In order to assist the City with the achievement of this objective, the City contracted with Signature Automation, LLC, an engineering consulting firm that specializes in control systems for the water/wastewater market,to develop a Wastewater System SCADA Master Plan. Signature Automation supplemented their strong SCADA capabilities by adding to their team EMA, a nationally renowned engineering firm with significant expertise in SCADA Master Planning. Additionally, Signature Automation, Freese & Nichols, Inc. a large regional firm with extensive experience in the Coastal area and specifically with the City's wastewater system is part of the team to lend their institutional knowledge to the long term planning. In preparation for the SCADA master plan,the Signature Automation team performed preliminary site assessments of all six wastewater treatment plants and a select number of lift stations of various sizes that were deemed typical of the remainder of the lift stations within the City's wastewater system. The purpose of this preliminary assessment was to allow the engineering team to gain a preliminary understanding of the City's needs associated with the existing control systems and their related equipment to aid in determining areas that should be focused on for a more in-depth SCADA Master Plan. The scope and cost estimate reflected in this proposal assume a very active participation by City staff in the development of the master plan. It is our understanding that City staff has completed a significant amount of preparatory work in advance of the formal start of the master planning project. The Signature Automation team will review documents provided by City staff and incorporate those documents in the master plan deliverables as appropriate. This approach will leverage the prior efforts of City staff in the development of the master plan. The following scope descriptions include a description of the activities and documents that are expected from City staff; the cost estimate also takes these efforts into account. City of Corpus Christi Wastewater System SCADA Master Plan Scope of Services 1 Exhibit A Page 5 of 15 WORK PLAN Phase 1 - Project Management Signature Automation believes that effective project management is a critical factor in the successful completion of any project. Having executed hundreds of projects with municipal utilities, Signature Automation has developed a structured project management process optimized for use in the public sector. The key components of our project management approach are outlined below. Task 1.1 Project Management Plan We will begin the Project Management task by developing a Project Management Plan (PMP).The PMP will include the following information: Table 1:Project Management Plan Topic Description Task Assignments This section will define the roles and responsibilities of Signature Automation's Project Manager and Core Team. It will also assign specific activities to all SME's along with the subconsultants.The section will describe the tools that will be used to ensure integration of the project team to meet project objectives and program standards.This section will be updated throughout the project as specific roles and responsibilities evolve. Schedule Management A project schedule will be developed, showing all anticipated meetings,workshops, site visits,and deliverables review periods. Budget Management Signature Automation uses Deltek Vision for project accounting.Vision is a powerful tool with a flexible reporting system that enables the project manager to analyze project budget performance. QA/QC This section will include a description of Signature Automation's quality assurance and quality control systems.Signature Automation's QA/QC process has been refined during numerous project engagements to effectively manage quality related issues. Project Deliverables The PMP will include a table of the anticipated deliverables under this project including at a minimum the following information: name of deliverable,delivery format,and schedule for delivery.This table will be updated by Signature Automation as necessary and reviewed monthly at the Project Meetings. All deliverables will be provided in electronic format.The final Master Plan will also be provided in hard copy as well electronic format. City of Corpus Christi Wastewater System SCADA Master Plan Scope of Services 2 Exhibit A Page 6 of 15 Task 1.2 Progress Reporting Progress reports will be submitted to the City's Project Manager(PM)each month for the duration of the project.The progress reports will be formatted to summarize the work completed for the current month and the work planned for the following month.The progress reports will also provide a task-by-task analysis of budget expended versus progress to date. If the expenditures for any task are significantly out of proportion to progress,the report will include a discussion of the contributing factors and a proposed plan for correcting the situation. Progress reports will also include an updated Action List, Decision Log, and Project Schedule. Task 1.3 Project Kickoff Meeting At the outset of the project,we will conduct a formal kickoff meeting.This two-hour meeting will ensure a common understanding of the detailed project scope and schedule by the entire project team.We will review the planned tasks,with special emphasis on the site visits,workshops, and review meetings that will involve the City staff. During this meeting,we anticipate that the City will identify the members selected for a Core Team as well as an Executive Steering Committee. The treatment facilities and representative remote sites to be included in the site visits will also be selected. We are proposing a SCADA Core Team be established to consider and provide direction on the strategic components of the Master Plan.The Core Team should consist