MINUTES
MUNICIPAL GREENS COMMITTEE
March 29, 1995
Call To Order: The regular monthly meeting of the Municipal Greens Committee was called
to order a 5:00 pm March 29, 1995 at the Oso Beach Municipal Golf Course by Chairman
Orval Ponder. -
Members Present: Orval Ponder, Morris Powers, Walter Nielsen, Bill Hatfield, I.J. Magellan,
Paul Cortez, Kay Martucio for Lee Smith and Ruby Fontana. Bob Ibarra with Pan Am sent
a representative.
Staff Present: Malcolm Matthews, Mike Gordon, Scott Roberts, Bruce Haddad, Red Taylor,
Dan Buder, Roy Pickering and Jeff Allen. Head Marshals Ray Wanek and Joe Perez.
The minutes of the February meeting were approved as submitted.
Elections of officers was conducted. Nominations from the floor was opened by Chairman
Ponder. No nominations were made. The slate of officers (President - Orval Ponder, Vice
President - Ruby Fontana and no candidate for secretary) as presented by the Nominating
Committee in the February meeting were brought before the Committee for a vote. Officers
were elected by acclamation by all present.
Malcolm Matthews informed the Committee that the City is preparing a Request for Proposals
for the third golf course. Mr. Matthews requested that each association's representative solicit
input from their respective organizations and bring that information back to the April Greens
Committee meeting. Mr. Matthews expressed the importance of receiving feedback from the
golfing community and hopefully a rough draft would be available in the near future for the
Committee's review.
Staff reported that the policy on not allowing cash tournaments was being evaluated due to
recent requests. Another concern was the number of tournaments which are played at other
courses but would most likely play the City courses if cash tournaments were allowed. Red
Taylor expressed his concerned that cash tournaments could force the pro to make rulings
which might not be received in a positive manner by the golfer. Orval Ponder commented that
if cash tournaments were fund raisers that he felt it would be okay. Paul Cortez indicated the
Mens Club would like cash tournaments. Bill Hatfield indicated the only reason to not have
cash tournaments is for the pro shop to make money. The issue will be brought back to the
Committee in April.
Staff reported that at Oso the fencing along #7 was completed, the request for red stripes on
the cart paths for the ladies was completed and portable toilets were now available on 46. It
was hoped this would improve the conditions around the drinking fountain and the odors. Staff
also reported that deep core aeration was scheduled within the next 30 days. At Gabe Lozano

the drainage ditch project was scheduled to start very soon.
Staff also indicated that the Head Marshals had been invited to attend all Greens Committee
Meeting due to their role in the maintenance and monitoring of play. The Head Marshals
would not have voting privileges.
Current Concerns: Ray Wanek announced that Paul Cortez will be representing the Men's
Club. Members expressed concern that at Oso a large hole was occurring due to erosion
adjacent to the concrete drainage ditch. It was requested that the lavatory in the Mens rest
room on the course be replaced.
Next Meeting: The next meeting will be at Oso Beach Golf Course on April 26, 1995 at 5:00
pm. The meeting was adjourned at 6:15 pm by Chairman Ponder.
