called the roll and there were 9 out of 11 counties represented and 24 of 35 votes were present.
A quorum was noted as being present.
2. APPROVAL OF MINUTES OF THE MARCH 23, 2018 MEETING
A motion was made by Judge Simpson, seconded by Mayor Ehmann to approve the March 23,
2018 minutes. The minutes of the March 23., 2018 meeting were approved. .
3. TREASURER'S REPORT
CBCOG Treasurer Tom Tagliabue presented the report for the months of March,April and May
2018. A motion was made by Judge Huff to approve the Treasurer's Report. Commissioner
Cantu seconded this motion. The Treasurer's Reports for March, April and May 2018 were
approved at the end of the meeting.
4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS
A. CHAIRMAN'S REPORT
Confirmation of Committee Appointments
The following persons were presented for confirmation:
TO THE PUBLIC PROTECTION COMMITTEE:
Ms. Ana Garcia, Freer, Texas
A motion was made by Mr. Willow, seconded by Mr. Tagliabue to confirm the
appointment of Ms. Garcia. The appointment was confirmed by unanimous vote.
TO THE HOMELAND SECURITY ADVISORY COMMHTTEE:
Police Chief Eugene Hernandez, City of Driscoll
A motion was made by Michael Willow, seconded by Judge Simpson to confirm
this appointment. The appointment was confirmed by unanimous vote.
TO THE SOLID WASTE ADVISORY COMMITTEE
Mr. Ryan Picarazzi, City of Rockport
A motion was made by Mr. Willow, seconded by Councilman Perkins to confirm
this appointment. The appointment was confirmed by unanimous vote.
B. EXECUTIVE DIRECTOR'S REPORT
John Buckner introduced Mr. John Shepherd with Collier,Johnson and Woods who presented
the following item.
Consideration of the Comprehensive Annual Financial Report for Fiscal Year Ending
December 31, 2017

Mr. Shepherd reviewed various components of the FY 2017 CAFR. He noted that there was
nothing to report as to compliance issues. He also stated that everything was in order as to
the Federal Single Audit regulations as these related to the Calendar Year 2017
Comprehensive Annual Financial Report. His firm did the 2017 audit and it has done so for
many years. He gave much credit to the CBCOG Director of Finance,Ms. Veronica Toomey
and the CBCOG financial department for compiling another great report.
A motion was made by Judge Simpson to accept this report. His motion was seconded by Mr.
Willow. The calendar year 2017 Comprehensive Financial Report was accepted by unanimous
vote of the members present.
5. ANNOUNCEMENTS AND NON-ACTION ITEMS _ _
A. Mr. Warren Phipps, Executive Director of the Coastal Bend Disaster Recovery Group
(CBDRG) gave a comprehensive review of their efforts in the 11 county Coastal Bend
Region in response to Hurricane Harvey impacts. His group's goal is to assist survivors
in the six designated counties in this region to achieve unmet needs where possible. They
have completed 15 projects to date and intend to deliver 15 manufactured houses by
October 2018. He currently has 20 case managers to work these needs and hopes to have
the number to increase to 40 in the near future. He noted that a major problem is the lack
of moderate to low income affordable housing. Many have been driven to homelessness
due to this shortage. Mr. Phipps stressed the need to properly plan for future disasters.
Damage estimates needs to be compiled and stored so that workers in the future do not
need to start all over in compiling such data. Such an effort will aid in timely
assistance to survivors in the future. He stressed that all of the projects they have
completed so far and those that are currently underway have been funded by private
donations. He mentioned some of the sources that have contributed.
B. Richard Bullock discussed the CBCOG's role in the development of a Method of
Distribution (MOD) that would be used in the allocation of disaster recovery funding
provided by the U.S. Department of Housing and Urban Development (HUD). The
funding would flow through the Texas General Land Office, the state agency in charge of
overseeing MOD formula development and its application in the state of Texas. There
were 2 categories of funding: 1. the mitigation or buyout of homes within designated flood
areas and 2. the rebuilding of public infrastructure damaged by Hurricane Harvey. He
reported that 2 public hearings were held on the MOD, one in Rockport and one in Port
Aransas to receive public input regarding the development of the formula to distribute
funds in the impacted counties. One more would be held in Corpus Christi to finalize
public comment on the proposed MOD.
R. J. Thomas explained the components that were considered in the MOD development.
He noted that there were two categories associated with the areas impacted. Eighty percent
of the funding was designated for areas impacted according to HUD damage criteria and
twenty percent of the funding was to go to areas having damage determined by the state,
Texas General Land Office. He explained that the percentages used were based on damage

estimates that were reported by local governments. One overriding factor in the
distribution was the level of low and moderate income that existed within an impacted
area. That has been a long standing requirement used by HUD in the distribution of
Community Development Block Grants.
Judge Mills reported there did not appear to be a need for a July 2018 CBCOG
membership meeting so the next meeting would be at 2 PM on the fourth Friday in
August.

There being no further business, the meeting adjourned at 3:15 PM.
Duly adopted at a meeting of the Coastal Bend Council of Governments this 24th day of
