CALL TO ORDER
1. Judge Burt Mills, CBCOG Chairman, called the meeting to order at 2:05 PM. John Buckner
called the roll and there were 7 out of 11 counties represented and 17 of 35 votes were present.
A quorum was noted as being present.
2. APPROVAL OF MINUTES OF THE MARCH, 2018 MEETING
A motion was made by Judge Simpson, seconded by Mayor Ehmann to approve the January
26, 2018 minutes. The minutes of the January 26, 2018 meeting were approved by unanimous
vote.
3. TREASURER'S REPORT
CBCOG Treasurer Tom Tagliabue presented the report for the months of January and February
2018. A motion was made by Commissioner Cantu to approve the Treasurer's Report. Judge
Simpson seconded this motion. The Treasurer's Reports for January and February 2018 were

approved by unanimous vote at the end of the meeting.
4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS
A. CHAIRMAN'S REPORT
Confirmation of Committee Appointments

No persons were recommended for committee confirmation this month.
B. PUBLIC PROTECTION.COMMITTEE REPORT
Ms. Pat Eldridge, Chairman of the Public Protection Committee presented this report. She
reported that the Review Subcommittee of the Public Protection Committee met on March 14,
2018 to review and score 27 applications for funding consideration in 4 different program
categories. The Review Subcommittee presented its recommendation to the Public Protection
Committee at a meeting on March 21, 2018. Ms. Eldridge explained that Resolution No. 3014
recommends funding of projects scored by the committee as noted in the 4 funding categories
attached to the resolution.
RESOLUTION NO. 3014
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON
APPLICATIONS FROM THE COASTAL BEND REGION TO THE OFFICE OF THE
GOVERNOR'S CRIMINAL JUSTICE DIVISION FOR FUNDING CONSIDERATION IN
FOUR PROGRAM CATREGORIES: (1) THE JUSTICE ASSISTANCE GRANT
PROGRAM, (2) JUVENILE JUSTICE GRANT, (3)VIOLENCE AGAINST WOMEN
JUSTICE AND TRAINING, AND (4) GENERAL VICTIM ASSISTANCE FUNDING.
A motion was made by Mayor Ehmann, seconded by Councilman Rios,to adopt Resolution
No. 3014._Resolution No:_3014 was_adopted by unanimous vote. — _ , __�
C. HOMELAND SECURITY COMMITTEE REPORT
This report was presented by R.J. Thomas on behalf of the committee.
1. RESOLUTION NO. 3015
A RESOLUTION ALLOCATING FY 2018 STATE HOMELAND SECURITY GRANT
FUNDING IN THE COASTAL BEND REGION.
Mayor Ehmann moved for the adoption of Resolution No. 3015. Ms. Ana Garcia seconded
the motion. Resolution No. 3015 was adopted by unanimous vote of the members.
2. RESOLUTION NO. 3016
A RESOLUTION AUTHORIZING THE EXCUTIVE DIRECTOR TO SUBMIT AN
APPLICATION TO THE OFFICE OF THE GOVERNOR, HOMELAND SECURITY

GRANTS DIVISION TO CONTINUE THE REGIONAL PLANNING GRANT.
Commissioner Gillespie moved for the adoption of Resolution No. 3016. His motion was
seconded by Judge Simpson. Resolution No. 3016 was adopted by unanimous vote.
C. COUNCIL ON AGING REPORT
Ms. Viola Monrreal presented this report on behalf of the Council on Aging.
RESOLUTION NO. 3017
A RESOLUTION APPROVING THE FINAL FISCAL YEAR 2017 BUDGET
AMENDMENT FOR THE AREA AGENCY ON AGING TITLE III PROGRAM- - ' -
FUNDED BY THE TEXAS HEALTH AND HUMAN SERVICES COMMISSION
(HHSC) TOTALING $2,984,818 INCLUDING ADDING SIX FINAL CONTRACT
AWARDS TOTALING $108,300 AND MAKING OTHER FINAL ADJUSTMENTS
RELATING TO PROGRAM INCOME, LOCAL MATCH AND PERFORMANCE
UNITS.
Judge Simpson moved to adopt Resolution No. 3017. Commissioner Gillespie
seconded his motion. Resolution No. 3017 was adopted by unanimous vote.
At this point, Ms. Monrreal gave a brief accounting of how$75,000 in money provided
by the state was used to help persons 60 years of age or older with needs resulting from
damages caused by Hurricane Harvey. She also reported on how$10,000 in relief funds
were being distributed in $100 gift cards for utility and other necessities.
5. ANNOUNCEMENTS AND NON-ACTION ITEMS
Mr. Jim Hall and Ms. Diane Hall local representatives for the National Alliance on
Mental Illness gave an interesting talk on their efforts to assist families and
individuals impacted by mental illness. They provide seminars and forums at various
location in the Greater Corpus Christi area several times per month. They wanted
those in attendance to know that the Month of May was designated as National Mental
Health Illness Month and that they were available to assist persons dealing with
mental health issues.
Richard Bullock reported that there would be two workshops coming up soon that
local elected officials and other local government officials would find of interest. One
would be promoted by the U.S. Bureau of the Census to address the 2020 census and
the need for complete count committees at the local level. Another workshop would
be in May dealing with long term recovery efforts and needs from the Hurricane
Harvey disaster.
• Judge Mills then called R. J. Thomas and John Buckner up to present a joint
Hurricane Harvey Proclamation to the Coastal Bend Council of Governments from

Aransas County, the City of Rockport and the Town of Fulton. This proclamation
expressed appreciation to many local governments and entities for the disaster
recovery efforts provided the impacted area in the early days following the hurricane
strike. In the proclamation Judge Mills, Mayor C. J. Wax and Mayor Jimmy Hendricks.
proclaimed February 28, 2018 as "Hurricane Harvey First Disaster/Recovery Day."

There being no further business, the meeting adjourned at 2:45 PM.
Duly adopted at a meeting of the Coastal Bend Council of Governments this 27th day of
