Monday, March 2, 2020

Staff Present: Gina Sanchez, Marina Superintendent; Leah Hughen, Management Aide
Call to Order: Chairman Laux called the regular meeting of the Marina Advisory Committee to order at
5:33 p.m.
Action on Minutes: Mr. Bell requested an addition to the minutes; under Committee/Staff Reports add the
survey for the boater’s facility will cover tenant input on a new facility and as well as other tenant issues.
The motion was made by Ms. Avery and seconded by Mr. Bell to approve the amended minutes of the
2/3/20 regular meeting; the motion passed unanimously.
Presentations and/or Public Comment: Brad Stokes expressed his concern over the City’s contractor
insurance requirements not accommodating contractors that provide minor services, such as waxing and
washing boats.
Discussion Items and Possible Action Thereto: Contractor Insurance Requirements: Ms. Sanchez
tabled the discussion for the next meeting when a representative from the City’s Risk Management
department may be able to attend. Enforcement of Boating Violations: Ms. Sanchez tabled the discussion
for the next meeting when a representative from Texas Parks and Wildlife may be able to attend. Conrad
Bulcher Weather Station: Ms. Sanchez is waiting to hear back from the US Coast Guard. Mr. Bell offered
to speak with the director at the Blucher Institute. Thank You Letter for Public Speakers: Mr.Laux
proposed sending a thank you letter to public comment speakers. The motion was made by Ms. Avery
and seconded by Mr. Bost to approve the thank you letter; the motion passed unanimously. Dockwalkers
Update: Mr. Laux reported there is little interest from his USCG Auxiliary flotilla as they are mostly
pilots. Mr. Laux advised the Dockwalkers will complete training this month and begin walking the docks
in April.
Committee/Staff Reports: Foundation: Ms. Sanchez advised the Columbus Sailing Association offered
to be the Marina’s non-profit. They have yet to change their bylaws to make this possible. Boaters Facility:
Mr. Bell remarked Marina tenants have approached him regarding the use of the boater’s facilities for non-
marina business. Ms. Sanchez advised City departments use the facility irregularly and in partnership with
the Marina.
Director’s Report: Ms. Sanchez advised pet waste stations were installed on the Lawrence Street T-head.
The engineer position on the board remains vacant. M pier update: decking has been added on finger piers
and dock boxes have been installed. The estimated completion date is June 2020. The radio-controlled laser
regatta was a great success. Replacing utility valve cages and rusted cabling is happening throughout the
marina. An art project in conjunction with the Art Center is in the works, a veteran will be doing mosaic
tile on 4 benches. A meeting with Engineering is scheduled to discuss Capital Improvement Projects and
getting cost estimates from HDR, including a haul out/retail/office space, replacing A, B, C, D, and L piers,
and a boater’s facility on Coopers. The committee retreat is on March 28th in the haul out facility.

Identify Items to be placed on Next Agenda: Risk Management Representative to discuss contractor
insurance requirements, Conrad Blucher Weather Station, Texas Parks and Wildlife Department
Representative to discuss enforcement of boating violations, Dredging timeline.
Confirmation for Next Meeting is: Monday, April 6, 2020
Adjournment: As there was no further business, the meeting was adjourned at 6:37 p.m.
