HomeMy WebLinkAboutMinutes Municipal Green's Committee - 07/31/1991 Municipal Green's Committee Meeting Wednesday, July 31, 1991 The meeting was called to order at 5:00 p.m. at the Oso Beach club house by chairman Creed Coffee. All members and golf course representatives were present, except Clifton Woodson. Cefe Valenzuela made a motion we accept the minutes of the last meeting, with the correction of the spelling of Mr. Reuwsaat's name. Ray Wanek seconded the motion. The motion passed. Mr. Lou Stewart, 4830 Concord. Corpus Christi. Tx. 78415. phone 855-9779, will be replacing Mr. Harold Shade as the Men's Senior 60 Golf Association representative. Mr. Reuwsaat gave the committee an update on golf course projects: 1. The fairways at Oso Beach are being aerated and will be fertilized with calcium nitrate the week of Aug. 12th. The Gabe Lozano course has already been fertilized. 2. Cart path construction will probably take place in late fall. The golf courses need approx. 28,000 lineal feet of cart path. 3. Golf course personnel are still cleaning brush along the fence line at Gabe Lozano. They will need to replace some fence behind #13. 4. Mr. Reuwsaat was not able to get the golf courses in on the federal tree planting program. However, this years budget does include $5,000 for trees. 5. The city received 30 responses from companies interested in building a golf course in Corpus Christi. 6. Staff is still looking into the feasibility of putting the rest rooms at Gabe Lozano on the city sewer system. 7. Hazard stakes have been placed around water hazards. 8. The reclassification of some golf course personnel has yet to be approved by finance and the City Manager. 9. The bid has been awarded for the repair of the air conditioner at Gabe Lozano. 10. The request for 15 new carts for the Oso Beach Course is at purchasing. SCANNED 11. The city is involved is a "total quality management program", with a focus on safety. Mr. Reuwsaat will be spending a hour each week with the crews looking at what they are doing, why, what works. what doesn't, asking how things could be done better, etc. 12. The golf courses will be surveying their customers to see if they are offering the golfer what he or she wants. The F Y 1991-92 budget includes an increase in green fees. Capital Outlay Priorities 1. Cart paths at Oso Beach. 2. Cart paths at Gabe Lozano. 3. Roof repairs at Oso Beach (completed). 4. Perimeter fence at Gabe Lozano. 5. Rest rooms at Gabe Lozano hooked up to the city sewer system. 6. Rest rooms at Oso Beach hooked up to the city sewer system (completed). 7. Roof repairs at Gabe Lozano. 8. Tree planting program at Oso Beach and Gabe Lozano. Concerns From Members 1. Install bag hangers by the snack bar at Gabe Lozano. 2. Trim back the trees by the #17 tee at Gabe Lozano. 3. Since the safety screen was taken down behind #4 green at the Oso Beach course, golfers on the green could be in danger of being hit by golfers teeing off the blue markers on #3. 4. The grass on #16 at Gabe Lozano needs mowing. 5. The sand traps at Oso Beach need sand. 6. The grass in the roped off area of #8 at Gabe Lozano is doing well. 7. Staff should consider locking the rest rooms on Gabe Lozano at night. 8. Several of the ball washers are missing from Gabe Lozano. 9. The new course handicap tables should be displayed at each course. 10. Staff should consider placing 100 yd. markers on the golf courses. Meeting adjourned. ALCOHOL CONSUMPTION: YOU HAVE TO BE MORE SPECIFIC AS TO WHEN, WHERE, AND BY WHO ARE THE PEOPLE THAT ARE DOING THIS CONSUMPTION. AS FOR CONSUMPTION OF ALCOHOLIC BEVERAGES, THE CITY ALSO HAS A PROBLEM. JUST LOOK AT THE OUTFIELD AND ACROSS THE STREET AFTER YOUR CITY SPONSORED TEAMS HAVE HAD GAMES AT PRICE & RYAN FIELDS. SOUTHSIDE GIRLS FAST PITCH LEAGUE: NO, THEY ARE NOT PART OF SOUTHSIDE YOUTH SPORTS COMPLEX. WHAT I SUGGEST TO YOU AND THE PARK AND RECREATION ADVISORY BOARD MEMBERS IS THAT WHEN PEOPLE COMPLAIN, THAT YOU ADVISE THEM TO STAND UP AND BE COUNTED. IT IS VERY EASY TO ACCUSE AND THEN LET SOMEONE ELSE DO THE DIRTY WORK WITHOUT HAVING ANY FACTS TO BACK UP THE ACCUSATIONS. IF LAWS ARE BEING BROKEN, IT IS UP TO THE POLICE DEPARTMENT TO TAKE CORRECTIVE ACTION. WE AT SOUTHSIDE HAVE BY-LAWS THAT PROHIBIT DRINKING DURING GAMES. IF SOMEONE SEES THIS BROKEN, THEY NEED TO CALL THE POLICE AND POINT THE OFFENDER WHEN THE POLICE SHOW UP. MR. Specifically, a board member had received complaint(s) about the consumption of alcoholic beverages at the Southside Youth Sports Complex. A copy of the City ordinance is attached. Also, it was stated that information had been received indicating the Girls Fastpitch Program was again under the umbrella of the Southside Sports Complex. You may recall that the Advisory Board allocated Youth Sports Assistance Grant funds to the Gulf Coast Southside Girls Fastpitch based on their autonomy. In order to provide information on the above stated concerns to the Advisory Board at the August 14th, board meeting, please provide you written response to this office no later than July 8, 1991. -ctfully J.O. (a) It shall be unlawful for any person to possess, use or consume any alcoholic beverage, as defined int the u xas Liquor Control Act, on or within any p pe Y i within the city limits now or hereafter owned by any independent school district. (b) It shall be unlawful for any person to possess, use or consume any alcoholic beverage, as defined in the Texas Liquor Control Act, on or within one hundred (100) feet of any softball or baseball field owned or operated by the city, while such field is being used for softball or baseball purposes. In no case, however, shall this prohibition apply41F:1; outside the property lines of the city park within which such �b t` softball or baseball field is contained. (Code 1958, § 4.1; U Ord. It shall be unlawful for any person in the city to consume any alcoholic beverage in any public place or for any person to possess any alcoholic beverage in any public place for the purpose of consuming the same in such public place at any time on Sunday between the hours of 2:15 a.m. and 12:00 noon, and on all other days at any time between the hours of 2:15 a.m. and 7:00 a.m. Penalty upon conviction for violating this section shall be a fine up to fifty77d dollars ($50.00).
