SENIOR COMMUNITY SERVICES ADVISORY commas
MEETING HELD FEBRUARY 3, 1994
The February 3, 1994 meeting of Senior Community Services Advisory
Committee was called to order by Elsa Ciminelli, Chairperson.
MMNBERS PRESENT: E. Abrams, E. Ciminelli, D. Colin, J. Dunn, H.
Fennessy, R. Garcia, G. Garza, E. Gonzalez, K. Gonzalez, M. Jones, E.
Oliver, and A. Ruiz.
EL-OFFICIO 1D91BERS PRESENT: E. Gonzalez, H. Fouts, M. Medina, J.F.
Walker, & 0. Williams.
APPOINTMENT OF ART SELECTION PANEL: Ms. Ciminelli reported that Berman
Gutierrez and Eli Abrams were appointed to the panel and that their
names will be submitted to City Council on February 22, 1994 to
represent the Zavala Senior Center.
APPROVAL OF MOTES: It was moved by J. Dunn and seconded by H.
Fennessy that the minutes for January 6, 1994 be approved as submitted.
The motion was unanimously approved.
ATTENDANCE ROSTER: The absence of A. Ruiz for the month of January will
stand as absent. It was moved by E. Gonzalez and seconded by M. Medina
that the absence of E. Alba and M. Hays be excused from this meeting due
to death in the family for E. Alba and illness for M. Hays. The motion
was unanimously approved.
VACANCIES: After some discussion on the resumes submitted, it was moved
by J. Dunn and seconded by E. Gonzalez that the Committee recommend the
appointment of Anne Poldrack to the City Council.
It was moved by M. Medina and seconded by E. Gonzalez that the Committee
recommend the appointment of Maxine Reeser to the City Council.
It was moved by A. Ruiz and seconded by G. Garza that Carmen Arias be
recommended for appointment to the City Council when a vacancy comes up
again.
It was moved by 0. Williams and seconded by E. Gonzalez that the
Committee recommend to the City Council that R. Garcia remain with the
Committee as a non-voting member.
SPECIAL OLYMPICS PRESENTATION: Jimmy Rodriguez gave a presentation
about playing golf with Special Olympics. They are recruiting senior
citizens to volunteer working with special kids to play golf.
DIRECTOR'S REPORT:
A. CENTER RENTAL POLICY: It was moved by M. Medina and seconded by D.
Colin to endorse the center rental policy after corrections.

B. ZAVALA CENTER UPDATE: Mr. Sosa gave a brief update on the bids. On
March 15, 1994 they will take to City Council for award. The
pre-construction should begin on or before April 2, 1994. Mr. Sosa also
reported that ground breaking should be around the month of March.
C. OVEAL WILLIAMS SENIOR CENTER UPDATE: Mr. Sosa reported of some
problems with the contractor who was awarded the bid. They have entered
renegotiations and will take to City Council on February 8, 1994 to
award to the 3rd low bidder. Construction should be complete on or
before the middle of October 1994.
D. ETHEL EYERLY UPDATE: Mr. Sosa reported that the parking lot is
still in agreement. The City is still in negotiations with the family
on the property.
E. ELDERCARE SURVEY REPORT: Ms. Martinez reported that the Committee
has completed the employee survey and will be distributed to the
companies during the months of February and March. We are hoping to get
out 20,000 survey's into the community to help us find out what the
needs are of the elderly that are home bound and frail.
SUPPORTIVE SERVICES UPDATE: Ms. Munoz handed out a calendar of
activities at the centers for the month of February. Ms. Munoz gave a
brief update on the Quarterly Report for FY'93. This year the
supportive services contract was decreased to eliminate excessive paper
work. However they will still be providing all eighteen (18) services.
RETIRED AND SENIOR VOLUNTEER PROGRAM UPDATE: Ms. Oliver reported
changes due to some new federal legislation. The program is now being
called the Retired and Senior Volunteer Program. One of the new
requirements is that any individual 55 years or older is now eligible to
be an RSVP volunteer. Ms. Oliver gave a brief update on project
statistics for 3rd quarter and upcoming events.
EX-OFFICIO REPORTS: Ms. Medina announced that the Greenwood Site
Council donated $500 to the California earthquake victims. Also the
participants got together and collected $278. Donations from the
Greenwood Senior Center totaled to $778.
UNFINISHED BUSINESS: None at this time.
NEW BUSINESS:
A. FEBRUARY MENUS: It was moved by M. Medina and seconded by E. Oliver
to approve the February menus as submitted. The motion passed
unanimously.

B. 1994 CDBG GRANT APPLICATIONS: Ms. Martinez gave an update on the
process and deadline for submission on the CDBG Grant Applications.
Discussion followed on the needs of the-senior centers. Ms. Martinez
asked the Committee to prioritize the application. It was moved by J.
Dunn and seconded by M. Medina that the Committee set the foundation
problems as number 1 priority contingent on what they find. The motion
was unanimously approved.
It was moved by M. Medina and seconded by H. Fenessy that the roofing
and Broadmoor and Greenwood Senior Centers be 2nd on the list. The
motion passed unanimously.
It was moved by D. Colin and seconded by J. Dunn that the kitchen
renovation be 3rd on the list. The motion passed unanimously.
It was moved by H. Fouts and seconded by E. Oliver that West Guth Senior
Center be 4th on the list. The motion passed unanimously.
It was moved by R. Gonzalez and seconded by H. Fenessy that the security
lighting be 5th on the list and ADA Compliance/Improvement be 6th on the
list. The motion passed unanimously.
C. 1993 COMMITTEE ANNUAL REPORTS: It was moved by J. Dunn and seconded
by H. Fennessy that the Committee approve the submission of the SCS
Annual Report and the RSVP Annual Report.
D. 1994 ENP CARRYOVER FUNDS: Tabled until next month. Ms. Martinez
reported that there is extra money coming into the region. A total of
$22,713. Ms. Martinez briefly highlighted on some of the items on the
proposed plan.
ANNOUNCflflTS: The Board Luncheon will be held at the Hilltop Senior
Center on February 17, 1994.
Ms. Martinez informed the Committee of the schedule for the Texas
Silver Haired Legislature and the election process. Candidate filing is
February 28, 1994.
ADJOURNMENT: It was moved by H. Fennessy and seconded by M. Medina to
adjourn the meeting. The motion passed unanimously.
