HomeMy WebLinkAboutMinutes Senior Community Services Advisory Committee - 09/01/1994 i - o • MINUTES SENIOR COMMUNITY SERVICES ADVISORY COMMITTEE MEETING HELD SEPTEMBER 1, 1994 The September 1, 1994 meeting of the Senior Community Services Advisory Committee was called to order by Elsa Ciminelli, Chairperson. MEMBERS PRESENT: See attached roster. E%—OFFICIO MEMBERS PRESENT: 0. Flores, E. Gonzalez, M. Medina, J.F. Walker, and 0. Williams. APPROVAL OF MINUTES: Ms. Ciminelli requested clarification on one item from the July 7, 1994 minutes pertaining to the attendance roster. It was her understanding that the committee had discussed previously that work related incidents were not considered a valid excuse. After reviewing the bylaws ("Excused absences as determined by the advisory committee shall be granted for extenuating circumstances and/or for a good cause. Absences will be reviewed on a case by case basis and no later then the next meeting after the absence.") it was determined that the current guidelines should be adhered to. Ms. Ciminelli stated that the past superintendent had explained that an excused absence was only in cases of illness or death in the family. Mrs. Alba explained that this was why the bylaws were changed, because of the people getting excused due to work related conferences, staff meetings, and other'things they had to do. So the bylaws subcommittee members revised them as previously discussed. Ms. Ciminelli then commented that she felt a work related absence was not valid. J. Dunn then made a motion to overturn the policy, however E. Munoz pointed out that the current bylaws, do not state that work related extenuating circumstances are not valid. Furthermore, it states that "the committee will review excuses on a case by case basis." She advised that the committee has the discretion to determine the validity of an excused absence at the time it is requested. Ms. Ciminelli stated that she did not want to overturn the ruling, but that work related incidents in her opinion were not valid reasons or excused. She also notices that people come in late and leave early and feels this are needs to be addressed. Mrs. Resser commented that extenuating circumstances is a very vague description and leaves it open to varying definitions. Discussion followed. A motion was made by J. Dunn to rescind the excused absence of Marvena Jones. The motion did not clear, M. Jones absence for the month of July will stand as excused. It was moved by E. Oliver and seconded by M. Medina to approve the minutes with the corrections as noted (served was spelled incorrectly) . The motion was unanimously approved. SCANNED v J • . PAGE 2 SENIOR COMMUNITY SERVICES ADVISORY COMMITTEE MINUTES JULY 7, 1994 ATTENDANCE ROSTER: The absence of E. Ciminelli and H. Fennessy will stand as is for the month of July. It was moved by 0. Flores and seconded by E. Gonzalez to excuse M. Hays for the month of July due to illness. The motion was unanimously approved. STAFF REPORT: Mr. Sosa reported that the construction at the Zavala Senior Center is on schedule, work is going fairly well. The contractor has requested delays based on rain for the months of March, April, May, and June. The City has granted seven (7) days, which makes the completion date for the contract September 23, 1994. The Engineering Department will be monitoring the contractor's progress. Ms. Munoz reported that a request will be submitted to the Area Agency on Aging to transfer funds of $4,700 from the Congregate Meal Program to the Home Delivered Meal Program due to a projection that the Congregate Meal units will fall about 2,000 units short. Also, a recruitment program was started at the centers and will include the SCP participants and RSVP volunteers. The program that brings in the most new participants to increase the number of participants at the centers will get a special party. We have also started testing the meal bar coding system at the Zavala Sehior Center. The meal bar coding cards have been distributed and volunteers are being trained to do the scanning. We will be doing both meal bar coding scanning and the manual system as a backup to identify any potential problems. If everything works out as planned we will implement the meal bar coding system at all sites effective October 1, 1994. The FACS committee met last month and selected a fashion show as the next fund raising project. If interested in helping, you can contact Alicia Williams, Chairperson. We met with the Zavala participants on the ribbon cutting ceremonies and they suggested that (2) two members from this committee meet with them on ideas and input on the ceremony. Volunteers: Ester Oliver and Carmen Arias. SENIOR EMPLOYMENT ENT PROJECT UPDATE: Ms. Reue informed the Committee that the program employed Beto Almarez, as a Job Developer. Their budget year started July 1, 1994 with 17 placements and 57 slots. They exceeded their goal for FY '93-94 of 17 placements to 20 placements. REGIONAL TRANSIT AUTHORITY UPDATE: Mr. Benavides gave a brief update on the routes service. He also announced that the Special Services PAGE 3 SENIOR COMMUNITY SERVICES ADVISORY COMMITTEE MINUTES JULY 7, 1994 Advisory Committee of the RTA meets every month to resolve issues that effects the disabled community. The Committee meets every 2nd Wednesday of the month at 3:00 p.m. The new format will include allowing public comments for 3 minutes prior to each meeting. Discussion followed. E%—OFFICIO REPORTS: Each ex—officio officer gave a brief update on special projects and center activities. UNFINISHED BUSINESS: None at this time. NEW BUSINESS: A. September Menus: It was moved by 0. Flores and seconded by A. Poldrack to accept the menus for September as submitted. The motion was unanimously approved. Starting the fall cycle, September 19, 1994, there will be no more fish on the menus. Ms. Munoz reported that she received a letter from the Greenwood Site Council requesting to lower the age criteria from 55 to 50 years to participate in recreational programs. Discussion followed. It was moved by 0. Flores and seconded by M. Medina to lower the age criteria from 55 to 50 years of age to participate in recreational programs at the centers. ETHEL EYERLY UPDATE: 'Mr. Whitworth reported that he spoke with Ken Kohrs, Property Manager for the City and informed him that a settlement contract is in the hands of the property owner. If he accepts the contract it will be taken out of the draft format into the final format. He will have to send that to San Antonio to get the other property owners to sign off, which will then go to City Council. If he rejects the contract it will go to court for condemnation. The Engineering Dept. has begun the layout and calling for the surveying of the property so that we can design the parking lot and go out for bids. Greenwood and Lindale Parking Lot Expansion: The work should be completed by the end of November. ANNOUNCn4ENTS: On September 18, 1994 at 1:30 p.m. the Corpus Christi Chamber Music Society will be hosting the American String Quartet at Lindale Senior Center. Open to the general public. Mrs. Ciminelli announced that Mr. & Mrs. Ramiro Flores and herself will be sponsoring a free breakfast for the participants at Lindale on Friday, September 16, 1994 from 8:30 a.m. to 10:00 a.m. . Everyone is invited. Also there will be a spaghetti dinner at Washington. ADJOURNMENT: It was moved by H. Fennessy and seconded by M. Medina to adjourn the meeting. disc4/a:min0994
