Luci Rios Mark Bohrer Frank Garcia CALL TO ORDER . 1. Judge Burt Mills called the meeting to order at 2:00 P.M. Richard Bullock called the roll and there were 8 out of 11 counties represented and 21 of 35 votes were present. A quorum was noted as being present. 2. APPROVAL OF MINUTES OF THE JUNE 29, 2018 MEETING SCANNEI Minutes Page 2 September 28, 2018 A motion was made by Judge Simpson and seconded by Commissioner Cantu to approve the June 29, 2018 Minutes. The Minutes of the June 29, 2018 meeting were approved. 3. TREASURER"S REPORT Richard Bullock presented the report for the months of June, July and August 2018. A motion was made by Judge Simpson and seconded by Commissioner Cantu to approve the Treasurer's Report. The Treasurer's Reports for June, July and August 2018 were approved at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOEVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments The following persons were presented for confirmation: TO THE REGIONAL SOLID WASTE ADVISORY COMMITTEE: Ms. Jennifer Bernal, City of Kingsville A motion was made by Commissioner Cantu and seconded by Commissioner Lopez to confirm this appointment of Ms. Bernal. The appointment was approved by unanimous vote. TO THE COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY COMMITTEE: Ms. Christine Bryant, Corpus Christi Regional Economic Development Corporation. Ms. Amy Villarreal, Workforce Solutions of the Coastal Bend Mr. Shelby Sims, Workforce Solutions of the Coastal Bend A motion was made by Judge Simpson and seconded by Commissioner Gillespie to confirm these appointments. The appointments were approved by unanimous vote. TO THE.COUNCIL ON AGING: Ms. Jossette Spencer, Nueces County Minutes Page 3 September 28, 2018 - A motion was made by Judge Simpson and seconded by Commissioner Cantu to confirm this appointment. The appointment was approved by unanimous vote. B. EXCUTIVE DIRECTOR'S REPORT: RESOLUTION NO. 3018 A RESOLUTION APPROVING AND ADOPTING THE METHOD OF DISTRIBUTION (MOD) DEVELOPED TO DISTRIBUTE COMMUNITY - DEVELOPMENT BLOCK GRANT- DISASTER RECOVERY FUNDS ALLOCATED _ -- TO THE REGION TOADDRESSTHE ACQUISITION ANS BUYOUT PROGRAM _ AND THE LOCAL INFRASTRUCTURE PROGRAM THAT WILL BE IMPLEMENTED BY THE TEXAS GENERAL LAND OFFICEIN RESPONSE TO HURRICANE HARVEY. Richard Bullock presented this report that was the resolution to adopt the Method of Distribution developed to distribute the CDBG-DR funds made available by GLO. He said that there had been three Public Hearings and two Public Comment periods to take comments after the Mod was developed and changes made. The last Public Comment period resulted in three comments regarding now LMI should be considered on a countywide basis. Richard said that the MOD could be changed and according to GLO that all funds would then go through the county. After some discussion, Judge Simpson moved approval of the resolution as is and Commissioner Roy Cantu seconded the motion. The motion passed with 19 for and two votes Against. C. COUNCIL ON AGING COUNCIL RPORT: Viola Monnrreal gave this report which consisted of two resolutions. 1. RESOLUTION NO. 3019 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO ADD FISCAL YEAR 2018 ALLOCATIONS TOTALING $143,839 TO CURRENT SUB- RECIPIENT AND CONTRACTS AGREEMENTS WITH LOCAL SERVICE PROVIDERS FOR THE PROJECT PERIOD OCTOBERI, 2017 THROUGH SEPTEMBER 30, 2018 SUPPOSTING OLDER AMERICAN'S ACT NUTRITION PROGRAMS NOW TOTALING $1,851,115. On a motion by Commissioner Roy Cantu and seconded by Judge Stephanie Moreno, the resolution was approved by unanimous vote of the CBCOG members Minutes Page 4 September 28, 2018 present. 2. RESOLUTION NO. 3020 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE A ONE YEAR CONTRACT AMENDMENT WITH THE TEXAS HEALTH AND HUMAN SERVICES COMMISSION TO SUPPORT THE COASTAL BEND AGING AND DISABILITY RESOURCE CENTER WHOSE PURPOSE IS TO IMPROVE ACCESS TO LONG TERM CARE SERVICES AND SUPPORT OPTIONS FOR OLDER PERSONS AND PERSONS OF ALL AGES WITH DISABILITIES IN THE ELEVEN COUNTY COASTAL BEND REGION WITH FUNDING TOTALING $241,817 FOR THE PROJECT PERIOD SEPTEMBER 1, 2018 THROUGH AUGUST 31, 2019." -' Ona motion by Judge Simpson and seconded by Ana Garcia, the resolution was approved on a unanimous vote of the CBCOG members present. D. HOMELAND SECURITY COMMITTEE REPORT: Luci Rios gave this report which consisted of two resolutions. 1. RESOLUTION NO. 3021 A RESOLUTION APPOINTING A MULTI AGENCY COORDINATION SYSTEM MANAGER FOR THE COASTAL BEND REGION FOR TWO YEARS. On a motion by Mayor JoAnn Erhmann and seconded by Commissioner Howard Gillespie, the resolution was approved on a unanimous vote of the CBCOG members present. 2. RESOLUTION NO. 3022 A RESOLUTION ADOPTING COASTAL BEND COMMUNICATION FOCUS REPORT. On a motion by Judge Simpson and seconded by Judge Huff, the resolution was approved by a unanimous vote of CBCOG members present. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS. Richard Bullock discussed the handout on the Homeowners Assistance Program (HAP) that was handed out during registration. He said that GLO has contracted with Grant Works to implement this program in the Coastal Bend Region and that Grant Works was preparing a Needs Assessment which will go through a Public Comment period after October 8.
