MINUTES
SENIOR COMMUNITY SERVICES ADVISORY COMMITTEE
MEETING HELD MAY 5, 1994
The May 5, 1994 meeting of the Senior Community Services Advisory
Committee was called to order by Elsa Ciminelli, Chairperson.
MEMBERS PRESENT: E. Abrams, E. Alba, E. Ciminelli, A. Creighton, J.
Dunn, H. Fennessy, G. Garza, E. Gonzalez, K. Gonzalez, M. Hays, M.
Jones, E. Oliver, A. Poldrack, and M. Reser.
EE-OFFICIO MEMBERS PRESENT: E. Gonzalez, M. Medina, S.F. Walker, and 0.
Williams.
APPROVAL OF MINUTES: It was moved by J. Dunn and seconded by E. Abrams
that the minutes for April 7, 1994 be approved as submitted with the
correction on the spelling of satisfactorily. The motion was
unanimously approved.
ATTENDANCE ROSTER: It was moved by E. Alba and seconded by J. Dunn to
excuse E. Abrams absence for the month of April due to illness. The
motion was unanimously approved.
The absence of K. Gonzalez and M. Jones for the month of April will
stand as recorded.
STAFF REPORT:
Ms. Munoz reported that E. Ciminelli conducted an excellent presentation
to the City Council on the CDBG Proposals which were unanimously
approved.
A. FY '95 CITY BUDGET UPDATE: Ms. Munoz gave a brief outline on the
following budgets: Elderly Nutrition Program, Elderly Nutrition Program
USDA, Meals on Wheels, and Meals on Wheels USDA.
ENP - Salary increases are directly attributed to the new 0. Williams
and Zavala Senior Centers. Requests were made for a 20 hour clerk and
full time custodian at the Zavala Center, a 30 hour clerk at the
Williams Center, and a part-time custodian at Broadmoor Center. Some
concerns were brought up by E. Ciminelli as to why requests were not
made for a full time clerk at Lindale. Discussion followed. Ms.
Ciminelli wants to go on record stating that the level of participation
at Lindale is much higher than at Washington and Zavala Senior Centers.
Me. Ciminelli is very concerned about the demand of volunteers having to
do a lot of work at the Lindale Senior Center due to lack of staff.
Discussion followed. Ms. Munoz advised that these concerns would be
researched.
Question: E. Alba - What criteria do you use to make the determination
as to which site requires more staff and do you use the site managers
that you have at the present locations to assist you in making these
decisions?

Answer: Ms. Munoz - Yes, we base it on actual population and the amount
of services that are being requested at each site. And we do receive
input from staff at these sites.
Other increases in this budget include uniform costs for 3 new
employees, overtime costs for center rentals, increase in paper goods
and food for the 6,930 additional home delivered meals, meals bar coding
system, additional part-time outreach worker to help with overload and
requests for home delivered meals program, and insurance benefits.
Questions: E. Alba - Bow does your department fair on worker's comp.
cases?
Answer: Ms. Munoz - To my knowledge, we have not had any claims in
several years.
ENP/USDA - Ms. Munoz reported that the increase is due to food
reimbursement of 222,520 meals at .6146.
MOW - There are no changes in service level or levels of expenditures.
We serve 150 meals per day. The decrease in the 200 code will be for
the 10 meals that Adult Protective Services will be funding.
MOW/USDA - The decrease is due to reimbursement of 38,100 meals at 89%
USDA eligible.
SENIOR COMPANION PROGRAM UPDATE:
A. FY '95 CITY BUDGET UPDATE: Ms. Garcia gave a brief summary on the
increases to the budget. The most significant changes are attributed to
increases in mileage reimbursements for companions traveling to the
Flour Bluff and Annaville areas.
Question: E. Alba - "Being that you are serving clients in those areas,
are you also doing something in the areas of outreach to recruit
companions from that area"?
Answer: Ms. Garcia - "The SCP Advisory Committee will be recruiting
companions by visiting senior centers, sending letters to various senior
organizations, developing fliers, and developing a speaker's bureau.
They are also working with the City's info-line which is an information
system where seniors can call and get information on various programs
that are being offered through Senior Community Services".
The decrease in staff travel is due to volunteer stations handling the
visits instead of staff. We presently have 54 companions and 17
volunteer stations.
It was moved by M. Jones and seconded by J. Dunn that we approve the
submission of the ENP and associated budgets as well as the Senior
Companion Program budget. The vote was unanimously approved.
El-OFFICIO REPORTS: Each ex-officio gave a brief update on the
activities at their centers.

NEW BUSINESS:
A. MAY MENUS: E. Gonzalez brought up some questions on several items
and scoop amounts which will be reported to Lisa Pollakis. It was moved
by A. Creighton and seconded by E. Oliver to approve the May menus as
submitted. The motion was unanimously approved.
ANNOUNCEMENTS:
A. BOARD LUNCHEON: It was moved by M. Medina and seconded by A.
Creighton to move the board luncheon the same day as the Senior Day
picnic on May 18, 1994.
B. OLDER AMERICANS MONTH ACTIVITIES: Ms. Munoz briefly highlighted
some events from the senior center activity calendar that was provided
as a handout.
ADJOURNMENT: The meeting was adjourned.
