CALL TO ORDER
1. Judge Burt Mills called the meeting to order at 2:08 P.M. John Buckner called the roll and
there were 6 out of 11 counties represented and 13 of 35 votes were present.A quorum was
noted as being present.
2. APPROVAL OF MINUTES OF THE SEPTEMBER 28, 2018 MEETING
A motion was made by Michael Willow and seconded by Mayor Ehmann
to approve the September 28, 2018 Minutes. The Minutes of the September 28, 2018
meeting were approved.
3. TREASURER"S REPORT
Tom Tagliabue, CBCOG Treasurer presented the report for the months of September,
October and November 2018. A motion was made by Mr. Tagliabue and seconded by
Commissioner Ott to approve the Treasurer's Reports. The Treasurer's Reports for

September, October and November 2018 were approved at the end of the meeting.
4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOEVERNMENTS
A. CHAIRMAN'S REPORT
Confirmation of Committee Appointments
The following persons were presented for confirmation:
TO THE PUBLIC PROTECTIONCOMMITTEE:
Judge Rachel de Los Santos, City of Freer, as a representative for
Municipalities
Ms. Ana Garcia, City of Freer, as a concerned citizen representative.
A motion was made by Judge Huff and seconded by Commissioner Lopez to
confirm these appointments. The appointments were approved by unanimous vote.
B. PUBLIC PROTECTION COMMITTEE REPORT:
This report was presented by Ms. Pat Eldridge, Chairman of the Public Protection
Committee.
MEMORANDUM
Consideration of a Request from the Public Protection Committee to Amend PPC Policies,
Bylaws and Procedures and Score Sheet
Upon a motion by Commissioner"Brian Olsen,seconded by Judge Huff,-the Public Protection — --
Committee's request for amended Policies, Bylaws and Procedures and Score Sheet was
approved by unanimous vote.
C. HOMELAND SECURITY COMMITTEE REPORT:
This report was presented by R. J. Thomas.
RESOLUTION NO. 3023
A RESOLUTION ADOPTING UNIFIED THREAT AND HAZARD IDENTIFICATION
AND RISK ASSESSMENT(THIRA) WITH ACCOMPANING STAKE HIOLDER
PREPAREDNESS REVIEW(SPR).
A motion was made by Mayor Ehmann, seconded by Commissioner Ott to approve

Resolution No. 3023. Resolution 3023 was approved by unanimous vote.
D. COUNCIL ON AGING COUNCIL RPORT:
Viola Monrreal gave this report which consisted of two resolutions.
1. RESOLUTION NO. 3024
A RESOLUTION APPROVING THE AREA AGENCY ON AGING'S ANNUAL
PLANNING BUDGET FOR ADMINISTRATIVE FUNCTIONS, DIRECT SERVICES
- AND CONTRACTED ACTIVITIES BASED ON FISCAL YEAR 2019 ESTIMATED
FUNDING FROM TITLE III OLDER AMERICANS ACT, STATE GENERAL
REVENUE FUNDS AND OTHER FEDERAL SOURCES TOTALING $3,203,858.
Upon a motion by Judge Huff, seconded by Mayor Rios, Resolution No. 3024 was
adopted by unanimous vote of the members present.
2. RESOLUTION NO. 3025
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO AMEND FISCAL
YEAR 2019 SUB-RECIPIENT AND CONTRACT AGREEMENTS WITH LOCAL
NUTRITION SERVICE PROVIDERS FOR THE PROJECT PERIOD OCTOBER 1, 2018
THROUGH SEPTEMBER 30, 2019 SUPPORTING OLDER AMERICAN'S ACT
NUTRITION PROGRAMS IN THE PLANNING AMOUNT OF $1,852,657.
On a motion by Mr. Tagliabue and seconded by Mayor Ehmann,the Resolution No. 3025 was
adopted by unanimous vote.
D. BUDGET COMMITTEE REPORT:
Mr. Brent Ocker,Chairman of the CBCOG Budget Committee presented this report.
Consideration of the draft 2019 CBCOG Budget
Mr. Ocker reported that the Budget Committee met on November 29,2018 to review the 2019
draft budget. He noted that a majority of the federal and state programs that the budget was
drafted around were a continuation of prior year funding components. He added that the
budget included a 3% cost of living salary adjustment effective January 1, 2019. He noted
that the CBCOG membership needed to concur if such a salary adjustment were to happen.
He asked if there were any questions or concerns about the draft budget that was under
consideration. There being no questions,Mr. Ocker moved for approval of the 2019 budget as
presented. Commissioner Olsen seconded the motion. The 2019 CBCOG budget was
approved as presented.

5. ANNOUNCEMENTS AND NON-ACTION ITEMS.
Richard Bullock presented information on the upcoming 2020 census. He reviewed the
Participant Statistical Areas Program Information Guide. He said the Census Bureau was
going to delineate maps for census tracts, block groups, etc. in which 2020 data would be
tabulated. Local government officials will be asked to review the maps and provide feedback
as to the mapping accuracy. The COG will provide these maps and statistics to local officials
for their review and comment.
Judge Jim Huff reported on an upcoming meeting in Laredo, TX known as the "Future of the
Region South Texas Conference."The meeting would be held on January 10 & 11, 2019 at
the TAMIU Student Center in Laredo. He said the primary objectives of the conference would
be to develop an economic development platform for South Texas,to develop effective lines
of communications with the Texas Legislature and local communities,to foster public-private
initiatives for long term economic development and to enhance workforce training and
education. He encouraged local government officials to attend if possible.
Judge Mills then announced that it was time to appoint a Nominating Committee for 2019
CBCOG officers and executive board members. This committee would meet and develop
recommendations to be considered at the January 25,2019 CBCOG membership meeting. The
Committee named included: Judge Jim Huff, Chairman, Mayor JoAnn Ehmann,
Commissioner Nina Trevino, Commissioner Margie Gonzalez, Brent Ocker, Tom Tagliabue,
Judge C.H. Mills, Commissioner Roy Cantu, Judge Stephanie Silvas, Mayor Patrick Rios and
Mayor Kathy Skurow.
6. ADJOURN
There being no further business,the meeting adjourned at 2:30 PM.
Duly adopted at a meeting of the Coastal Bend Council of Governments this 25th
day of January 2019.
