I. CALL TO ORDER, ROLL CALL
Chair Jay Gardner called the meeting to order at 5:3 5 p .m . City Staff Jennifer Berkich called roll .

II. APPROVAL OF MINUTES FROM FEBRUARY 4, 2020
Motion by Committee Member Carter Tate to approve the minutes.
Second by: Committee Member Brud Jones.
Motion carried by unanimous vote.
III. CONSIDERATION OF REQUEST FOR EXCUSED ABSENCES
Absences: Jodi Steen and Carter Tate were absent on February 4, 2020.
IV. PUBLIC COMMENT
There was no public comment.
V. ONGOING BUSINESS for Discussion/Possible Action
Ex-Officio Members’ Updates
1. Beaches & Parks - Darren Gurley, Gulf Beach and Natural Resources Superintendent
Darren’s group is setting up for spring break right now. The portable restrooms on 380 are being setup.
They are moving sand on Newport Pass. There will be an emergency lane on the sand for public safety
only. Volleyball court has been completed in front of the seawall. This year the City will be working with
County to provide lifeguards and a mobile unit during spring break. TXDOT provided a digital board about
beach awareness and safety.

2. Island Engineering Update – Keith Selman, Assistant City Manager
NPI Beach Access Roads – Will begin construction after spring break. PC Restoration – USACE permit in final
stage. FEMA approval pending. PC Dredging – Design just began. Meeting with Army Corp today about
permitting. PC Boat Launch – Completed. Packery Channel Waterline crossing – Design contract awarded to
Urban Engineering on January 28, 2020.
SPMP for Island area – Richard Martinez, Director of Public Works
Aquarius St is on hold for about month for redesign, not ultrathin, estimated to start in April. Any street detailed
with “overlay” does not need a big design, has a work order issued to contractor, notice to property owner, and
will be in construction after spring break. These streets should be taken care of this month and next. King
Phillip St in design right now and will be done in summer.
VI. NEW BUSINESS for Discussion/Possible Action
1. Bond 2018
Keith Selman provided a handout for JFK Causeway Access Road Improvements from HDR on whether certain
projects were a go or not. Asked ISAC members to review and provide any comments to bring back to the
contractor.
