Thomas Frank Garcia Viola Monrreal Theresa Finch Veronica Toomey Emily Martinez CALL TO ORDER 1. Commissioner Nina Trevino, CBCOG 2nd Vice Chairman, called the meeting to order at 2:00 PM. John Buckner called the roll and there were 7 out of 11 counties represented and 15 of 35 votes were present. At this point,U.S. Congressman Michael Cloud representing the 27th District in this region was introduced to make a few comments. He thanked the local government officials and citizens of this area for their tireless efforts in the Hurricane Harvey recovery. He introduced Erik Lawrence, Director of FEMA Relations with his local office who was available to assist in the ongoing hurricane recovery efforts. He reported that today it was announced that the lengthy federal government shutdown was lifted and he was hopeful that it would last longer than the 3 week period currently set. APPROVAL OF MINUTES OF THE DECEMBEER 14, 2018 MEETING A motion was made by Commissioner Olsen, seconded by Commissioner Lopez to approve the December 14,2018 Minutes. The minutes of the December 14, 2018 meeting were approved by unanimous vote. 3. TREASURER'S REPORT CBCOG Treasurer Tom Tagliabue presented the report for the month of December 2018. A motion was made by Commissioner Cantu to approve the Treasurer's Report. Commissioner Gillespie seconded this motion. The Treasurer's Report for December 2018 was approved by unanimous vote at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments No persons were recommended for committee confirmation this month. B. HOMELAND SECURITY COMMITTEE REPORT R. J. Thomas presented this report on behalf of the committee. RESOLUTION NO. 3026 A RESOLUTION AUTHORIZING THE EXCUTIVE DIRECTOR TO SUBMIT AN APPLICATION • TO THE OFFICE OF THE GOVERNOR,HOMELAND SECURITY GRANTS DIVISION TO CONTINUE THE REGIONAL PLANNING GRANT A motion was made by Commissioner Cantu, seconded by Commissioner Lopez,to adopt Resolution No. 3026. Resolution No. 3026 was adopted by unanimous vote. C.NOMINATING COMMITTEE REPORT This report was presented 2nd Vice Chairman Nina Trevino on behalf of the committee. She noted that the Nominating Committee met on January 15,2019 and recommends the following: Nomination of CBCOG Officers and Executive Board for 2019 Minutes Page 3 January 25, 2019 OFFICERS Chairman Commissioner Nina Trevino, San Patri First Vice Chairman Commissioner Roy Cantu, Kleberg County Second Vice Chairman Mayor Patrick Rios, Aransas County Secretary Judge Stephanie Moreno, Bee County Treasurer Tom Tagliabue, Nueces County Past Chairman Judge C.H. Mills, Aransas County EXECUTIVE BOARD MEMBERS _ — Judge Barbara Canales, Nueces County Judge Jim Huff, Live Oak County Judge David Krebs, San Patricio County Judge Gilbert Saenz, Duval County Commissioner Howard Gillespie, San Patricio County Commissioner Margie Gonzalez, Jim Wells County Elsa Saenz, Nueces County Councilman Ben Molina, Nueces County City Commissioner Diane Leubert, Kleberg County Commissioner Ann Lopez, Refugio County Commissioner Brian Olsen, Aransas County M. Brent Ocker, Nueces County ADVISORY MEMBER Rebecca Klaevemann, San Patricio Municipal Water District Upon a motion by Commissioner Gillespie, seconded by Commissioner Gonzalez, the - -officers and executive board members for 2019 were elected by unanimous vote. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Mr. David Gossett, Partnership Specialist, United States Census Bureau presented information on the upcoming 2020 Census. He said the census was required by the United States Constitution and it was necessary in the determination of representation of members in Congress by state. It was also useful in the allocation of federal grant money at the state level. Mr, Gossett reviewed how the 2020 census was different from the 2010 count, primarily in the use of paper (2010) and internet in the 2020 count. He said the push now was to get individuals employed to assist in the census and also to get Complete Count Committees established within cities and counties to assist in getting accurate numbers. Mr. Gossett explained why certain individuals might not be Minutes Page4 January 25, 2019 counted due to familial circumstances, etc. CBCOG members directed questions to Mr. Gossett for clarification after his presentation. 6. ADJOURN There being no further business, the meeting adjourned at 2:47 PM. Duly adopted at a meeting of the Coastal Bend Council of Governments this 22nd day of February 2019.
