Call to Order by Dotson Lewis at 5:35 p.m. II. Roll Call of Members: Dotson Lewis, Jerry Plemons, Amy McCoy, Alissa Mejia, Casandra Lorentson, Mandy Cox, Howard Schauer, Florence East, Hannah Husby and Twila Stevens. Absent: Jerry Plemons, Amy McCoy. III. Public Comment – No public comment received via email as mentioned in agenda five minutes before the 5:30 p.m. start of this meeting. IV. Presentation and New Business for Discussion and Possible Action  Bond 2020 Projects – Overview provided by Jermel Stevenson, Director. Presentation contained an outline of the $20,000,000 total preliminary estimated cost of the following preliminary projects for facilities: i. Parking lot and restrooms a $2,500,000 preliminary estimated cost for construction of new restrooms, relocating existing playground, and renovating parking lot on North Beach. ii. Swimming Pools an $8,000,000 preliminary estimated total cost for: 1. Replacement of existing restrooms, lockers, shade structures, etc. at West Guth Park (9705 Up River Rd., 78410) for a $500,000 preliminary estimated cost. The pool is only a few years old and does not need to be replaced, but facilities are dated and need to be demolished and rebuilt, and 2. New swimming pool with restrooms, locker, parking lot at Bill Witt Park (6869 Yorktown Blvd., 78414) for a $7,500,000 preliminary estimated cost. iii. Senior / Rec Centers a $2,200,000 preliminary estimated cost to demolish Oak Park Recreation Center (near Woodlawn Park, 842 Erwin Dr., 78408); design and construct a 5,300 square foot facility within the same City owned property. iv. Park Operations a $7,300,000 preliminary estimated total cost for: 1. Installation of regional type playground (similar to playground types at The Water’s Edge and Manuel Q. Salinas Park), construction of a skate park (above ground pre- manufactured type), construction of small picnic areas (shade structures w/ concrete pad, bbq pits) at West Guth Park (9700 Up River Rd., 78410) for a $2,000,000 preliminary estimated cost, 2. Installation of outdoor equipment around walking path, construction of a skate park, and installation of LED lighting for soccer fields and walking path at Manuel Q. Salinas Park (1354 Airport Rd., 78405) for a $1,000,000 preliminary estimated cost, 3. Repair of parking lot, installation of rip rap, and repair of parking bollards at Philip Dimitt Municipal Fishing Pier (202 Jester St., 78418) for a $500,000 preliminary estimated cost, 4. Replacement of tennis court surface at Parker Park (654 Graham Rd., 78418) for a $300,000 preliminary estimated cost, and 5. Upgrade the current playground experience by installing shade structures over new playgrounds and utilizing a pour and play fall zone with concrete sub-base for a $3,500,000 preliminary estimated cost and replacement of aged and unsafe playground equipment in the following four District area neighborhood parks in the Park System: a. Cuiper Park, (2717 Cuiper St., 78415) ii. Sherwood Park, (4314 Sherwood Dr., 78411) iii. Sam Houston Park, (1629 Brentwood Dr., 78415) iv. Temple Park (3902 Reynosa St., 78416) c. District 4 (3 Parks) i. Windsor Park, (628 Sheridan Dr., 78412) ii. Golden Oaks, (2033 Red Oak Dr., 78418) iii. Douden Park, (13614 Port Royal Ct., 78418) d. District 5 (4 Parks) i. Crossgate Park, (5307 Crossvalley Dr., 78413) ii. Brighton Park, (3320 Barclay St., 78414) iii. Brandywine Park, (2601 Summer Ridge Dr., 78414) iv. Capt. Falcon Park (4712 Oso Pkwy., 78413) Motion of Support from Board for Parks and Recreation Bond 2020 Projects as presented to move project along for recommendation to City Council – 1st, Howard Schauer, 2nd, Alissa Mejia, Unanimous thereafter.
