ANIMAL CARE ADVISORY MEETING

I. Call to Order
The meeting was called to order by Connie Bowen at 12:33 p.m.
II. Roll Call of Members
Roll was called, and a quorum was confirmed.
IH. Discussion and Approval of Minutes from August 19th. 2020
Linda Gibeaut motioned to approve the minutes. The motion was seconded and passed unanimously.
IV. Discussion and Approval of Absences from August 19th. 2020
Linda Gibeaut motioned to approve absences. The motion was seconded and passed unanimously.
V. Department Presentation and Discussion
Region 11 Zoonosis Report - Mr. Skidmore reported positive cases of St. Louis Encephalitis and
West Nile Virus in our area. The cases are only in mosquito pools and not humans.
Current Shelter Report and Clinic Report -Mr. Skidmore went over CCACS Comparison Shelter
Report June 2019/2020. The total live release for dogs/cats 87.85% in 2020, 86.98% in 2019. The
live release for only cats 79.45% in 2020 and 80.00% in 2019. For "Other" there were 0 in 2020, 46
in 2019. Violation Summary we had 311 in 2020 and 139 in 2019.Bite Case Summary 93 in 2020
and 144 in 2019.Calls for Services Dogs/Cats/Other were at 2,153 in 2020 and 2,011 in 2019. The
Average Length of Stay for Cats 8 in 2020 and 23 in 2019. The Average Length of Stay for Dogs is
10 in 2020 and 16 in 2019. Clinic Report 55 in 2020 and 134 in 2019. Microchip Report 11 in 2020
and 166 in 2019. City License Report 542 in 2020 and 612 in 2019. Ms. Bowen inquired on TNR
cats. Mr. Skidmore explained that we are still working with Melissa who brings in cats that we
spay/neuter and then picks them up. Ms. Gibeaut inquired on where she was based out of and Mr.
Skidmore confirmed she is was based out of her home in Corpus. Mr. Skidmore continued with the
July 2019/2020 Shelter Report. The total Live Release Dog/Cat for 2020 85.79% and 86.79% in
2019. Live Release for just cats 78.46% in 2020 and 72.84% in 2019. Live Release for "Other" was
0 in 2020 and 1 in 2019. Violation Summary we had 339 in 2020 and 188 in 2019. Bite Case
Summary Dog/Cats 101 in 2020 and 101 in 2019. Calls for Service Dog/Cats/Other 1937 in 2020
and 1895 in 2019. Cats Average Length of Stay 20 in 2020 and 23 in 2019. Dogs Average Length of
Stay in 2020 is 15 and 14 in 2019. Clinic Report 49 in 2020 and 123 in 2019. Microchip Report 13
in 2020 and 168 in 2019. City License Report 241 in 2020 and 579 in 2019. Ms. Bowen inquired if
we were still "green sleeving" animals, Mr. Skidmore confirmed that we currently are, and any prior
surgeries done were at the discretion of Dr. Draper. Mr. Skidmore went on to August 2019/2020
Shelter Report. Live Release was at 89.17% in 2020 and 89.54 in 2019. Live Release for cats 83.47%
in 2020 and 82.95% 2019. Live Release for "Other" 19 in 2020 and 50 in 2019. Clinic Report 90 in
2020 and 108 in 2019. Microchip Report 14 2020 and 144 in 2019. City License 483 in 2020 and
625 in 2019. Ms. Gibeaut inquired the bite dogs that are not picked up by the owners. Mr. Skidmore
advised that they are evaluated for adoption/rescue.
Program Manager Update -Mr. Skidmore discussed with the committee that we are still operating
under a Covid protocol and still responding to priorities but getting ready to open to full service. Two
of the Kennel Technicians have accepted new positions as Animal Control Officers. We are also
getting a new Kennel Staff member next week. The Sr. Staff position for the Front Office was used
to post a position for a Vet Tech position. The fiscal budget year is coming to a closure and new
budget year will start October I". Mr. Skidmore advised the committee that he already did the 2021
budget presentation and it was approved. The work on the generator is almost complete. Also, better
ventilation, air circulation in the kennels is being addressed.

• CCACS Ordinances- Mr. Skidmore advised the board that he will be meeting with Chief Green as
soon as he is available to review the newly presented Ordinance's. Ms. Gibeaut voiced her concern
that the ordinances will get pushed back to the beginning stages as it has been done in the past due to
change of leadership at CCACS. Mr. Skidmore assured Ms. Gibeaut concerns would be relayed to
Chief Green and he will have an update before or by next Advisory Committee Meeting. An ordinance
regarding the feeding of wildlife is also being discussed.

• Proposal for new day and time for Animal Care Advisory Committee Meetings — Ms. Gibeaut
motioned that the meeting day and time stay the same. All members are in favor.

• Review the Ordinances that have already been presented and approved but the board by the CCACS
committee.
X. Adiournment
The meeting was adjourned at 1:05 p.m. All approved, and meeting was adjourned.

arrive, and there are health hazards which are of concern for
animals, particularly pets like dogs and cats.
The "Halloween Holiday Health Hazard For Animals" fact sheet
with tips on how to keep your pets safe is included on pages 6 and 7.
