MEETING HELD MAY 2, 1991
The May 2, 1991 meeting of Senior Community Services Advisory Committee was
called to order by Elva Alba, Chairperson. Eli Abrams made a motion to
approve the April 4, 1991 minutes and Elsa Ciminelli seconded the motion.
The minutes were approved.
Members Present: Elva Alba, Alicia Ruiz, Elsa Ciminelli, Eli Abrams, Ray
J. Garcia, Dorothy Earwood, Aileen Creighton, Josephine Dobson, Carol
Carroll, Helen Fisher.
Members Excused: John Dunn and Doris Porter.
Ex—Officio Members Present: Elva Gonzalez, Oveal Williams, Cruz Orozco,
Leon Kirksey, Ralph Dodds.
Attendance Roster and Vacancies: The Attendance Roster for April, 1991 was
reviewed. Corrections were made to show Carol Carroll and John Dunn
excused for the month of March, 1991. Elsa Ciminelli made a motion and
Oveal Williams seconded that Helen Fisher's absence be excused for the
month of April, 1991. The motion carried.
Ms. Alba read a letter of resignation from Mary Margaret Hicks. Elva
Gonzalez made a motion to accept Ms. Hicks' resignation and Josephine
Dobson seconded the motion. The motion carried.
Doris Porter sent a letter asking for an excused absence for this month.
Josephine Dobson made a motion and Olivia Flores seconded the motion that
Doris Porter's absence be excused. The motion carried.
Introduction of New Staff: Cecilia Martinez introduced Lisa Oliver, RSVP
Coordinator; Delia Garcia, Center Coordinator at Greenwood Senior Center;
Ninfa Chavera, Department Secretary.
Ms. Martinez made an announcement that the Site Council Installation has
been canceled due to the weather and will be reschedule at a later time.
The Assistant Director of Park & Recreation, Mike Gordon, was introduced to
the committee.
DIRECTOR'S REPORT
A. City Budget: Cecilia Martinez reviewed the Elderly Nutrition Program
budget. Ms. Martinez asked for questions or comments regarding the budget.
Elsa Ciminelli stated her concern about the Lindale custodian shortage. Ms
Ciminelli asked about the possibility of hiring a part—time custodian for
Lindale out of the requested budget. Discussion followed. Elsa Ciminelli
made the motion and Ralph Dodds seconded that a part—time custodial
position for Lindale be included on the critical unmet needs list in the
Elderly Nutrition budget. Motion carried unanimously.
Ms. Martinez reviewed the grant application and City budget for Meals on
Wheels. Olivia Flores made a motion and Elsa Ciminelli seconded the
support of the grant application submitted to Laredo last week. Motion
carried unanimously.
B. CDBG Proposal Updates: Cecilia Martinez announced that the City
Council approved the $575,000 CDBG grant application for the new Washington
Senior Center and central kitchen and the $79,000 for Zavala and Greenwood.
