AMENDMENT NO. 9
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas, a Texas home-rule municipal corporation ("City") and LJA Engineering, Inc.
("Consultant"), agree to the following amendments to the Contract for Professional Services for Rodd Field Road
Expansion (Saratoga to Yorktown) BOND 2014 Proposition 2 (Project No. E15112):

In the Original Contract, Exhibit "A", Section I. Scope of Services shall be amended as set forth in the attached
Amendment No. 9, Exhibit"A".
In the Original Contract,Section III. Fees shall be amended based on the modified scope of services in the attached
Amendment No.9, Exhibit"A"for a fee not to exceed$29,022.44,for a total restated fee not to exceed$1,435,186.12.
All other terms and conditions of the January 12, 2016 Contract for Professional Services between the City and
Consultant, and of any amendments to that contract,which are not specifically addressed herein shall remain in full
force and effect.

Dear Mr. Edmonds.
I. SCOPE OF WORK
We have prepared Contract Amendment No. 9 (CA9) to our Rodd Field Expansion NE Contract
to cover requested additional efforts necessary to perform the following tasks:
Basic Services (Design Phase: Condition Survey for Master Channel 31 Culverts)
A. Perform a condition survey to identify any structural deficiencies that prohibit a reasonable
service life with normal maintenance. A report with load ratings will be prepared. Conditions
of the foundation, substructure and components of the superstructure will be evaluated. The
following will be included in the condition survey report:
1. Settlement of the foundation (if any)
2. Spelling, cracking, or deterioration of the concrete and corrosion of the reinforcing steel in
the substructure
3. Movement or rotation of the abutments due to approach slab or pavement movement
4. Note any damage or defects of the beams or girders and bearings
5. Note any unsound concrete, cracking, delaminations or efflorescence and depth and
corrosion of the reinforcing steel in the top and bottom of the deck
6. Deterioration of the overlay due to defects or damage in the underlying concrete
7. Photographs of the following will be taken:
a. Bridge ends
b. Bridge elevations
c. Bridge approaches
d. Problem areas
e. Views upstream and downstream, if applicable
8. A review and analysis of the extent of the deficiencies and the feasibility of repairs
9. Review of the hydraulic adequacy
10. Prepare recommendations for repair or replacement if applicable

Additional Services (Drawings for Repair Methods, Construction Inspection and Monitoring)
B. Prepare detailed drawings of repair methods and areas. This task and fee will only be
authorized should the recommendations of the Condition Assessment deem them
appropriate.
C. Construction Inspection and Monitoring of Culvert Repairs. This task and time and material
fee shall only be authorized and invoiced should Part B above be authorized.
II. CONTRACT CONDITIONS
LJA will perform the above-described work for the fees established below and shown on the
attached manhour analysis. The intent is to complete Part A listed above and review the findings
and recommendations with City Staff. Then either Part B will be authorized by the City based on
the results or an additional contract amendment will be submitted for design of full replacement
of the culverts if deemed necessary. Additionally, only if Part B is authorized will Part C be
implemented.
III. BASIS OF COMPENSATION
LJA proposes to perform the above-described scope items of work (A & B) on a Lump Sum fee.
Scope item C shall be invoiced on a Time and Materials basis. Should the findings of the report
in Par A indicate that the culverts are not structurally sound and need to be replaced, LJA will not
perform work associated with Parts B & C as they will not be needed.

IV. SCHEDULE OF WORK
The inspection of the culverts will be contingent upon the de-watering of MC-31 by the current
contractor working on the Rodd Field Road Improvements. We anticipate that performing the
inspection and repair method details (Tasks A& B)will take no longer than 2-weeks after MC-31
has been de-watered.

V. SCHEDULE OF PAYMENT
Invoices shall be prepared, submitted and paid on a monthly basis in accordance with the Original
Contract. Invoices will be based upon engineering efforts spent at the time of invoicing. Contract
Amendment No. 9 documents are attached.

DEFINITIONS
a. "Board member." A member of any board, commission, or committee of the city,
including the board of any corporation created by the city.
b. "Economic benefit". An action that is likely to affect an economic interest if it is likely to have
an effect on that interest that is distinguishable from its effect on members of the public in
general or a substantial segment thereof.
c. "Employee." Any person employed by the city, whether under civil service or not, including
part-time employees and employees of any corporation created by the city.
d. "Firm." Any entity operated for economic gain, whether professional, industrial or
commercial, and whether established to produce or deal with a product or service, including
but not limited to, entities operated in the form of sole proprietorship, as self-employed person,
partnership, corporation, joint stock company, joint venture, receivership or trust, and entities
which for purposes of taxation are treated as non-profit organizations.
e. "Official." The Mayor, members of the City Council, City Manager, Deputy City Manager,
