HomeMy WebLinkAboutMinutes Transportation Advisory Commission - 01/13/2020 1 CITY OF CORPUS CHRISTI TRANSPORTATION ADVISORY COMMISSION (TAC) MINUTES Monday, January 13, 2020 I. Call to Order: The City Transportation Advisory Commission (CTAC) convened in a regular meeting on January 13, 2020 at City Hall Council Chambers. TAC Chair, Judy Telge called the Commission to order at 2:30 p.m. II. Pledge of Allegiance III. Roll Call: Commissioners in Attendance: Robert Saldaña, Pramit Bhatka, Dennis Miller, Jeffrey Pollack, Jonathan Aman, Judy Telge, Leo Rios, Wilfredo Rivera and Brandon Herridge. Staff Attendance: Charlie Cardenas, Bixi Hernandez, Annika Gunning, Captain Russell Sherman IV. Conflict of Interest: TAC Chair, Judy Telge asked whether there were any conflicts of interest by TAC members with the items on the TAC agenda today. None were stated. V. Public Comment: Bill McKimbrell spoke on notifications on City projects. Has yet to receive notifications. Requested a contact person. The resident also spoke about the difficulties crossing the mid-block crosswalk located along Port Avenue by the HEB. Reports: 1. Corpus Christi Police Department (CCPD) – Captain Sherman Presented monthly report. There were 84 DWI arrests, 684 crash reports, 2 fatalities, and 137 hit & runs. Of the 3,436 violations, 283 were for distracted driving. The number of motor officers increased from 8 to 10. There were 2 fatalities. One included a pedestrian along Waldron Road who succumbed from the injuries. The other fatality was on North Beach. An unborn child died as a result of this accident. The number of fatalities increased from 2018. The annual report hasn’t been approved yet by his supervisor. He would provide the report once approved. The unofficial stats reported included overall crashes down 5%, alcohol related down 21%, KA down 10%, hit and run down 12%, and pedestrian related down 15%. Also informed TAC on purchase of three (3) radar equipment. He also spoke about the Delta 40 area and using DDACTS to assist with enforcement. Captain Sherman was also asked if he noticed an increase in accidents around construction areas. He stated they would investigate this. Lieutenant Quesada was also introduced. He would fill in for Captain Sherman in his absence. 2. Open discussion on the meetings, agenda, and notification of meetings between TAC and Charlie Cardenas. VI. Item for Consideration: 1. Annika Gunning presented an amendment to the Urban Transportation Plan that would adjust the location of the future Oso Parkway relative to the Oso Creek flood zones, eliminate a duplicative north-south Collector street as a result of shifting Oso Parkway westward and adjust the connections between CR 43 East and CR 20A with Oso Parkway. TAC presented several questions and concerns regarding the alignment, flood zones, crossings and potential construction of Oso Parkway. Dennis Miller motioned to approve City Staff recommendation with the following change: realigning Oso Parkway out of the 100-year flood “way” not flood “zone” where possible. Jeff Pollack also wanted to note 2 transportation infrastructure drives development and ultimately affect the rates residents pay within the City. He also stated the City should be mindful about construction of residential areas within flood zones. Willie Rivera asked about the alignment for the Hike/Bike Trail on whether it stays or moves with the roadway alignment. The motion passed unanimously. 2. Charlie Cardenas presented an update on Vision Zero. TAC was informed that the Mayor was going to proclaim Corpus Christi as a Vison zero City tomorrow (Tuesday, January 13, 2020). A press release kickoff for Vision Zero was also going to be held prior to the City Council meeting. Mr. Cardenas also provided a website where citizens could input comments regarding safety concerns and described an innovative crosswalk idea to address mid-block crosswalks where safety concerns have been presented. His discussion also included working with local partners and agencies to help with promoting Vision Zero. VII. TAC Member Communication: 1. Jonathan Arman asked for an update on the item to convert Coleman Avenue to one- way traffic flow. 2. Update on notifications for accessible pathways in construction zones. 3. Parking on-street within “No Parking” along Carroll Lane. VIII. Adjournment: TAC Chair, Judy Telge adjourned the meeting at 4:00 pm.