of a limited number of the City staff members who (1) have knowledge of the existing SCADA and DCS systems; (2) knowledge of City Operations; (3)can collectively represent the interests of the City in defining the requirements for upgrades and improvements to the existing systems; and (4)can dedicate the necessary time to actively participate in the planning activities. Ideally,the Core Team will continue to participate in the planning and execution of the follow-on SCADA work. In addition to the Core Team,the City should establish an Executive Steering Committee which includes top-level managers and decision makers.The Steering Committee will be briefed at key milestones during the development of the master plan and consulted at critical decision points. Task 1.4 Periodic Project Meetings Signature Automation will conduct a monthly project review meeting to review the progress of this project and to discuss any outstanding issues and potential problems. For budgetary purposes,we assume that these meetings will be held in conjunction with other project meetings or workshops where possible,or will be conducted via web conferences. A standard agenda will be developed for the progress meetings, and minutes will be provided for each meeting. In addition to the monthly progress meetings,additional meetings and workshops will be conducted as needed to support each of the project tasks. We will also conduct a brief(30 minute) bi-weekly teleconference between the Signature Automation PM and the City PM.A summary of the topics discussed during the teleconference will be provided. Phase 2 - Current State Assessment The Signature Automation team recently completed the Wastewater Treatment System SCADA Master Plan Evaluation Report. This report was based on preliminary site assessments of all six wastewater treatment plants and a select number of lift stations. A set of workshops were also held with City team City of Corpus Christi Wastewater System SCADA Master Plan Scope of Services 3 Exhibit A Page 7 of 15 members to understand the status of the existing systems. The Current state assessment will leverage the information gathered during the development of this report. Task 2.1 Documentation Review We were provided a number of SCADA system documents during the development of the evaluation report.We will review these documents and submit a request for information to gather additional system documentation for review. We plan to request all existing SCADA system documents, including prior SCADA related studies, System Block Diagrams, Network Block Diagrams, Communication System Block Diagrams, Process Control Narratives, SCADA O&M Manuals,etc.This will also include any documentation of in-house projects. We will also request a limited set of SCADA related documentation for the Wastewater Treatment Plants so that we can ensure a full understanding of the Wastewater SCADA systems. We will also request a comprehensive list of lift station sites.This list of sites should include location (GPS coordinates or street address), facility type (duplex lift station, stormwater station, regional lift station, etc.), installed PLC/RTU, I/O lists, communications method and current communications path. We request that as many of these documents as possible be provided in electronic format. For any documents that are not available electronically, we request that copies for off-site review be provided at the Project Kickoff Meeting. The Signature Automation team will perform a high-level review of these documents in order to gain a more complete understanding of the existing systems currently in use by the City. As part of this review and during the Site Visits,we will make note of missing or out-of-date documentation. Task 2.2 Site Visits The purpose of the site visits is for our team to develop a more detailed understanding of the existing SCADA system components installed at each WWTP and representative remote sites. We will review PLC/RTU installations, communication network equipment, cyber and physical security measures, and SCADA equipment (SCADA servers, workstations, Historian, etc.). We do understand that the cyber and physical security measures at these facilities are being addressed via a separate project, therefore,this portion of the review will be cursory in nature to gain an understanding from City staff of what is being planned for. We will also conduct a high-level review of the type and condition of instrumentation at the representative remote sites. Our site visit team will take copies of the applicable system documentation along to each site and perform spot checks of the accuracy, currency, and completeness of the documents. Our site visit team will compile field notes and take digital photos at each location. These notes and photos will be included as appendices in the SCADA System Current State Technical Memorandum. The specific WWTPs and remote sites to be visited will be determined during the Kickoff meeting. We have assumed that a total of three (3) days will be required for site visits to document the current state of the SCADA systems. We also assume the site visits will be done in conjunction with the kickoff meeting. City of Corpus Christi Wastewater System SCADA Master Plan Scope of Services 4 Exhibit A Page 8 of 15 Task 2.3 Review of Current and Planned Projects The evaluation report included a list of current and planned projects impacting the wastewater systems. Our team will conduct a high level review of these projects to better understand the SCADA system components that may be impacted by these systems and how these projects may factor into the overall SCADA program defined as part of this master plan. This high-level review is separate from a planned peer-review activity for selected design projects. Task 2.4 Current State Technical Memorandum Based on the information