MINUTES
SENIOR CCNNUNITY SERVICES ADVISORY COMITTEE
MEETING HELD JUNE 2, 1994
The June 2, 1994 meeting of the Senior Community Services Advisory
Committee was called to order by Elsa Ciminelli, Chairperson.
MEMBERS PRESENT: E. Abrams, E. Alba, E. Ciminelli, A. Creighton, J.
Dunn, H. Fennessy, G. Garza, E. Gonzalez, K. Gonzalez, M. Hays, E.
Oliver, A. Poldrack, M. Reser and A. Williams.
ES-OFFICIO Egg PRESENT: 0. Flores, H. Fouts, E. Gonzalez, J.F.
Walker, and 0. Williams.
APPROVAL OF MINUTES: It was moved by J. Dunn and seconded by E. Abrams
that the minutes for May 5, 1994 be approved as submitted with the
correction on the spelling of "fare". The motion wap unanimously
approved.
ATTENDANCE ROSTER: Ms. Ciminelli announced that Diana Colin has
resigned from the Committee. At the February meeting the Committee
voted to recommend Carmen Arias to fill the next vacancy.
The absence of A. Williams for the month of May will stand as recorded.
STAFF REPORT:
A. RSVP City Budget Update: In Me. Oliver's absence, Ms. Pollakis
reported that the proposed budget for FY '94-'95 of $110,143 was below
last years due to salaries and benefits savings as well as a result of
phasing out the taxi service for volunteers.
Question/E. Oliver - If the City passes the 2% salary increase, will all
of the budget have to be changed?
Answer/D. Whitworth - It automatically gets amended.
B. Program Update: Mr. Whitworth reported that the construction
schedule for both Oveal Williams Senior Center and the Zavala Senior
Center are on track. The slab is being completed at the Williams Center
and they are getting ready to pour the concrete at the Zavala Center.
The projects are on schedule.
Mr. Whitworth also reported that SCS has purchased bar coding equipment
for a demonstration project. Client Tracking operations are very time
consuming for program staff. The demonstration project will be
initiated at the Washington Senior Center. Each of the clients will be
issued a card that has a bar code on it. Whenever a participant comes
in for a meal, a scanning device will be used to pass over the bar code
identification number. This information will be down loaded into the
computer that matches up with the data base. This system will save time
and increase accuracy on counts and in the future will be set up at all
the centers.

CDBG - Mr. Whitworth reported that the City Council approved the funding
for the construction of the new senior center at West Guth Park which
will service the northwest area.
Question/M. Reser - Will the old Hilltop Center be torn down?
Answer/D. Whitworth - No, that center is actually owned by the county.
Question/J. Walker - What is the latest on our parking lot (Ethel
Eyerly)7
Answer/D. Whitworth - Everything had been agreed to on the purchasing of
the lot. The gentleman that owns the property wanted to draw up the
contract (he's an attorney) . The contract never got drawn up. The City
Council has now determined that we can't get the contract from the
individual so we will have to go to court to get the property through
condemnation. Discussion followed.
Ms. Poldrack informed Mr. Whitworth that at the present time it is very
difficult to get a parking space due to the kids using the swimming pool
for the summer, especially on Thursdays. "We are in desperate need of
parking space."
Mr. Whitworth reported that he has met with Art Sosa at Engineering and
their plans for the West Guth Park grant is to get the paperwork to
secure an architect to design the center. August 1st is the target date
for submittal to City Council for awarding the contract so the architect
can work up the designs. They will be reviewing the plans for the
Zavala Senior Center to consider the feasibility of adapting the plan
for the West Guth project. If this phase is successful, it would
certainly speed up the entire process.
SENIOR EMPLOYMENT PROJECT: Marge Reue reported that the program has
exceeded their goals for the first time in the history of the project.
Ms. Reue also gave an update on their FY '94-'95 budget of $339,400.
EX-OFFICIO REPORTS: Each ex-officio officer gave a brief update on
special projects and center activities.
DIMINISHED BUSINESS: Mr. Whitworth reported the possibility of
receiving some additional money from the Department of Protective &
Regulatory Services to fund some of the social service functions for the
program. This could possibly enable us to increase the clerk position
at Lindale to 40 hours.
NEW BUSINESS:
A. June Menus: It was moved by 0. Flores and seconded by E. Gonzalez
that we approve the menus as submitted.

B. FACS Fall Fundraiser: Ms. Williams reported that there is still no
official vote on the BBQ. She is recommending that the Committee assume
more responsibility for the BBQ this year. At the next meeting Ms.
Williams will present a detailed report. We will not be soliciting our
primary donors for "little things". We are planning to pay for most of
the items. The BBQ is tentatively planned for sometime in September.
ACTS:
A. Board Luncheon: We will break for the summer and resume in October.
Ms. Pollakis announced if any of the members wish to attend one of the
centers, they are more than welcome to do so as long as they make a meal
reservation.
ADJOURNMENT: It was moved by 0. Williams and seconded by A. Williams to
adjourn the meeting.
