HomeMy WebLinkAboutMinutes Marina Advisory Committee - 08/05/2019MINUTES Regular Meeting Marina Advisory Committee Monday, August 5, 2019 Members Present: William McDowell, Donnell Laux, Gerry Morrow, Mona Baen, Richard Bell Members Absent: Hal Suter, Martha Avery, Robyn Cobb, Ron Smith Staff Present: Gina Sanchez, Marina Superintendent; Leah Hughen, Management Aide Call to Order: Chairman McDowell called the regular meeting of the Marina Advisory Committee to order at 5:30 p.m. Action on Minutes: The motion was made by Mr. Bell and seconded by Mr. Morrow to approve the minutes of the 7/01/19 regular meeting; the motion passed unanimously. Presentations and/or Public Comment: none Discussion Items and Possible Action Thereto: Marina Rescue Vessel: Ms. Sanchez advised it has been two years since the Marina Department ceased search and rescue operations due to lack of funding and training. Mr. Bell inquired about Marina enforcement on the water after an incident with jet skis violating the No Wake Zone. Per Ms. Sanchez the Marina does not have the capacity to enforce boating laws, but the topic merits further discussion. Depth along bulkhead near J -hoist: Ms. Sanchez advised finding funding for dredging is a challenge, but it has been included in the CIP and she plans to approach the Type A board. Mr. Bell suggested asking a large shrimp boat to park and run their engines for a period to clear out the sand as done previously. Boardwalk Repairs: Ms. Sanchez informed the committee of major boardwalk repairs that are needed and are dependent on funding from the CIP, Type A board, or the Restore Act. There has been no progress on the Restore Act. Mr. Bell suggested the board submit a letter endorsing items the Marina may bring to the Type A board for funding. Seabin Installation: The Seabin was installed ahead of schedule behind a gate near a power supply by L pier. Ms. Sanchez has a media blitz and ribbon cutting planned. Committee/Staff Reports: Arts: Ms. Baen advised Dianna Bluntzer with the Corpus Christi Art Center submitted a grant for funding to install a decorative checkerboard. Should the funding come through the approximate start date will be late September — early October with a completion date of late December — early January. Boater Facility: Mr. Bell advised a tenant survey has been drafted and is currently being looked over by Marina staff. The committee will then vet it and it will be sent out to tenants to determine their wants and needs. Facility Design: Ms. Sanchez advised Engineering is working on a design for a new haul out facility. Mr. Bell noted the main issue is finding a place to relocate Gulfstream Marine, so their business is not shut down for the duration of the project. Ms. Sanchez stated in the past Engineering has provided portable offices which could be placed on Old Shoreline Blvd. CC Marina Foundation: Mr. Laux advised the foundation paperwork is still pending and he will be meeting with the Legal department. Culture: Mr. Laux advised they are looking for grants to enhance the green space in the Marina. Potential funding could come from Texas Parks and Wildlife Department grants. Park Development: Mr. Laux advised a Dockwalker program is in the works to educate tenants. Coast Guard Auxiliary needs funding to acquire the literature to hand out. Ms. Sanchez advised the Port of Corpus Christi may provide the needed funds. The program is slotted to begin Summer 2020. Director's Report: Ms. Sanchez reported the Columbus Sailing Association patched 1 leak on La Nina and the US Coast Guard has asked for a survey of the vessel. Materials for Morf dock arrived this week. Ms. Sanchez advised the City is holding meetings for the general public to view the 2020-2021 City budget plan. If the budget passes Storm Water Department will install some catch basins along the seawall.
