Planning Commission
Wednesday, August 5, 2020 6:00 PM Council Chambers
Call to Order, Roll Call
Chairman Baugh called the meeting to order and a quorum was established
with no absences.
II. PUBLIC COMMENT: For the record, Andrew Dimas, Development Services,
stated that no written public comment forms were submitted.
III. Discussion and Possible Action Regarding the Election of Officers: Chairman &
Vice Chairman
Commissioner Dibble nominated Commissioner Baugh for Chairman.
Commissioner York made a motion to elect Commissioner Baugh as Chairman.
Commissioner Miller seconded the motion and the motion passed.
Commissioner York nominated Commissioner Dibble for Vice Chairman.
Commissioner Miller made a motion to elect Commissioner Dibble as Vice
Chairman. Commissioner Zarghouni seconded the motion and the motion
passed.
IV. Approval of Absences: None.
V. Approval of Minutes
1. 20-0899 Regular Meeting Minutes of July 22. 2020
A motion to approve item "1"was made by Commissioner Zarghouni,
seconded by Commissioner York.The motion passed.
VI. Consent Public Hearing (Items A & B): Discussion and Possible Action
Chairman Baugh asked Staff to present the Consent Agenda, items VI.A and
VI.B. Mr. Dimas read the Consent Agenda items into the record. New Plat items
"2, 3&4"satisfy all requirements of the UDC and State Law; the Technical
Review Committee recommends approval. Staff recommends approval for the
sidewalk waiver for item "5"as stated in Staff's report. ". Staff also
recommends approval for New Zoning item "6"as stated in Staff's report. After
Staff's presentation, Chairman Baugh opened the floor for Commissioner
comments/questions. Commissioner Schroeder asked questions regarding item
"6".

After Commissioner questions concluded, Chairman Baugh opened the public
hearing. There being no public comment, Chairman Baugh closed the public
hearing. A motion was made by Commissioner Schroeder to approve Staffs
recommendation for items "2, 3,4 5 &6"as presented. The motion was
seconded by Commissioner York and the motion passed with no abstentions.

Case No. 0820-01 - High Tide Partnership, Ltd: Ordinance rezoning
property at or near 10582 State Highway 361 (located along the the west
side of State Highway 361, north of Zahn Road. and south of Newport
Pass Road). from the "FR" Farm Rural District to the "CR-2" Resort
Commercial District.
VII. Director's Report
Nina Nixon-Mendez,Assistant Director Development Services, updated the
Commission on the orientation that took place on August 3, 2020 for the newly
appointed Planning Commissioners.
Annika Yankee, Senior City Planner, updated the Commission on an upcoming
virtual, public meeting regarding the Downtown Gateways Vision Plan to be
held on August 6, 2020. She mentioned that public input can also be submitted
by taking the online survey.
VIII. Items to be Scheduled: None.
IX. Adjournment of Planning Commission Meeting
There being no further business to discuss, Chairman Baugh adjourned the
meeting at 6.15 p.m.