gathered during site visits and interviews,the Signature Automation Team will work with the City's Core Team to develop a current state technical memorandum (CSTM)that summarizes the current state of the Wastewater SCADA systems.The memo will include a discussion of each major subsystem (Networks, PLCs, Control System Equipment, SCADA Servers, Software, Historian, etc.) addressing the following: • Physical condition • Position of equipment/software in the product life cycle • Applicability for future SCADA applications City staff will prepare a set of"As-Is" conceptual system architecture diagrams and network architecture diagrams based on the information gathered during the site visits. City staff will also update any existing detailed block diagrams to match conditions found during the site visits. The As-Is architecture and updated block diagrams provided by the City will be included in the Current State Technical Memorandum. A draft version of the TM will be provided for review.After a ten-day review period, we will conduct a two-hour workshop to discuss the TM with the Core Team. We have assumed that the CSTM review workshop will be conducted in conjunction with the beginning of the Stakeholder Workshops. Review comments from the workshop will be incorporated into the final version of the Current State TM,which will be included as an appendix to the SCADA System Master Plan. Phase 3 - Requirements Development and Analysis Task 3.1 Stakeholder Workshops Signature Automation will conduct workshops with City Wastewater System Stakeholders to review current system functionality and performance and to discuss areas that require upgrade and enhancement.The intent of these workshops is to build understanding and consensus among the primary Stakeholders with respect to the requirements and Stakeholder needs. Representatives of the following stakeholder groups should participate in the workshops. • Wastewater Operations • Electrical/Instrumentation • Wastewater Collections Operations/Maintenance • Engineering/ Management City of Corpus Christi Wastewater System SCADA Master Plan Scope of Services 5 Exhibit A Page 9 of 15 Signature Automation will work with the Core Team to determine the specific participants from each group. We will distribute a SCADA System Requirements Checklist to the participants in advance of the workshop.This checklist summarizes the major issues that should be considered when defining requirements for SCADA System upgrades and enhancement and, by reviewing it,the workshop participants should be better prepared to contribute to the workshop. We will prepare a structured workshop agenda which will help the City staff focus on the operational requirements for any new or upgraded SCADA System. We will review the current conditions and existing functionality (sometimes referred to as the "As-Is" state).Typically,there are many features and functions of the existing system that work well, and which should be retained in any new system. We will also discuss features and functionality that are missing or not ideal in the current installation, including system expansion capability ("To-Be" state).We will also identify system components that are in need of near-term replacement by virtue of their age, obsolescence or their functional limitations. To accommodate City staff schedules,we have assumed that we will conduct two (2) four-hour workshops on consecutive days. Task 3.2 SCADA Vision Workshop The City Core Team will develop a draft version of a vision statement for the SCADA System. The vision statement should consist of three to five concise, pragmatic statements which define the strategic goals for the manner in which the City will use the Wastewater System SCADA System to support their overall strategic goals. Signature Automation will conduct a two-hour workshop with the City Executive Steering Committee and other leadership team members, along with the Core Team to review industry best practices and how the existing SCADA systems compare to the best practices. We will also review the draft Vision statement and set of goals for the future SCADA Systems.These discussions will be mindful of the existing systems and the need to maximize the return on the existing technology investments, but with a forward-looking vision for developing SCADA Systems based on industry best practices to meet the needs of the City. After the vision workshop is completed, Signature Automation will work with the Core Team to update the draft vision statement, if required. Task 3.3 SCADA Requirements Analysis Signature Automation will document the requirements gathered during the stakeholder workshops and will combine these with the broad requirements defined during the SCADA System Vision development. The requirements will be organized into broad categories and decomposed into more detailed requirements as appropriate. An initial list of potential requirements categories may include: • Vision and strategy for future operational controls • Overall SCADA System Architecture • Control Philosophy • HMI Hardware and Software Functionality City of Corpus Christi Wastewater System SCADA Master Plan Scope of Services 6 Exhibit A Page 10 of 15 • Alarm-Event Management • Data Management (Historian) and Reporting • Communication Systems Design and Functionality • PLC/RTU Design and Functionality • Instrumentation • Cyber Security • Disaster Recovery/Business Continuity • Integration with other City Business Systems (CMMS, LIMS, GIS, etc.) • Organization, Practices and Procedures • Documentation • Optimization • Standards • System Maintenance and Service-level Expectations Once the requirements are organized,the requirements will be subjected to a prioritization exercise. Signature Automation will work with the Core Team to finalize the prioritization methods. An initial list of prioritization