I.Call to Order/Roll Call
•Call to order at 4:30 p.m.
•A quorum was established at 4:33 p.m.
•Members present: Chair Jillian Becquet, Vice-Chair Craig Thompson, Dr. Christine Reiser-
Robbins, Madeleine Fontenot, and Randy J. Dees, Sr.
•Members absent: Dr. Bryan Stone, Kathleen de la Garza, Ernest Rucker, Jr.
•Confirmation made at 4:35 p.m. of no emails received for Public Comment
II.Approval of Minutes:
•June 24, 2020 Meeting
o Motion to approve as presented by Commissioner Reiser-Robbins, seconded
by Chair Becquet. Motion passed unanimously.
III.Approval of Absences from June 24, 2020 Meeting
•Vice-Chair Craig Thompson, and Commissioner’s Dr. Ira J. Freeman
o Motion to approve absences by Commissioner Reiser-Robbins, seconded by
Commissioner Fontenot. Motion passed unanimously.
IV.Public Comment: Comment from the audience on matters not scheduled
•None were received via email, checked at 4:32 pm
V.Update on Historic Preservation Plan
Craig Garrison encouraged Landmark Commissioners to offer feedback and any other comments
to Staff on proposed stakeholders. Chair Becquet asked which Consultant was selected and Mr.
Garrison stated it was McDoux Preservation from Houston, Texas. They have worked on several
historic projects in Texas, but this will be their first preservation plan. Chair Becquet said if there
were any other suggestions of stakeholders, she would email them.
VI.Certified Local Government (CLG) Application – Proposed Old Bayview Cemetery Preservation
Plan
Craig Garrison informed Landmark Commissioners the CLG Grant unfortunately could not be
matched by the Parks & Recreation Department due to budgeting constraints and the grant
application would be discontinued. It was also mentioned how the Nueces County Historical
Commission could be seeking a grant for a survey of the Old Bayview Cemetery which in turn could
possibly cover some of the same goals. Chair Becquet mentioned there could be an opportunity to
seek assistance from other local non-profit organizations since the match did not have to be a City

match. Nina Nixon-Mendez let Commissioners know if anything else materializes, notification would
be done via email.
VII. Landmark Commissioner Vacancies
Craig Garrison mentioned the current vacancies were for 1-Real Estate and 1-Title Search. The
future vacancies include 1-Historian, 1-Engineer (or Surveyor), 1-Architect, and Two Regular
Members. The members terming out November 21, 2020, would be Chair Becquet, Vice-Chair
Thompson, Commissioner Rucker, Jr., and Commissioner Christine Reiser-Robbins.
Commissioners De La Garza and Stone, regular members, would be able to continue until City
Council has accepted them. The City Secretary’s Office has already been notified of said vacancies
for posting purposes. Staff asked the Commission members contact staff for recommendations to
fill vacancies.
VIII. Items to be scheduled on the next agenda
• Historic Preservation Plan-continued discussion
• Possible discussion on Morningside Historical Society’s historical designation and any
other potential districts
• Landmark vacancies
Nina Nixon-Mendez informed Commissioners of an interested historic district from citizens. Mr.
Garrison expanded on the Morningside Historical Society’s interest in designating their area
historic.
IX. Adjournment
o Motion to adjourn by Chair Becquet, seconded by Commissioner Reiser-Robbins. Motion
passed unanimously at 4:55pm CST.
