LANDMARK COMMISSION MEETING

I. Call to Order/Roll Call
• Call to order at 4:32 p.m.
• A quorum was established at 4:35 p.m.
• Members present: Chair Jillian Becquet, Vice-Chair Thompson, Dr. Ira J. Freeman, Dr.
Bryan Stone, Kathleen de la Garza, Dr. Christine Reiser-Robbins, Madeleine Fontenot,
and Randy J. Dees, Sr.
• Members absent: Ernest Bert Rucker and Myron Grossman
II. Approval of Minutes:
• February 27th, 2020 Meeting
o Motion to approve by Chair Jillian Becquet, seconded by Craig Thompson.
Motion passed unanimously via roll call.
III. Discussion and Possible Action:
• February 27, 2020 Meeting: Consideration of Absence of Commissioner Randy Dees
o Motion by Chair Jillian Becquet to excuse absence because Development
Services was notified, seconded by Commissioner Bryan Stone. Motion passed
unanimously via roll call.
IV. Public Comment: Comment from the audience on matters not scheduled
• None were received via email, checked at 4:40 p.m.
V. Discussion and consideration to endorse nomination to the National Register for Historic Places
• City Cemetery, Ramirez Street at Padre Street
Commissioner Bryan Stone commented how well the description was put together and supported the
nomination. Chair Jillian Becquet confirmed for Commissioners Old Bayview was the same as City
Cemetery. Several Commissioners commented on having not received the information and Nina
Nixon-Mendez clarified links were embedded in the document emailed. Motion to support the
nomination and application by Commissioner Ira Freeman, seconded by Commissioner Randy Dees,
Sr. Motion passed unanimously via roll call.
VI. Committee Report - Discussion and consideration of Landmark Commission Preservation Awards
Craig Garrison emailed the documents to Commissioners and Nina Nixon-Mendez asked Craig
Garrison to share the documents via WebEx. Craig Garrison read aloud the individual nomination for
Karen Howden. Also presented were the nominated buildings and the descriptions. The first one was
Iglesia Ni Cristo-Elizabeth Street Church, the second was Frost Bank Building on Staples Street, and

the third one was Wells Fargo Building on Airline Road. Chair Jillian Becquet commented the
description of Iglesia Ni Cristo was more impressive than any video and the 2-bank buildings only had
time behind them with no current projects. Vice-Chair Craig Thompson agreed with Chair Jillian
Becquet and mentioned the work done at the Iglesia Ni Cristo, after being vacant for 12-years, was
worthy of being awarded. Chair Jillian Becquet said the nomination was more about who saved a
building. Also mentioned, there was no hesitation in nominating Karen and the church. Motion by
Commissioner Randy Dees, Sr. to nominate Karen Howden and Iglesia Ni Cristo, seconded by Vice-
Chair Craig Thompson. Motion passed unanimously via roll call.
Chair Jillian Becquet asked about the how and when presentations would be held due to the Corvid-
19 pandemic. Nina Nixon-Mendez suggested the presentation be postponed until June or July, after
awards were ordered and business returns to normal, and Commissioner Bryan Stone and Chair
Jillian Becquet requested announcing May 2020 as Preservation Month be pushed out on the City’s
social media avenues, postponing personal presentations. Chair Jillian Becquet asked staff to move
forward with announcing in May and presenting at a later date. Nina Nixon-Mendez confirmed letters
to recipients would be distributed and notification of award would be done during preservation month.
VII. Items to be scheduled on the next agenda
• Chair Jillian Becquet asked to revisit February’s revisions to UDC and Craig Garrison
concurred.
VIII. Adjournment at 5:10 p.m.
• Motion to adjourn by Chair Jillian Becquet, seconded by Commissioner Randy Dees, Sr.
