HomeMy WebLinkAboutMinutes Animal Care Advisory Committee - 02/19/2020MINUTES OF THE CITY OF CORPUS CHRISTI ANIMAL CARE ADVISORY MEETING Conference Room, 2626 Holly Minutes from February 191h 2020 Members Present: Linda Gibeaut, Margaret Obregon, Jarvis Amaya, Sharon Ray, Deborah Shores, Juliana Carlisle Members Absent: Connie Bowen City Staff: Mike Gillis, Jackie Torres, Paul Stephens Public Present: Melissa Nucete I. Call to Order The meeting was called to order by Connie Bowen at 12:35 p.m. II. Roll Call of Members Roll was called, and a quorum was confirmed. III. Discussion and Approval of Minutes from January 15th, 2020 Sharon Ray motioned to approve the minutes. The motion was seconded and passed unanimously. IV. Discussion and Approval of Absences from January 15", 2020 Linda Gibeaut motioned to approve. The motion was seconded and passed unanimously. V. Department Presentation and Discussion Region 11 Zoonosis Report — Mr. Gillis reviewed the Zoonosis Report and noted that there are no new cases of rabies in our area. There were no questions or concerns brought up by the board. Current Shelter Report and Clinic Report — Mr. Gillis referred to the January 2019/2020 Comparison Report. The overall live release rate was over 90% for the first time since Mr. Gillis has been over CCACS. The 2019/2020 dog/cat intake is up from 327 to 469. The live release rate is up from 83% to 92%. Calls for service went up from 1609 to 1982. The bite cases reported also increased from 93 to 128. The clinic report also shows an increase in Spay/Neuters from 83 to 209. Citations issued in 2019 totaled 281 and went up to 352 in 2020. Program Manager Update — Mr. Gillis went over his written Directors Report addressing key points. The new kennel project is still in progress. The initial inspection was completed last week. Guillotine door pulleys not satisfactory. Facilities has ordered new doors and pulleys and will install at their expense. The emergency generator replacement preproposal meeting was on December 19tH, 2019. The proposal submission was January 8th,2020 and once authorized to proceed the contractor has 90 days to complete. Mr. Gillis introduced the new field supervisor Joel Skidmore. There is one opening for an Animal Care Officer and one Kennel Staff position. Clinic is fully staffed. A free micro -chip clinic will be held Saturday, March 7th from 10:00 am to 2:00 pm at Salinas Park and 700 chips have been prepared. The America Pets Alive Conference is from February 28th to March 1St in Austin. Councilman Molina will be attending as well as Jarvis Amaya and 4 CCACS staff members. Mr. Gillis also mentioned we have 12 approved volunteer applicants. Subcommittee Reports • Ordinances - Bypass • Volunteer Recruitment - Bypass • Tethering Ordinances — Bypass CCACS Ordinances- Officer Stephens gave an update on 6-164 for Adequate Shelter. It was submitted to legal to be translated to legal ease and will represent to the board. The CCACS ordinance committee is also working on an ordinance regarding owners that fail to reclaim that will also be translated to legal ease and presented to the board. Officer Stephens also addressed the committee moving towards mandatory microchip verses mandatory registration and a permit required for breeders. VI. Old Business for Discussion and Possible Action • Ms. Shores was not prepared to present data addressing a tethering ordinance in the absence of Ms. Bowen. A motion to table Tethering Ordinance and passed unanimously. VII. New Business for Discussion and Possible Action • Discussion of a Breeding or Spay/Neuter Ordinance- Linda Gibeaut and Mr. Gillis discussed a report that would indicate the number of litters, mother dogs with litters. Mr. Gillis advised that he can pull that data for a report but did not have at this time. Ms. Gibeaut motioned to move discussion to old business. VIII. Public Comments Melissa Nucete commented that she is currently fostering puppies from CCACS. She felt that the euthanization of a dog was unnecessary and voiced her opinion on the lack of education of our community IX. Identify items to be placed on next agenda None X. Adiournment There was a motion to adjourn by Jarvis Amaya at 1:20 p.m. All approved and meeting was adjourned.
