ANIMAL CARE ADVISORY MEETING

Minutes from November 18th, 2020

I. Call to Order
The meeting was called to order by Jarvis Amaya at 12:35 p.m.
II. Roll Call of Members
Roll was called, and a quorum was confirmed.
IIL Discussion and Approval of Minutes from October 161, 2020
Sharon Ray motioned to approve the minutes. The motion was seconded and passed unanimously.
IV. Discussion and Approval of Absences from October 16', 2020
Linda Gibeaut motioned to approve absences - Jarvis Amaya. The motion was seconded and passed
unanimously.
V. Department Presentation and Discussion
Region 11 Zoonosis Report — Mr. Skidmore went over the Zoonosis report addressing the positive
West Nile virus in a person not a pool of mosquitos and still no positive rabies cases in our area.
Current Shelter Report and Clinic Report — Joel Skidmore went over the CCACS Comparison
Shelter Report. Live Release rate for dogs 2019 94.70% / 2020 94.19%. Live Release for cats 78.40%
in 2019 75.89% / 2020 81.89%. For "Other" it was 299 in 2019 and 0 in 2020. The total Live Release
(Dogs/Cats) 2019 89.930/o/ 2020 88.65%. The Violation Summary totals for 2019 222 / 2020 445.
Bite Case (Dog/Cats) in 2019 92 / 2020 154. Calls for Service (Dogs/Cats/Other) in 2019 1828 /
2020 2687. Cats Average Length of Stay in 2019 24 days / 2020 7 days. Dogs Average Length of
Stay in 2019 11 days / 2020 13 days. Clinic Report Total (Dogs/Cats) 206 in 2019/ 2020 132.
Microchip report in 2019 545 / 2020 11. City License Report in 2019 621 / 2020 284.
Program Manager Update — Mr. Skidmore advised that the revisions on Chapter 6 ordinances are
still in process. Legal advised to present an intact complete revision to City Council of Chapter 6
ordinances versus individual one. Mrs. Linda Gibeaut voiced her concern with previous ordinances
not making it in front of City Council. Mr. Skidmore assured Mrs. Gibeaut that they will be presented
but unable to advise on when it will be added to the agenda. Lerma and Green also acknowledged
Ms. Gibeaut concerns and noted their support in moving the presented revisions forward as well.

0 Chapter 6 revisions
VII. New Business for Discussion and Possible Action
• A motion to dismiss - Review the Ordinances that have been previously presented by the CCACS
Ordinance Committee and approved by the board. Ms. Gibeaut motioned to have item included in
the Department Presentation and Discussion. Motion was seconded and passed unanimously.
