I. CALL TO ORDER
Meeting called to order at 5:39 pm.
ll. ROLL CALL
The roll was called, and a quorum was present
III. EXCUSED ABSENCES: Mukesh Subedee
Lauren made a motion to excuse last month’s absences, Harrison seconded, unanimously
approved. Motion passed.
IV. ADOPTION OF MINUTES
Minutes from the September 3, 2020 meeting were distributed for review. Larisa made a motion
to accept the minutes, Harrison seconded, unanimously approved. Motion passed.
V. HEAR FROM THE PUBLIC
One person was in attendance and he wanted updates on the showers at North Packery and
what is being done with all the loose sand on the beach.
Vl. BUSINESS FOR DISCUSSION/POSSIBLE ACTION
1 New Business
a. North Beach Parking Lots
Terry told the group that he went to North Beach to check it out and couldn’t because the parking
lots were flooded. Darren said that this issue, flooded North Beach parking lots, is on the 2020
Bond Projects’ list.
b. Clearing the jetties of fishing line
Terry had a conversation with Jay Gardner about this and Terry will be notified when/if this is
being scheduled. Terry noted that the window of “clear water” in the jetties is gone for the year;
Harrison agrees.
c. Packery Channel & FEMA
Terry reported that at the ISAC meeting, there was a quick update: last week the City did some
paperwork for FEMA concerning the sidewalk, dome post and cables. Darren reported that FEMA
is saying the USACE should be repairing the channel. Basically, these two federal agencies are
fighting over who should do the repairs. Darren does say “it is moving forward”.
2. Old Business
a. Signage – City vs County
Meredith was working on this and she missed this meeting. Darren did report that with the
storms we have had, that we have lost lots of signs.
b. Packery Jetties – Water seepage
Darren reported that part of the parking lot at the overlook collapsed. He spoke with storm
water because he believes that they should be fixing it, but nothing is happening now. Darren
was instructed to run a cable down along the dome post and this should be done within the
next couple of weeks.

VlI. PARK AND RECREATION ACTION COMMITTEE – Howard Schauer
Howard did not attend this meeting but did email a written report that Martha read. Howard wrote
about the 5 projects on the 2020 Bond; only the North Beach restrooms and parking lots pertain
to WBAC. Access Road 3 runs through the State Park.
VlII. ISAC Report
Terry reported that most of the rocks and limestone has been removed from the County beach
and they are still wanting other bids for the work on Bob Hall pier. He reported that the CVB is
doing a survey; they are comparing Corpus to other cities with regards to tourism, or lack of.
Deidre Williams attended this meeting and she told ISAC that the surveys of the beach are
completed. The beach maintenance permit is out for public comment. Terry will resend the email
with the link to the Mustang/Padre Island development plans.
lX. STAFF LIAISON REPORT
Darren reported that the trash cans and portable toilets were back on the beach but now they
need to be removed again (Hurricane Delta). He also reported that, as far as he knows, the City
will not be closing the beaches. As far as the sand goes, Cliff is correct; there is lots of sand! The
City is only allowed to move it back and forth, according to the USACE permit. The concentration
for Beach Operations is to keep the beach open which means keeping the access roads open,
and they are a mess. Beach Operations is moving sand in front of the seawall because that area
is getting narrower and narrower. The City is working on amending the permit to be able to move
the sand laterally. The water line for the shower is supposed to be in but Engineering has not
confirmed that, nor have they marked where it ends, Darren is waiting for a call back. The
showers are getting a redesign.
