Jim Wells County Second Vice Chairman Commissioner Nina Trevino, San Patricio County Secretary Judge Ricardo Carrillo,Duval County Treasurer Tom Tagliabue,Nueces County Past Chairman City Commissioner Al Garcia,Kleberg County Minutes Page 4 January 26,2018 Executive Board ' ECEIVED Judge Loyd Neal,Nueces County Judge Jim Huff,Live Oak County Judge Terry.Simpson, San Patricio County FEB jZ018 Judge Stephanie Moreno,Bee County Commissioner Howard Gillespie, San Patricio County CITY SECRETARY'S OFFICE Judge Pedro Trevino,Jim Wells County Elsa Saenz,Nueces County Councilman Ben Molina,Nueces County Commissioner Roy Cantu,Kleberg County Commissioner Ann Lopez,Refugio County Mayor Pro Tem Patrick Rios, Aransas County M.Brent Ocker,Nueces County Advisory Member Rebecca Klaevemann, San Patricio County Municipal Water District Mike Willow made a motion to elect the officers and executive board as recommended by the Nominating Committee.His motion was seconded by Judge Trevino. The officers and executive board members were elected by unanimous vote. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Mr. Will Nichols, Manager, Government and Public Affairs with Cheniere Energy, Inc. gave a presentation on his company's ongoing developments in San Patricio County. He explained that this massive LNG project was well underway and developments were on schedule. He asked to be able come back for a CBCOG meeting in July when they hoped to be shipping out their first LNG cargo and more explanation could be provided of their long term development plans. He noted that significant developments would happen during the next 90 days. 6. ADJOURN There being no further business, the meeting adjourned at 2:45 PM.
