Chairperson Guy Nickleson called the meeting to order at 9:00 AM.
Chairperson Guy Nickleson read Item #I from the agenda.
Item #1: Review and approve the minutes of the 514th Civil Service Commission meeting
held April 4, 2019.
Chairperson Guy Nickleson made motion to approve the minutes and Board Member Gerald
Avila seconded. All Members agreed.
Brittney Latka reads Agenda Item#2.
Item #2: Review and consider the appeal submitted by Firefighter II's: Aaron Hernandez,
Audrey Alvarez, Brittany Fowler, Curtis Meeks, David Valadez, Eric Willm, Erik
Gomez, Friedrich Harborth, Garrett Holder, Garrett Ramsey, Jacob Silvas, Justin
Dredla, Mauricio Quintero Jr., Orlando Torres, and Travis May for question # 7 on
the Fire Fighter II - Engineer promotional examination administered on June 20,
2019.

Firefighter II Orlando Torres spoke and stated he got confused on the question. No further
discussion was had.

Firefighter II Garrett Ramsey states 20 questions should be overturn due to questions being taken
from the source material. Wrong edition was used.
Firefighter II Aaron Hernandez spoke about other questions, Chairman Nickleson informed him
we were here to discuss what was appealed only.
Firefighter II Mauricio Quintero spoke on behalf of the test maker. Stated if you read the
material you would know the answer. Firefighter 11 Britany Fowler seconded what Quintero
stated.

was used for the exam.

work in the test book. Firefighter II Hernandez agreed with May, adding that no one had an
unfair advantage.
Firefighter II Brittany Fowler agrees with the test maker, the information is in the book.

Firefighter II Eric Willm stated he could not find the answer in the book.

Firefighter II G. Ramsey stated this was his closing statement, the wrong book was used for the
test and someone needs to be held accountable.
Firefighter II Brett Corporon stated that in application all of the answers could be correct. It is a
critical thinking process.
Firefighter II B. Fowler states the answer is in the book on page 296. T. May agreed it is written
in the 4`s edition, it is not a critical thinking question.
Firefighter II M. Hernandez stated that if the edition was an issue it would have been addressed to
the test proctor at the time of the test. No one was given an advantage or disadvantage due to the
different edition.
Firefighter 11 0. Torres stated the answer should stay the same as it is.
Chairperson Guy Nickleson announced that the meeting went into closed session at 10:15 AM
pursuant to the authority Section 551.074 of Texas Open Meetings Act to discuss the appeals.
At 11:14 AM Chairperson Guy Nickleson announced that the meeting was back on the record.
Chairperson Guy Nickleson made a motion to grant the appeal for Item #2.
Commission Member Gerald Avila seconded. All Members agreed with the decision.
Chairperson Guy Nickleson announced the following: Item # 2- Appeal Granted. Allow
choices A and C as possible answers.