categories is: • Pass/Fail: The requirement is critical enough so that if a system does not meet the requirement it cannot be considered further. • Critical:The requirement is essential to the operational mission of the City. • Moderate: Important requirement that does not directly impact the operational mission but may have operational or management benefits. • Low: This category describes "nice to have" features which may not be operationally critical. Signature Automation will develop an initial prioritization and provide this to the Core Team for review. After the Core Team has had the opportunity to review, a two-hour Requirements Validation Review Workshop will be conducted via web conference.This workshop will be used to discuss and refine the information gathered during the Requirements Study and further refine the prioritization of requirements. Phase 4 - SCADA System Architecture and SCADA Support Development Task 4.1 SCADA System Architecture Development Following the definition and validation of the system requirements,the City Core Team will develop a draft overall SCADA system architecture for the Wastewater Treatment systems.The SCADA system architecture can then be leveraged as a tool for the SCADA components of any ongoing or planned wastewater projects. City of Corpus Christi Wastewater System SCADA Master Plan Scope of Services 7 Exhibit A Page 11 of 15 A number of different configurations are possible ranging from dedicated servers and applications for each treatment facility to a single server and application driving separate workstations for each treatment facility. There are also various hybrid configurations between the two extremes. The City has selected the Rockwell Automation FactoryTalkSE platform for the SCADA system HMI software. It will be important to assess the strengths and weaknesses of this software package in supporting the planned system architecture. Signature Automation will conduct a half-day workshop with key City staff to review draft system architecture and discuss any enhancements that may be worth considering. Based on the results of this workshop,the City will develop a final SCADA system architecture. The SCADA system architecture provided by the City will include the location and quantity of SCADA servers, SCADA workstations, inter-plant communications needs, and capabilities for remote access to the SCADA systems. For potential SCADA server locations, the City will evaluate the HVAC, fire protection, and physical security considerations for existing locations. The SCADA system architecture developed by the City will be provided to Signature Automation and will serve as a key component for the future project planning to achieve the City's vision. Task 4.2 Development of Preliminary Project List and Draft Prioritization Signature Automation will create a list of potential improvement projects and initiatives that address SCADA system upgrades needed to meet system requirements. Recommended improvements will include general recommendations to meet defined requirements as well as specific recommendations to mitigate any risks uncovered during the data gathering portion of this project. We will conduct a two-hour workshop via web conference with the Core Team to review the list of potential improvements. Based on the results of the workshop, Signature Automation will document the priority for identified projects and will draft a prioritized list. Task 4.3 SCADA System Support Staffing Analysis Signature Automation will conduct two workshops to address the SCADA support related staffing considerations of the City.Topics to be reviewed in the workshops will include: • Review current SCADA maintenance staffing—including Water department SCADA staffing • Analysis of a consolidated SCADA system support group— Pro and Con of different approaches • Interface with City IT groups for potential support roles • What new or additional training is needed to maintain the new SCADA system? For budgetary purposes,we are planning on two half-day workshops, conducted on separate weeks,to develop and analyze the proposed staffing model. These workshops will be held in conjunction with other workshops to help minimize the travel costs. The results of the workshops will be documented in a technical memorandum with recommendations for changes in operational alignments, maintenance activities, and training. After a ten-day(10) review period,we will conduct a two-hour workshop via web conference to discuss the TM with the Core Team. After the workshop, the City will have five (5) additional days to accumulate review comments and provide a consolidated set of comments. The final technical memorandum will be finalized based on comments provided by the City. Phase 5 - SCADA Alternatives Analysis Our experience shows that a subset of the potential projects may require a detailed analysis of alternatives prior to developing conceptual scopes for the projects. However, we understand the City has already performed much of this analysis. Furthermore, in some cases, the City has already developed preliminary designs for some of these items,thus decisions have already been made for moving forward. To leverage the efforts performed by the City to date,the Signature Automation Team will conduct a review of the work done and make recommendations for enhancements, where appropriate. It is anticipated that the analysis will be cursory in nature. Should a more detailed analysis be required to meet the City's vision or to further define the potential projects, it will be accomplished via a separate Task Order to this contract. The following alternatives will be reviewed. Lift Station Remote Telemetry Unit Analysis The City Core Team will provide a brief writeup that describes the alternatives that were reviewed for Lift Station Remote Telemetry Units Analysis along with the