I. CALL TO ORDER
Meeting called to order at 5:30 pm.
ll. ROLL CALL
The roll was called, and a quorum was present
III. EXCUSED ABSENCES: Jyoti Patel, Lauren Williams
Philippe made a motion to excuse last month’s absences, Meredith seconded, unanimously
approved. Motion passed.
IV. ADOPTION OF MINUTES
Minutes from the March 5, 2020 meeting were distributed for review. Daniel made a motion to
accept the minutes, Philippe seconded, unanimously approved. Motion passed.
V. HEAR FROM THE PUBLIC
One person was in attendance and he spoke about several items; he wanted to get an update regarding
the Zahn Road construction, and the beach showers. He also wanted the group to know that there is a lot
of trash at the east end of the parking lot along the north jetty and if the City were to put a trash can there;
he is pretty sure the surfers would pick up some of the trash.
Vl. BUSINESS FOR DISCUSSION/POSSIBLE ACTION
1 New Business
a. Trash/Traffic Control
Meredith had asked that this be put on the agenda back in March; she was working on a project
that Peter Zanoni had started which included traffic and trash issues. Meredith asked Darren
whether he thought the City was doing their part to combat this and his answer was “yes”. He
believes that most of the pictures posted are from the County beach because the trash cans are
blue. There have been several incidences of high water and trash being scattered but Beach
Operations is quick to clean up the City’s beaches. It was also noted that the Seawall and
Whitecap areas of the beach are crowded, more than usual and Darren did say that he was
getting more trash cans out in those areas, as well as others. The County and City have switched
some of their areas of management. The City is now cleaning Newport Pass and the County is
doing south of 6. Meredith is meeting with some media people and will relay to us next meeting,
what they think of the beaches, signs, etc.
b. Fishing line in the Jetties
Harrison asked if the City had ever done anything about trying to remove these lines. He did let
the committee know that last year some beach users tr ied and after spending about 6 hours
working, they had only collected about 50’ of jetty. He wondered if the City might pay a company
to do this task; Darren didn’t think so. The Packery Channel is under the City’s jurisdiction.

c. Hurricane Hanna
Darren give the group this update:
• The City reclaimed 50 to 75’ of beach in some areas (lost some of the dunes).
• The County will be asking Deidre to survey (tide lines) from almost to PINS, north to the
Port A jetties.
• All the Cities beach access roads were inundated with sand and debris.
• Beach Operations has, so far, redistributed 47000 cubic yards of sand, and removed 200
tons of debris.
• North Beach did lose a bunch of sand; Beach Operations will go there next week to help.
• There was one navigation aid that was lost but found in the dunes, it will be replaced.
• The dunes re-nourishment is up to the property owner to do.
• The dunes, on Access Road 2, are back to where they were with Hurricane Ike.
• We lost a couple of lifeguard stands.
2. Old Business
VlI. PARK AND RECREATION ACTION COMMITTEE – Jerry Plemons
Jerry did not attend this meeting.
VlII. ISAC Report
Terry reported on the ISAC meeting but did note that some of the topics have already been
discussed by Darren. The current head of Parks and Recreation has resigned and the City is
looking for a replacement. The construction on Newport Pass access road has been completed
and Zahn should be finished in September. The dredging of the Packery Channel should happen
this winter. Regarding bond projects, one item talked about was stabilizing the causeway.
lX. STAFF LIAISON REPORT
Darren reported that he has been told that the water line is at Zahn, but he has not seen it, he will
check when they have finished. Darren was told that the City is working on an emergency survey
for the Packery Channel and they are still working on the contract for the yearly survey. Darren is
hoping that there is enough sand in the channel to re-nourish in front of the seawall. Philippe did
relay to the group that there was a clause in survey contract that allowed for emergency services
after storms but ISAC had it removed a couple of years ago; unfortunately contracting takes so
much time.
