Stevens Water Treatment Plant (ONSWTP) has a number of Power Control Rooms (PCRs) located throughout the plant to supply power to different chemical feed facilities, equipment and lighting in the plant. Power Control Room 1 (PCR 1)is located near the northeast boundary of the plant, east of the plant electrical substation. It was constructed in 2000 and is approximately 49-feet by 19-feet in size. In the recent past, plant staff have encountered problems with the north door access and adjacent concrete landing/stairs which prohibits the door from opening. The purpose of this task authorization is to perform a structural assessment of the building to determine if the building has undergone any vertical movement or if any damage has occurred. Under this task authorization, based on the assessment performed, the Engineer will also provide necessary recommendations for improvements and engineering drawings along with associated costs. As per the scope of the task authorization,an initial assessment was conducted on January 27,2020. Based on this, it is recommended that a new access to the building on the north end will need to be designed. The scope of this task authorization includes the effort to develop drawings to assist with the construction of the proposed access. SCOPE OF WORK The Engineer will perform the following: Task 008A- General Engineering • Review existing available documentation including construction plans, prefabricated building specifications, geotechnical engineering reports, sketches, photographs and other relevant data pertaining to the project. • Perform site visit to collect field information and assess the foundation and structure of PCR 1. • Perform elevation survey of the existing foundation top of concrete. • Provide a brief engineering letter report to the City including the following: o Site assessment findings o Recommendations for improvement o Engineer's opinion of probable construction cost • Perform structural analysis and design for the platform, stairs and guardrail systems such that all code-required loads are met. • Prepare drawings to include necessary plans, sections and details required to adequately depict the work to be constructed. Drawings will be prepared using AutoCAD 2018. • Submit preliminary drawings for City review and comment. 1 Exhibit A Page 2 of 5 P7US LNV IJhm 16,1 • Address City comments and submit final drawings to City, signed and sealed by a Texas Licensed Professional Engineer. In case the City decides to bid out the work, additional effort will be required for the development of technical specifications and providing bid phase assistance. DELIVERABLES: • Signed and sealed engineering letter report • Draft engineering drawings for City review • Final signed and sealed engineering drawings SCHEDULE The time limits set forth in the schedule shall include allowances for reasonable and expected review time by the City and approval by authorities having jurisdiction over this project and shall not be allowed as cause for delay or adjustments to the schedule. Delays caused by review times by the City exceeding those anticipated by the Engineer's schedule are cause for adjustments in the schedule. Any adjustments made to the agreed upon schedule shall be made in writing and accepted by both parties. The Engineer shall begin work immediately upon receipt of the executed Task Authorization and/or Notice to Proceed(written or emailed). Task Task Description Schedule Notice to proceed(NTP) To be determined(TBD) 007 General Engineering 3 weeks after NTP FEE The services under this task authorization will be provided on a lump sum basis.
