Minutes of the Ethics Commission Meeting on September 19, 2019
ACM Conference Room-5th Floor City Hall – 1201 Leopard Street
Agenda Item 1. Roll Call. The meeting was called to order by Vice-Chair Rob Bailey at 5:30 p.m.
All present except Ms. Jones (excused) and Mr. Heavilin (excused). Asst. City Atty. Lisa Aguilar
present.
Agenda Item 2. Review and approval of Minutes. Motion to approve by Mr. Axel; second by
Mr. Milby. All in favor. Motion passed. Mr. Sample requested and received excused absence
for the August 15, 2019 meeting.
Agenda Item 3. Public Comment. Mr. Rogers provided copy of an article from the Texas Tribune
regarding financial disclosure filed by Texas Sen. Royce West, U.S. Senator candidate.
Agenda Item 4. Discussion and possible action regarding Ethics Complaint form checklists.
The Commission reviewed the checklist; no action taken.
Agenda Item 5. Discussion and possible action regarding Financial Disclosure forms. (Tabled
to next meeting)
A. Report on electronic financial disclosure form and ordinance amendment .
B. Review list of reporting boards and commissions.
C. Discussion instructions for preparation of financial disclosure forms.
Agenda Item 6. Identification of items to be placed on the next meeting's agenda.
Agenda Items 5 A-C are tabled to next meeting. The Commission discussed postponing the
October meeting until November. Motion to postpone by Mr. Rogers; second by Mr. Axel. All in
favor. Motion passed.
Agenda Item 7: Adjourn. The meeting was adjourned at approximately 5:59 p.m.
The foregoing minutes of the meeting of the Ethics Commission were approved on November 21,
2019 by the Ethics Commission.
