MINUTES – AMENDED
I. Call to Order by Dotson Lewis at 5:30 p.m.
II. Roll Call of Members: Dotson Lewis, Jerry Plemons, Bobby Broderick, Amy McCoy, Alissa Mejia,
Casandra Lorentson, Mandy Cox, Howard Schauer, Florence East, Hannah Husby and Twila Stevens.
Absent: Bobby Broderick, Hannah Husby and Casandra Lorentson.
III. Public Comment – None.
IV. Adoption of Minutes - Regular meeting – Adoption of Minutes from January 08, 2020 –
1st, Howard Schauer, 2nd, Alissa Mejia, Unanimous thereafter. Dotson reviewed absences with Board
informing missing three meetings is equal to 25%; Board instructed to go over their packet.
V. Police Department Report – No Report. Lieutenant James McCarty answered questions. Lieutenant
McCarty said Blucher Park is okay and Artesian Park seems to be vacant. Suggestion for a sign with
instructions at cross walk light at Ocean and Del Mar for motorists made by Alissa Mejia.
VI. Presentations – None.
VII. Old Business and Possible Action
• Bond 2020 Projects – Presented list of PRAC recommendations received for Bill Witt Park. The
original initial list, and latest list of projects approved by City Management for Bond 2020 were
displayed to the Board; there may be more revisions to the latest list to stay within the $15 million
budget. Latest list of projects for Bond 2020 include the following facilities: Greenwood Pool, West
Guth Pool, Oso Pool, Cole Park, Blucher Park, West Guth Park, and Bill Witt Park.
• Splash Parks – Update and Rules on sign for parks – Displayed template for sign. Informed that
there will be a sensor that turns off water to the splash park when there is lightening. Suggestion to
add on sign that water deactivates when there is lightening made by Alissa Mejia.
VIII. New Business for Discussion and Possible Action
• Flour Bluff Advisory Committee Representative Request – Keren Costanzo, Senior City Planner,
Planning and Environmental Services – Discussed Mr. Lewis currently serves as ex-officio on ISAC.
Asked for a member of the Board to be on this committee; individual is to provide updates and input
from the community, and provide updates to PRAC. Committee is to have four meetings during
2020, with their first meeting taking place in March.
Florence East nominated as Flour Bluff Advisory Committee Representative – 1st, Mandy Cox, 2nd,
Amy McCoy, Unanimous thereafter. Florence East accepts nomination.
IX. Committee, Liaison/Staff Reports –
• Island Strategic Action Committee (ISAC) – Concern with Law enforcement geographical changes of
district. Addressed efforts taken to promote beach awareness and safety.
• Watershore & Beach Advisory Committee – No Report.
• London & Southside Area Advisory Committee – Two separate plans, both adopted last Wednesday.
Projected February 25 as going to Council for approval. All documents available on City’s website.
X. Director Reports –
Jermel Stevenson, Director
• Announced Park Ambassador Program; showed examples of damages to report in City parks.
Said identifying these will help. More on program in March. Overview of Council agenda items.
Becky Perrin, Assistant Director
• Announced programs: (1) Junior Park Ranger and (2) Play for All. Revamping Adopt-A-Park
program.
Joseph Johnson, Assistant Director
• Provided update through the Park System. Announced ribbon cutting in March 2020 for Packery
Channel pavilion, working with Mayor’s schedule. Introduced proposed ordinance to prohibit
overnight parking by adding Section 53-179 to the City Code of Ordinances to prohibit parking in
City parks from 10 p.m. to 6 a.m.; providing an effective date; and providing for penalties. Asked
for vote of support from Board to move forward to Council for approval.
Motion of Support from Board for Ordinance to include Section 53-179 that prohibits parking in
City parks from 10 p.m. to 6 a.m. – 1st, Jerry Plemons, 2nd, Mandy Cox, Unanimous thereafter.
XI. Committee Member Comments/Announcements/Agenda Requests –
• Collier Pool update.
• Spring break.
• Athletics program presentation.
