Call to Order The meeting was called to order by Linda Gibeaut at 12:32 p.m. H. Roll Call of Members Roll was called, and a quorum was confirmed. III. Discussion and Approval of Minutes from June 171h, 2020 Sharon Ray motioned to approve the minutes. The motion was seconded and passed unanimously. IV. Discussion and Approval of Absences from June 17'h, 2020 Sharon Ray motioned to approve the absence of Jarvis Amaya. The motion was seconded and passed unanimously. V. Department Presentation and Discussion • Region 11 Zoonosis Report — No discussion due to one of the board members needing to leave the meeting therefore a quorum was no longer present. • Current Shelter Report and Clinic Report —Mr. Skidmore went over CCACS Comparison Shelter report June 2019/2020. Highlighting an increase in Live release from 86.98% in 2019 to 87.85% in 2020, Violations from 139 in 2019 to 311 in 2020 and a decrease in Bite Cases form 144 in 2019 to 93 in 2020. The Average Length of Stay for Dogs/Cats/Other also reflects a decrease for Cats 23 in 2019 to 8 in 2020 and Dogs 16 in 2019 to 10 in 2020. Clinic Report for Dogs/Cats at 134 in 2019 and 55 in 2020. Microchips in 2019 is 166 and 11 in 2020. City Licenses for 2019 were 612 and 542 in 2020. Mr. Skidmore and the rest of the board were unable to continue the meeting due to Ms. Carlisle needing to leave the meeting at 1:00 pm, therefore a quorum was not present. • Program Manager Update — Mr. Skidmore introduced our new Assistant Program Manager Vickee Soliz.to the committee. Subcommittee Reports • Ordinances - Bypass • Volunteer Recruitment - Bypass • Tethering Ordinances —Bypass • CCACS Ordinances- A motion was made and passed unanimously to allow the CCACS presentation to be presented first on the agenda. Officer Escalante gave a presentation on Sec.6-126.-City Registration, Sec. 6-125 Failure to Reclaim. Officer Escalante discussed statistics on animals with a microchip returned to owner, the cost benefits of a microchip instead of a city registration tag and holding owners accountable that do not reclaim. Ms. Carlisle asked what the fee would be for an owner that did not reclaim. Officer Escalante advised the fee has not been established yet, it needs to be an approved ordinance first. Mr. Amaya inquired on enforcement for the Microchip Ordinance. Officer Escalante explained that it would be similar to the current City Registration Ordinance that will allow citations to be issued to the owner if animal is not chipped and/or updated. Ms. Ray motioned to move forward with the proposed ordinances, the motion was seconded and passed unanimously. VI. Old Business for Discussion and Possible Action • None Discussed. VII. Also a decomposed bat, a decomposed dog, a destroyed skunk, a destroyed dog, and a destroyed bat were also investigated.
