WATERSHORE AND BEACH ADVISORY COMMITTEE MEETING

I. CALL TO ORDER
Meeting called to order at 5:30 pm.
ll. ROLL CALL
The roll was called, and a quorum was present
III. EXCUSED ABSENCES: Philippe Tissot, Mukesh Subedee, Meredith Darden
Larisa made a motion to excuse last month’s absences, Harrison seconded, unanimously
approved.
IV. ADOPTION OF MINUTES
Minutes from the February 6, 2020 meeting were distributed for review. Harrison made a motion
to accept the minutes, Larisa seconded, unanimously approved. Motion passed.
V. HEAR FROM THE PUBLIC
One person was in attendance and didn’t want to speak.
Vl. BUSINESS FOR DISCUSSION/POSSIBLE ACTION
1 New Business
a. North Beach Bath Houses
They are being repaired not rebuilt per the City Manager and there is really nothing that this
committee can do about it.
b. Diedre Williams
She could not make this meeting and will try for April.
2. Old Business
a. Update: Bollards on the Beach
Harrison thought that the main problem/issue was that they were just put up without any warning.
Now that the dust has settled and the beach users realize that the beach access has not been
compromised, all is calmer. Darren did relay that the GLO is now looking at all the bollards on the
beach, stay tuned.
VlI. PARK AND RECREATION ACTION COMMITTEE – Jerry Plemons
Jerry reported that Port Aransas was approached about raising the price of the beach parking
stickers and they are not interested in doing that; they said that they have “too much money!”.
Some wondered if the percentage of revenue could be changed; Darren explained that the permit
revenues are split according to the miles of beaches under each entity without regard to whether
maintenance or enforcement is happening. Meredith suggested that maybe the partnership
agreement should be reviewed, and Darren noted that Port A would like to get out of the
agreement. Port A uses other vendor to sell their permits and sell them to these other vendors at

$11 each. The permits are always $12 to the public. Darren will bring the permit numbers to the
next meeting. All the permit revenues are earmarked for the beaches.
Jerry did say that he was going to speak to Judge Canales again regarding this issue.
PRAC is working on the Bond 2020 but none of it involves WBAC except for Cole Park.
Jerry did tell the group that Flour Bluff is looking at organizing a committee similar to ISAC (Island
Strategic Action Committee).
VlII. ISAC Report
Darren was there for part of the meeting. The director of public works was there and spoke about
streets. Darren gave a recap about spring break and the bollards and then the discussion turned
to the “Master Plan” for Padre Island and that is when he left.
lX. STAFF LIAISON REPORT
“Getting ready for Spring break”: Newport Pass is wide enough for an emergency lane, and now
has some Skid-O-Kan and City trash cans, Darren said that we are 99% ready.
There will be 5 mobile lifeguard units on the beach during Spring Break, and a Kubota at Bob Hall
pier. The City lifeguards will take care of the warning flags. Harrison noted that he had seen the
lifeguards training and that they look good.
Darren relayed that the City has printed flyers and information cards, and had bracelets and t
shirts made for the beach safety group.
Darren met with the contactors at Zahn and Newport and they are doing the opposite of what he
wanted; Newport will be done first! With Zahn being done second, it probably means that the
shower will be in at Zahn by next Spring Break!
Darren will bring all the Spring Break numbers next meeting.
Philippe wanted to know if we need more sediments and Darren explained that he has put our
name in to get some if the sand from the dredging of the ship channel fits our specs. Philippe said
that he had a couple of meeting coming up that might be relevant to this and that he would
advocate for us getting other sand, if some were available that was the right kind.
North Beach is getting a small nourishment of sand.
