HomeMy WebLinkAboutMinutes Marina Advisory Committee - 10/05/2020Marina Advisory Committee 10/6/20 MINUTES Regular Meeting Marina Advisory Committee Monday, October 5, 2020 Members Present: Rick Bell, Martha Avery, Margareta Fratila, Charles Pendlyshok, Ron Smith Members Absent: Robyn Cobb, Donnell Laux, Clifford Bost Staff Present: Gina Sanchez, Marina Superintendent; Leah Hughen, Management Assistant Call to Order: Vice Chairman Pendlyshok called the regular meeting of the Marina Advisory Committee to order at 5:34 p.m. Action on Minutes: The motion was made by Ms. Fratila and seconded by Ms. Avery to approve the minutes of the 3/2/20 regular meeting; the motion passed unanimously. Presentations and/or Public Comment: n/a Discussion Items and Possible Action Thereto: Contractor Insurance Requirements: Ms. Sanchez tabled the discussion for the next meeting when a representative from the City’s Risk Management department may be able to attend. Conrad Blucher Weather Station: Ms. Sanchez was put in touch with the party responsible for the weather station, they hired Derrick Construction to remove the obstruction. Dredging Timeline: Ms. Sanchez advised the current Engineering project to dredge McGee Beach to the outside of the breakwater at Coopers has been put on hold due to permitting issues and turnover in the Engineering department. A long-term Marina maintenance dredging plan will be developed in the future. Committee/Staff Reports: n/a Director’s Report: Ms. Sanchez advised the Marina implemented extra cleaning measures in mid- February due to COVID-19, hand sanitizing stations were installed in the boater’s facilities. It was difficult to obtain PPE and cleaning supplies. The Marina office is operating by appointment only and installed a plexiglass barrier at the front desk. Over the course of 8 months a third of Marina staff tested positive or were required to quarantine due to symptoms. With businesses closed the public flocked to the bayfront, we saw July 4th level crowds fishing every weekend. A traffic study recorded over 5,000 midsize vehicles visiting the landmasses over the course of a week. Jane’s Bait Stand has seen her highest yielding year in her 20-year history in the Marina. Repairs have been made to the interior and exterior of the Coopers Alley boaters’ facility. Overgrown vegetation on Peoples Street was cleared out. Sundance Fuels decided to discontinue fuel sales in the Marina, removed fuel prior to Hurricane Hanna. In July Hurricane Hanna brought an estimated 4 feet of tidal surge, along with wave action causing more damage than Hurricane Harvey. Due to the pier damage tenants from piers A, D, H, L, and the Peoples Street boardwalk have been relocated. Marina staff was able to secure the facilities in a record 10 hours, even with 2 employees out with COVID. The shrimpers are now located on Lawrence Street. Approximately half of the work orders generated have been completed. The pump outs on Peoples Street are out of service. Urban Engineering assessed pier damage and will submit their findings by mid-October. Tropical Storm Beta brought an estimated 3 feet of tidal surge on top of the existing high tide. We experienced electrical damage to gates on Lawrence Street and a waterline break on L pier. In April Leah was promoted to Office Manager, Ralph retired in July, Tino and Rene are retiring at the end of October. M pier update: parts delivery has been delayed due to COVID-19. The next steps are electrical install and finish the decking. Projects for FY2021 are to replace the maintenance truck, replace our oldest golf cart with a six-seater to provide rides for transients to and from the office. Gates will be installed on the public restrooms on Peoples and Lawrence Street. Security gate repairs to the Lawrence Street piers. A new roof for the Peoples Street boater’s facility. Marina Advisory Committee 10/6/20 HDR Engineering has almost completed their cost estimate study, including a haul out/retail/office space, replacing A, B, C, D, and L piers, and a boater’s facility on Coopers.