approach(es) selected for implementation. Preliminary block diagrams and budgetary cost estimates should be included if available. The information provided by the City will be incorporated into the SCADA Alternatives Technical Memorandum. Remote Site Telemetry Analysis The City Core Team will provide a brief writeup that describes the alternatives that were reviewed for remote site telemetry along with the approach(es) selected for implementation. Preliminary block diagrams and budgetary cost estimates should be included if available. The information provided by the City will be incorporated into the SCADA Alternatives Technical Memorandum. Wide-Area Networking Analysis The City Core Team will provide a brief writeup that describes the alternatives that were reviewed for the wide-area network along with the approach(es) selected for implementation. Preliminary block diagrams and budgetary cost estimates should be included if available. The information provided by the City will be incorporated into the SCADA Alternatives Technical Memorandum. Task 5.1 SCADA Alternatives Analysis Technical Memorandum Signature Automation will develop an Alternatives Analysis Technical Memorandum that documents the City's process used for comparing functional alternatives and lists the recommended approach for each, and document the decisions made.The TM will also include any recommendations the Signature City of Corpus Christi Wastewater System SCADA Master Plan Scope of Services 9 Exhibit A Page 13 of 15 Automation Team provides based on our review of the selections made by the City, along with any cost impacts these recommendations may have to the budgetary cost estimates provided by the City. A draft version of the TM will be provided for review.After a ten-day review period,we will conduct a two-hour workshop via web conference to discuss the TM with the Core Team.After the workshop,the City will have five (5)additional days to accumulate review comments and provide a consolidated set of comments.These review comments will be incorporated into the final version of the Alternatives Analysis TM,which will be included as an appendix to the SCADA System Master Plan. Phase 6 - Implementation Planning Task 6.1 Conceptual Project Scope Development Based on the information gathered from the Alternatives Analysis and the preliminary project list,the recommended improvements will be further defined,and a business case developed for each improvement.The improvements will be reviewed against performance requirements such as: • Overall life-cycle costs • Decreased maintenance costs • Improved system reliability and customer service • Enhanced regulatory compliance • Return on Investment • Failure risk avoidance Once the recommended improvement projects are defined, project summaries and conceptual level scope definitions will be developed. Each project summary will include: • Business case • Conceptual scope of work, listing major steps and activities • Estimated design budget • Opinion of probable construction cost • Project schedule The project summaries will be provided to the Core Team for review in advance of the prioritization workshop. The conceptual scope of work outlined in the project summaries can be used in future procurement activities, such as the development of a Request for Proposal to implement the defined project. Task 6.2 Project Prioritization and Scheduling Workshop A two-hour workshop will be held with the Core Team to review the proposed projects,to establish the prioritization of each project.This will include consideration of the relative impact of each project as well as the anticipated construction/implementation cost.An initial priority will be assigned by Signature Automation for each project,with general priorities of Critical, High, Medium,and Low as an initial list.These priorities will be reviewed and validated with the Core Team.Once the projects are City of Corpus Christi Wastewater System SCADA Master Plan Scope of Services 10 Exhibit A Page 14 of 15 prioritized, an overall schedule for the SCADA program will be developed.This will allow the analysis of costs over the duration of the program implementation. Based on the outcome of the prioritization workshop, an overall implementation plan will be developed and documented as part of the SCADA Master Plan. Phase 7 - Develop SCADA Master Plan Task 7.1 Draft Master Plan The draft SCADA Master Plan will summarize the results of the previous tasks and provide an overview of the planned the City SCADA program.The draft SCADA Master Plan will summarize each planned project, along with the anticipated costs, and provide a consolidated program schedule and capital expenditure plan. Detailed project summaries will be provided as an appendix to the master plan. The document will also include discussions of issues which should be addressed as part of the SCADA program, such as SCADA governance, organizational issues, standards, and other topics. Appendices to the master plan will include the final version of all previously submitted technical memoranda. Task 7.2 Master Plan Review A draft version of the Master Plan will be provided for review. After a ten-day review period, we will conduct a two-hour workshop via web conference to discuss the Master Plan with the Core Team. After the workshop, the City will have five(5) additional days to accumulate review comments and provide a consolidated set of comments. These review comments will be incorporated into the final SCADA System Master Plan. Task 7.3 Final Master Plan Signature Automation will incorporate the City review comments into a final version of the Master Plan. Final SCADA Master Plan will be delivered with five (5) printed copies, plus one electronic copy. A two-hour presentation will be provided to the Steering Committee, Core Team, as well as to interested City stakeholders.
